A regular meeting of the City Council of the City of E1 Segundo, California, was held on the above date in the Council Chamber of the City Hall of said City, having been.called to order at 7:00 P. M. on said date by the Mayor, Peter E. Binder, ROLL CALL. Councilmen Present:. Gerow, Hesser, Love and Mayor Binder. Councilmen Absent: Selby. Other Officers Present: Clyde Woodworth - City Attorney. R. T. Hutchins - City Engineer. A. R. Gunn - Street Superintendent. Victor D. McCarthy.- City Clerk. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 2nd day of August, 1939, were read. No errors or omissions appearing, it was moved by Councilman Gerow, seconded by Councilman Love, that the minutes be approved as read. Carried. WRITTEN COMMUNICATIONS. The following communications, which were.read to the-Council, were disposed of in the manner indicated following the reference to each hereinafter: STANFORD R. SMITH, dated August 7th, 1939,being an application for employment by the City of E1 Segundo. Ordered filed. EL SEGUNDO WOMAN'S CLUB, by Mrs. A. E. Magee, Corresponding Secretary, dated August 7th, 1939, requesting that the west side of Standard Street immediately south of Mariposa Avenue, in front of the Woman's Club House .be striped for angle automobile parking. By general consent the matter was referred to the Chief of Police for investigation and report to the Council at its neat meeting CALIFORNIA TESTING LABORATORIES INC., dated August 8th, 19399 soliciting consideration as inspectors of the cast iron or asbestos cement pipe to be purchased by the City under the bids to be submitted this date. Referred to the Superintendent of the Water Department for investigation and report. LOS ANGELES COUNTY LEAGUE OF MUNICIPALITIES, undated but stamped RECEIVED August 9th, 1939, announcing the holding of the 99th regular meeting of said League at Sierra Madre on August 17th, 1939, and requesting that reservations therefor be-made promptly. It appearing that no member of the Council will be able to attend said meeting, the communication was ordered filed and the City Clerk instructed to advise the secretary of said League that no reservations will-be made by the City of E1 Segundo. MUNICIPAL FINANCE OFFICERS ASSOCIATION by Miner B. Phillipps, its. president, dated August 3rd, 1939, calling attention to the aims and objectives of the Association ;-pointing out its benefits to municipal finance officers and the cities they represent; urging membership of the City of E1 Segundo in said Association; quoting membership dues and recommending the attendance of a representative of the City of El Segundo at the convention of said Association to be held in San Francisco October 16th to 19th.-incl., 1939. Ordered filed. H. L. BYRAM, Tax Collector, County of Los Angeles, dated August 7th, 19399 transmitting a schedule of projects in the City of E1 Segundo under the - Improvement Bond Act of 1915, which shows the amount of delinquent assessments p -366 for the discal year 1938 -1939 as of June 30th, 1939, and making demand upon the Council to provide funds for the payment of such delinquent assessments and delinquent interest thereon as required by statute, either by the transfer of general funds to the interest and sinking funds of each of such districts or by the levy of tax in accordance with Section 16 of said Boni Act. Moved by Councilman Love, seconded by Councilman Hesser, that the City Clerk of the City of E1 Segundo be and he is hereby authorized and directed to-acknow- ledge receipt of the communication of the Tax Collector of Los Angeles, California, dated August 7th, 1939, making demand upon the City Council of the City of E1 Segundo,as required by law, to provide funds for the payment of�all delinquent assessments and-interest thereon, in con- nection with special Assessment Bonds issued for the improvement of Oak Avenue within said City, and to advise said County Tax Collector that any amounts needed in order to comply with his demand will be transferred from the general fund of-the City of El Segundo to the Oak Avenue Bond Interest and Sinking Fund. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love and Mayor Binder. Noes: Councilmen None. Absent: Councilman Selby. H. L. BYRAM, Tax Collector, County of Los Angeles, dated Aug- ust 7th, 1939, making demand upon the City Council of the City of E1 Segundo to provide funds for the payment of all delinquent assessments and delinquent interest on assessments for all projects in the City of E1 Segundo under the Improvement Bond Act of 1915, for which current assessments have terminated but which have delin- quent assessments for prior years still outstanding. Moved by Councilman Love, seconded by Councilman Hesser, that the City Clerk of the City of E1 Segundo be and he is hereby authorized and dir- ected to acknowledge receipt of the communication of the Tax Collector of Los Angeles Gounty,, dated August 7th,- 1939, making demand upon the City Council of the City of E1 Segundo as required by law to provide the funds for the payment of all delinquent assessments and delinquent interest thereon-for all projects in the City of El.Segundo under the Improvement Bond :Act of 1915, for which current assessments have terminated but which have delinquent assessments for prior years still- outstanding, and to advise said County Tax Collector