1939 DEC 13 CC MINIP El Segundo, California. December 13th, 1939. A regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7:00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, having been called to order by the Mayor, Peter E. Binder. ROLL CALL. Councilmen Present: Gerow, Hesser, Selby and Mayor Binder. Councilmen Absent: Love. Other Officers Present: Clyde Woodworth - City Attorney. R. T. Hutchins - City Engineer. Victor D. McCarthy - City Clerk. A. R. Gunn - Street Superintendent. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 6th day of December, 1939, were read. No errors or omissions appearing, it was moved by Councilman Selby, seconded by-Councilman Hesser, the minutes be approved as read. Carried. WRITTEN COMMUNICATIONS. The following communications, which were read to the Council, were disposed of in the manner indicated following the reference to each herein- after: L. H. STEWART, dated December 9th, 1939, advising that hearings in the matter of the street light rate reduction before the Railroad Commission. of the State of California have been concluded; that he feels a good case has been presented and that the Commission's decision should be rendered about the first of the year. Ordered filed. JOHN A. WOLFORD, dated December 8th, 1939; and PERCY JOHN RILEY, dated December 12th, 19390 each being applications for employment by the City of-El Segundo. Ordered filed. EL SEGUNDO CHAMBER OF COMMERCE, copy of a resolution adopted by said organization December 11th, 1939, with reference to changing certain Neon directional signs now in use by the City and requesting the installation of a new sign at Sepulveda Boulevard and Grand Avenue substantially similar to a design of sign submitted with said copy of said resolution. Mr. C. E. Kenney addressed the Council relative to said matter and requested that the City Clerk again read a petition dated October 18th, 19399 signed by twenty -eight merchants and property owners of the City of E1 Segundo, heretofore filed with this Council, requesting that the City repaint and illuminate a certain advertising sign now standing on private property adjacent to the Southwest corner of Imperial Highway and Inglewood- Redondo Road. The Mayor directed that the petition be read, which was done, after which it was moved by Mayor Binder, seconded by Councilman Hesser, the following resolution be.adopted: RESOLVED, that that certain resolution of El Segundo Chamber of Commerce, adopted December 11th, 1939, and read to this Council this date by the City-Clerk, together with accompanying sketch of proposed new Neon sign for erection at Grand Avenue and Sepulveda Boulevard, be received and - placed on file in the office of the City-Clerk; and • v P 472 BE IT FURTHER RESOLVED, that the City Clerk be authorized and directed to address a letter to each of the persons who signed that certain petition dated October 18th, 1939, filed with this Council October 18th, 1939, requesting each of them to appear at the regular meeting of this Council which will be held December 20th, 1939, for the purpose of examining the sketch of a proposed new sign hereinbefore referred to and expressing their views with reference to the installation thereof, as well as the renovating of a certain advertising sign now standing adjacent to the Southwest corner of Imperial Highway and Inglewood- Redondo Road.' The foregoing resolution was adopted.by unanimous vote of the Council. Written Communications continued following Special Order of Business. SPECIAL ORDER OF BUSINESS. The hour of 7:1.5 o'clock P. M. at this meeting having heretofore been fixed as the date, time and place for receiving bids for furnishing the City of E1 Segundo one new 1940 model, sedan type police automobile, and for giving further consideration to bids heretofore received for fur- nishing the City of E1 Segundo a two -way police radio communication system, the Mayor announced the arrival of 7:14 o'clock P. M. and stated that any person or persons present desiring to file bids for furnishing the City a police automobile should do so immediately. The hour of 7:15 o'clock P. M. having arrived, the Mayor declared the time for receiving bids for furnishing the City of El Segundo one new 1940 model sedan type police automobile closed. The Clerk announced that four bids had been received for furnishing the City of E1 Segundo one 1940 model sedan type police automobile. It was thereupon moved by Councilman Selby, seconded by Councilman Hesser, that the Council first proceed with the opening, examination and declaration of bids received this date for furnishing the City of E1 Segundo one new 1940 sedan type police automobile and thereafter give consideration to the bids heretofore received for furnishing the City of E1 Segundo one two -way police radio communication system. Carried. The safety features are many. You are able to run up to 80 miles an hour in second gear then using the gear for an additional brake which enables you to go and stop faster than most any stock car. The Council thereupon gave further consideration to bids heretofore received for furnishing the City of E1 Segundo one modern two way police radio communication system, after which it was moved by Councilman Hesser, seconded by Councilman Selby, that Resolution No. 483, entitled: P C;476' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, ORDERING THE FURNISHING AND INSTALLING COMPLETE BY PIERSON -DE -LANE, INCORPORATED, OF A MODERN TWO -WAY POLICE RADIOCOMMUNICATION SYSTEM FOR SAID CITY, -which was read, be adopted. KATZ and ALFRED GITELSON, Attorneys -at -Law, dated December 11th, 1939 ' transmitting therewith the application of K. Sims for a permit to drill andZor operate and /or maintain an oil andzor gas well on a certain lease more particularly described in said application, said well having been-formerly operated by Sunshine Oil Company and named and known as Copinger - Wallace No. 2. It appearing from a copy of an order of sale and order confirming sale, issued by the District Court of United States, Southern District of California, Central Division No. 33034 -J, entitled "In the matter of Sunshine 0il Co. Ltd. Noes: Councilmen None Absent: Councilman Love. ORAL COMMUNICATIONS. Mr. H.