A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7 :00 o'clock P. 14. on the above date,
in the Council Chamber of the City Hall of said City, by Peter E. Binder,

The minutes of the regular meeting held.on the 28th day of December,
1938, were read. No errors or omissions appearing, it was moved by
Councilman Gerow, seconded by Councilman,Iiesser, the minutes be approved
as read. Carried.

The following communications, which were read to the Council, were
disposed of in the manner indicated, following the reference to each

for employment by the City of El Segundo. Ordered filed.
R. T. HUTCHINS. Chief of Police, dated January 3rd, 1939, reporting
that 86 hours time of the Police Department, representing $93.25 in salaries,
was expended during the month of December, 19d8, in enforcement of liquor control
regulations, and that 305 hours, representing a salary expense of $329.74,
was expended by the same Department for patrolling Sepulveda Boulevard for
the purpose of law enforcement and the regulation and control and fire
protection of highway traffic during the same,month..
The City Clerk commented that these expenditures had been made out
of the General Fund, whereupon it was moved by Councilman Hesser, seconded
by Councilman Gerow, that the transfer of $93.25 from the "Beverage Control
Act Fund" to the General Fund to reimburse the latter fund for expenditures
made therefrom, in the payment of salaries to police officers of the City
of E1 Segundo for enforcement of liquor control regulations for the month of
December, 1938; and the transfer of ;329.74 from the "Motor Vehicle In Lieu
Tax Fund" to the General Fund to reimburse the latter fund for expenditures
made therefrom in the payment of-salaries to police officers for law enforce-
ment, regulation, control and fire protection of highway traffic on
Sepulveda Boulevard for the month of December, 1938, be and the same is
hereby authorized and directed, and the.City Clerk *tnd the City Treasurer
of the City of El Segundo are furthar.directed to make appropriate entries
respecting said transfers in their respective books of record. Carried by
the following vote:

,GOVER1ZiENT REFINING AND GaSOLINE CORPORATION, LTD., dated December
23rd, 1938, advising that its Ramsey- V7allace Well No. 1 has been officially
abandoned; also that its Copinger '7allace No. 2 Well has not been on production
since August, 1938 and will be abandoned in the near future. Moved by
Councilman Selby, seconded by Councilman Love, that the communication be
referred to the City Engineer for investigation and report., Carried.

B LOIL CORPOPATTON, LTD., dated December 23rd, 1938, advising that it
is abandoning for the El Segundo Oil Company the well known as Grauman-
lallace No. 1 and inquiring whether or not anything further should be done
at the completion of the abandonment. Moved by Councilman Selby, seconded
by Councilman Love, the cormiunication be referred to the City Engineer for
investigation and report. Carried. .
LOEB & LOEB, dated December 29th, 1938, further advising that
E1 Segundo Oil Company ceased operating its well - -known 3s Grauman 'dallace
7,: V ell No. 1 and early in the month.of December had sold its gquipment to
Beloil Corporation, Ltd. and that Beloil Corporation, Ltd. had agreed to
abandon the well. Ordered filed.
?r.CIITC ,'dES'ERN OIL CORPOZ "_TION, dated December 28th, 1938, advising
that its Goodwin T ;dell No. 1 has been completely abandoned and that its
Duley 'Yell No. 1 -A is in process of abandonment. Moved by Councilman Selby,
seconded by Councilman.Hesser, that the communication;be referred to the
City Engineer for investigation and report. Carried.
T�d1DRD OIL COIEANY OF CALIFORNIA, dated December 30th, 1938,
advising that its Refinery Wells Nos. 1, 4 and 5 are being abandoned and
will not be operated during 1939 for the purpose of producing oil or gas.
I::oved by Councilman Selby, seconded by Councilman. Love, that the communication
be referred to the City Engineer for investigation and report. Carried.
LANE -V:rr' LI,S COIZ?ANY, dated December 31st, 1938, transmitting
application for oil well permit, together with its check for $8.22 and surety
bond in the penal sum of $5,000.00.
It appearing that the application is with respect to a certain
well known as E1 Segundo No. 2, located in a portion of Sectj.on 18 within
the City-of E1 Segundo, assigned to said Lane Wells Company by Union Oil
Company of California, which,transaction is now being studied by the City
-Attorney, the said application, by general consent, also w4s referred to the
City Attorney for consideration and report on the matter complete.
JALIES N..LMVIS, Attorney at Law, dated December 30th, 19380
transmitting an original and copy of assignment of permit heretofore issued
Royalty Service Corporation, Ltd, for its El Segundo No. 1 well; also
original and copy of assignment of permit heretofore issued said Corporation
for the drilling of its El Segundo No. 2 well, suc4 assignments having been
made to Sunray Oil Company; transmitting also Bonds Nos. 4324818 and 4324819,
wherein Sunray Oil Company is named as principal and Fidelity & Deposit
Company of iviaryland is named as surety, each bond being in the penal stun
of $5,000.00 and being submitted as required by ordinances of the City of
El Segundo which relate to the drilling and /or maintenance of oil wells within
said City; transmitting also Check No. 42470 of the Sunray Oil Company in the
sum of $300.00 in payment of the license fees on said, wells for the calendar
year 1939, requesting that the assignments be consented to and the original
returned to the writer for delivery to the Sunray Oil Company.
By general consent the matter was referred to the City Attorney
for report.
SPECIAL ORDER OF BUSINESS.
The hour of 7 :15 o'clock P. M. at this meeting having heretofore
been fixed as the time and place for receiving bids for furnishing the City
of E1 Segundo with 1 New Horizontal Centrifugal Sewage Pump, the Mayor
announced the hour of 7 :14 o'clock P. I.S. and asked if any person or persons
present desired to file bids for furnishing said pump as advertised for.