that any amounts needed in order to comply with his demand will be transferred from the general fund of the City of E1 Segundo to such Bond Interest and Sinking Funds. REPUBLIC PETROLEUM COMPANY, dated August 8th, 19391 trans- mitting therewith a letter said Company had received from Macco Construction Company advising of the completion of the clean -up work at said Company's oil well known as "El-Segundo Well No.2 ", requesting that the work be inspected and that said Company be advised if it meets with the requirements of the City of El Segundo. The Building Inspector reported having inspected the site and having found that the derrick and all structures had been removed, the sump filled, and the ground restored.to its- origiaal condition. In,con- nection tiiere*ith, the City Clerk reported that the oil well licensing fee required by ordinance of the City of E1 Segundo has not.been paid for the calendar year 1939, whereupon it was moved by Councilman Gerow, seconded by Councilman Love that the communication of Republic Petroleum Company dated August 8th, 1939, with reference to the clean -up of the premises surrounding its "El Segundo Well No.2" be received and filed; that the matter of releasing Republic Petroleum Company -from further liability in connection with the permit granted for the drilling of said well be taken under advisement for the-period of one week, and that the City Clerk be instructed to notify said Company that on or about February 10th, 1939 it was advised of the adoption of a resolution by the City Council of the City of El Segundo January 25th, 1939, setting forth certain matters which had not been disposed of in a manner satisfactory fo said City Council, which said matters have not as yet been fully disposed of, and that said Council is not disposed to relinquish said Company's bond until the matter of the payment of the annual license fee as provided for under Ordinance No. 211 of the City of E1 Segundo for the calendar year 1939 has been taken care of. Carried. MELVIN H. WRIGHT, FRANK L. SNOW, FRANK.H. CHIISON•, and PETER E. BINDER, members of a special Highway Investigating Committee appointed by the City Council to determine the feasibility and costs of constructing or improving an East -West highway through the City of E1 Segundo,•dated August 9th, 1939, advising that plans and an engineering report respecting the matter have been prepared at their request, have been examined by them, that said plans and said report are submitted to the Council with said communication for the Council's further consideration, and recommending that a joint conference of the Committee and the Council be held at a future date for a final determin- ation of the matter. It was moved by Councilman Gerow, seconded by Council- man Hesser that the communication and accompanying blueprints and report of Melvin H. Wright and the three others constituting a special Highway In- vestigating Committee, dated August 9th, 1939, and presented and read to this Council this date, be received and filed in the office of .the City Clerk for identification and reference. Carried. SPECIAL ORDER OF BUSINESS. The hour of 7:15 o'clock P.M. at this meeting having heretofore been fixed-as the hour and date for receiving bids for furnishing the City of El Segundo the following material, to wit: . ITEM 1: Approximately 2000 lin. ft. of 6" B & S Cast Iron Pipe, Class 150, or equal, _ ITEM 2: Approximately 2000 lin. ft. of 6" Asbestos Cement Pressure Pipe, Class 150, or equal, and the hour of 7:14 o'clock P.M. having arrived, the Mayor audibly announced that fact and requested any person or persons present in the Council Chamber who desired to file their bids to do so immediately. The hour of 7:15 o'clock P.M. having arrived; and all bids being in, the Mayor declared the time for receiving bids for furnishing the City of E1 Segundo the certain cast iron and /or asbestos cement-pressure-pipe as advertised for, closed. The City Clerk thereupon announced that five bids had been received. It was then moved by Councilman -Love, and seconded by Councilman Gerow, that the Council proceed to open, examine, and publicly declare all of the bids received this date for furnishing the City approximately 2000 lin. ft. of 6" B & S cast iron pipe and /or approximately 2000 lin. ft. of 6" asbestos cement pressure pipe, as advertised for. The Council thereupon proceeded to and did open, examine and publicly declare all of the bids received this date for furnishing the City of E1 Segundo certain cast iron and /or asbestos cement pressure pipe as advertised for, which said bids were found by said Council to be as follows, to -wit: BID OF JOHNS - MANVILLE SALES CORPORATION, dated August 4th, 19399 as follows: "For 2,000 lineal ft. of Transite Pressure Pipe Class 150, complete' with one (1) Simplex Coupling.and.two (23 rubber rings, -per lengtb,6f pipe- - - 700 per ft...- a total of $1,400.00. The above quotation is made F.O.B. trench side at E1 Segundo, California and delivery can be made within three (3) days after receipt of order. Price quoted does not include California State Sales Tax of 3%. Terms are 2% 10th proximo - net 30th proximo." Said bid was accompanied by Certified Check No. 15934 in the sum of $140.00, drawn upon Citizens National Trust & Savings Bank, and payable to the City of E1 Segundo. p 368 BID OF NATIONAL CAST IROI PIPE (a division of JAMES B. CLAW & SONS), dated August 9th, 1939, as follows:: "We would be pleased to furnish your requirements at the following price per lineal foot f.o.b. trenchside or stockpile, wherever accessible to truck delivery, El Segundo, California: Approx. 