-L. Offield inquired of the Council if a final decision has been reached in the case of Officer H. J. Miller, recently suspended. He was advised by the Mayor that no decision has been reached in the IDSttQr. Mr. Joe Brock addressed the Council, requesting additional hours of employment by the City and was told by the Mayor that his case would be-taken under • advisement. None. REPORTS OF STANDING COMMITTEES. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. The puperintendent of the Water Department reported the completion P _417. .. of Well No. 7 and stated that he expected to have the same on the line next week. The Superintendent of the Water Department reported.also that the laying of the 6" water line on Sepulveda Boulevard will be completed and the line in service on or about Tuesday of next week.. The City Engineer reported that -he and Councilman Gerow had attended a meeting of the Southwest Cities Flood Control Associatian on Friday, December -8th, at which time he was requested to prepare a statement relative to the desirability of prosecuting flood control work in Nigger Slough- Lagune Dominquez area; that accordingly he had prepared supporting data in the form of a letter addressed to the Board of Engineers for Rivers and Harbors at Washington, D. C., which he read to the Council. He also exhibited four pictures of the flooded area around the Douglas Airplane factory at El Segundo as the same existed March 2nd, 1938. It was thereupon moved by Councilman Gerow, seconded by Councilman Selby, that the form of •letter prepared by the City Engineer of the City of E1 Segundo under date of December 11th, 1939, addressed to the Board of Engineers of Rivers and.Harbors, Munitions Building, Washington, D. C., which was read to this Council this date, and four pictures of the flooded area surrounding Douglas Airplane Factory at El Segundo, March 2nd, 1938, be approved for transmittal to the Federal Engineers at Washington, D. C. as data supporting an application for aid in the matter of prosecuting and completing flood control work proposed in the Nigger Slough- Laguna Dominquez flood control district, of which the City of E1 Segundo is a part, and that the original of said communication and said photographs be forwarded to said Board of Engineers for Rivers and Harbors at Washington, D. C. and a copy thereof placed on file in the office of the City Clerk of the City of El Segundo. Carried. The City Attorney reported.that the Railroad Commission of the State of California has rendered its interim decision No. 32599 in the matter of the application of Pacific Electric Railway Company, et al, for an order granting permission to increase and adjust passenger rates and fares and to make certain changes in its rail system. He summarized for the Council the effect of the decision and delivered to the Clerk for public inspection a copy of said decision. The City Attorney reported that pursuant to the Council's instruction he had attended the hearing November 7th, 1939, before the Railroad Com- mission in the matter of the application of the City of El Segundo and others for a reduction in street lighting ra�tQs, at which time he announced the City of E1 Segundo requested a decision in its original case and objected to its consolidation with a later case initiated on motion of the Commission and requested that the Commission give due and favorable consideration.to the case originally submitted. The City Attorney advised the Council that pursuant to instruction he had prepared an ordinance amending existing fire zone ordinances of the City of El Segundo by eliminating from Fire Zone 2 as the same now exists, certain lots in Blocks 42 and 43 within the City of E1 Segundo. The City Engineer exhibited a map upon which the changes had been.delineated. The City Council, believing that it is advisable to remove from Fire Zone No. 2 as the srime now exists, other lots in said Blocks 42 and 43, it was moved by Councilman Gerow. seconded by Councilman.Selby, that the City Engineer be and he is hereby authorized and directed to furnish the City Attorney a corrected description of Fire Zone No. 2, so that said zone, when altered, will include only those parcels of land in Blocks 42 and 43 which now have buildings erected thereon. Lind be granted his Customary annual two weeks vacation beginning December 11th, 1939, and that 01iffordSmith be and he is hereby granted his customary annual two weeks vacation beginning December 15th, 1939. Carried by the following vote: Ayes: Coun6llmen Gerow, Noes: Councilmen None. Absent: Councilman Love. Hesser, Selby and Mayor Binder. Moved by Councilman Hesser, seconded by Councilman Selby, that Frank Chilson be and he is hereby granted the final week of his customary annual two weeks vacation beginning December 18th, 1939, and that the employment of A. J. Sullivan, as Acting Assistant Building Inspector, for the period of such vacation, at the rate of compensation heretofore fixed by resolution of this Council, be and the same is hereby authorized and approved. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Selby and.Mayor Binder. Noes: Councilmen None. Absent: Councilman Love. Councilman Gerow announced that Mr. E. J. Grow, the Municipal Mechanic, desires to purchase a new bench grinder at a cost of approximately $63.00. He suggested, however, that members of the Council confer with Mr. Grow respecting the matter, whereupon it was agreed that Councilmen Gerow and Hesser and Mayor Binder would meet with Mr. Grow on Saturday, December 16th, 1939. P �49� Street Superintendent Gunn at this point announded that he had estimated the cost of repairing the sidewalk at the N92thwest corner of E1 Segundo Boulevard and Concord Street, together with constructing 18" additional new sidewalk, would cost approximately $184.00. No action taken in this matter pending a further investigation by the Public Works Committee of the Council. No- further business appearing-to-be transacted at this meeting, it was moved by Councilman Selby, seconded by Councilman Hesser, the meeting adjourn. Carried.