The hour of 7:15 o'clock P. M. having arrived, the Mayor declared the
time for receiving bids for furnishing the City of El Segundo with 1 New
Horizontal Centrifugal Sewage Pump as advertised for, closed.
The City Clerk announced that five bids had been received; whereupon it
was moved by Councilman Gerow, seconded by Councilman Love, that the Council
proceed to open, examine anti publicly-declare all of the bids - received this
date for furnishing the City of E1 Segundo with 1 New Horizontal Centrifugal
Sewage Pump, Carried.
The Council thereupon proceeded to open, examine end publicly declare
all of the bids received this date for furnishing the City of El Segundo with

moved by Councilman Selby, seconded by Councilman Hesser, that all bids

Moved by Councilman Hesser, seconded by Councilman Gerow, that all
of the bids received this -date for furnishing the City of E1 Segundo with
certain welded steel pipe be taken under advisement until the hour of 7:40
P. t:. January 11th, 1939, and that said bids be referred to the City Engineer
for checking and report to the Council. Carried.
ORAL COI:11.�1 CATIONS.
Judge Robert M9 Clark addressed the Council relative to the permit
it granted Sovereign Gil Corporation December 15th, 1937, at which time only
11 of the 18 lots in Block 31 off' the City of E1 Segundo were included in the
lease on which said Sovereign Gil Corporation's Well No. 1 was drilled. He
stated that said permit did,not contain any provision requiring said Sovereign
Oil Corporation to include other properties in said Block in the lease should the
owners thereof, desire to be included therein and inquired whether or not it was
the .Council's intention at that time to include in the permit a provision
that the drilling Company would be required to include these properties within
any specified time after the cornencement of drilling operations.
Questions were asked by Councilman Selby and Councilman Gerow and brief
discussion ensued, at the conclusion of which Mayor Binder suggested an answer
be given at a later date after the Council members-had had an opportunity to
review the records and study the matter.

The Superintendent of the ;eater ISepartment reported that the rig for
drilling ?'later !Jell. No. 5 for the City of El Segundo was delivered to the
tiVell site at the Southwest corner of Palm Avenue and California Street, within the City of El Segundo on Tuesday of this week and that the work is noiv under
ray; also that excavating for the laying of the pipe line betvreen said new
viater well site and the water treatment plant has been started and the first
Toad of pipe is due to arrive January 12th. '
The Chief of Police reported having talked with P,Zrs. Leilia Sinks
rb lative to her complaint respecting dances held in the City Hall Auditorium;
that her present complaint is not about the usual noises of the music or
dancing, but of unusual yelling rrhich occurred at the last young pe'ople's dance.
"after discussing the ratter, it eras agreed that Mayor Binder yrould
attend one of the next dances to be held by the !Recreational Council and
admonish the participants to be a little less noisy.
Councilman Selby reported 'having conferred with Mr. A. G. Blair of
the Rod and Reel Club relative to the location of a new casting pool; that
a'site at the new water works property at California Street and East Palm
Avenue and two sites in Grand revenue Park had been selected by t hem as'being
desirable subject to the consent of others interested in the matter and the
approval of the City Council. Pending further conferences and final
recormiendation by Councilman Selby and I,r. Blair, action in the matter was
deferred.

Superintendent was directed to procure prices on such equipment.
No farther business appearing to be transacted at this meeting, it
was moved by Councilman Gerow, seconded by Councilman Hesser, the meeting
adjourn. Carried.