2,000' 6 "x18' B&S Class 150 SUPER- DELAVAUD C.I. Pipe U $0.72 per ft. Terms: Thirty days net, no discount allowed. Any sales or use tax applying to this quotation to be paid by you and same is not included in price named herein. Material quoted on above is manufactured in strict accord- ance with Federal Specifications WW- P-421, Type I. Class 150. DELIVERY could be made within 35 to 40 days following receipt of order at foundry." Said bid was accompanied by a proposal bond in the penal sum of $160.00 with National Cast Iron Pipe (a division of James B. Clow & Sons) as principal, and United States Guarantee Company, as surety. BID OF GRINNELL COMPANY OF THE PACIFIC, dated August 8th, 19399 as follows: "We are pleased to quote, as follows: 2000' - 6" x 1819" Class 150 Cast Iron Pipe, Bell and Spigot - - - - .71 Per Foot The above price based on mill shipment, 35 days delivery, F.O.B. trenchside E1 Segundo. We can furnish the above Emmeline lined at the same prices." Said bid was accompanied by Certified Check No. 36386, drawn upon The Farmers and Merchants National Bank, Los Angeles, Calif., in the sum of $150.00 payable to the City of El Segundo. Following the opening, examining, and declaring of all of said bids so received, it' was moved by Councilman Love, seconded by Councilman Hesser, that all of the bids received this date for furnishing the City of E1 Segundo approximately 2000' of cast iron and /or asbestos cement pressure water pipe be taken under advisement until the hour of 7:15 o'clock P.M., Wednesday August 16th, 1939. Carried. ' ORAL COMMUNICATIONS. Mr. C.'W. Lewis addressed the.Council relative to a matter of municipal personnel in which he was interested. ' Mr. John Stanich addressed the Council relative to his employment-and was informed that his case would be gilen consideration at a later date. REPORTS OF STANDING'COMMITTEES. None, REPORTS OF OFFICERS AND'SPECIAL COMMITTEES. The Chief of Police advised having received a communication from Inglewood Junior Chamber of Commerce requesting permission for a group of ten cars to parade through the City of El Segundo August 16th, 1939, at about the hour of 9:30 A.M. and to assemble at a location within the City for the purpose of conducting about ten minutes of entertainment for the purpose of advertising the Inglewood Fiesta and Flower Show . By general consent the matter was left to the discretion of the Chief of Police. P 370. The City Engineer reported receipt of a communication from the Southwest Cities Flood Control Association to the effect that the meeting heretofore scheduled to be held in El Segundo August 11th, 1939, will be postponed to a date later in August or early in September. The City Engineer reported receipt of a map of the Laguna- Dominguez Drainage Area, which includes the City of El Segundo, which map was displayed and explained to the Council. ' The City Engineer reported having attended a meeting of the Regional Planning Commission in Los Angeles August 9th, 1939, and of having a discussion with officers of said Commission relative to the projection of Pershing Drive through the City of E1 Segundo, at a location differing from the one originally planned. The City Clerk reported that the Recreational Director requested permission to use the City's Public Address System at the High School baseball grounds on such evenings as soft ball league ball gates are being played. By general consent the Council granted permission therefor, provided the Recreational Director would be responsible for the apparatus and arrange for its transportation on such.occas- ions as its use is desired. The City Clerk reported that the Life Payments'Association requested permission to use the City Hall Auditorium September 11th, 1939 for the purpose of holding a public meeting. By general consent this permission was granted, no charge to be made for such use. The City Attorney reported having.conf erred with Apex Petrbleum Corporation with reference to the assignment to it by Lakeside Oil Company of the latter's oil well designated and known as Lakeside Well No. 1, and that this report may be considered as a progress report inasmuch as papers already received are not'complete.nor fully satisfactory. McConnell be and he is hereby granted his customary annual two weeks' vacation, beginning August 14th, 1939, it.being understood.that the Fire Chief will arrange for other officers in his department to act in his stead during his absence. Carried. Moved by Councilman Gerow, seconded by Councilman Love, that the City Forester be and he is hereby granted permission and instructed to remove approximately nine acacia trees from.the parkings on the west side of Richmond Street north of Mariposa Avenue, and the north side of Mariposa Avenue waEterly of Richmond Street, all adjacent to E1 Segundo Elementary Schools. Carried by the entire.affirmative vote of the Council. No further business appearing to be transacted at this meeting, it was moved by Councilman Gerof,seconded by Councilman Love, the meeting adjourn. Carried. Approved: Mayor.
