A regular meeting of the City Council of the City of El'Segundo, California,
eras called to order at 7 :00 o'clock P. M. on the above date, in the Council
Chamber of the City Hall of said City, by Peter E. Binder, Mayor.
ROLL CALL.
Councilmen Present: Hesser, Love, Selby and Mayor Binder.
Councilmen Absent: Gerow.

PWADING OF YINUIES OF PREVIOUS c,ETING.
The minutes of the regular meeting held on the 29th day of March, 1939,
were read. No errors or omissions appearing, it was moved by Councilman Love,
seconded by Councilman Selby, the minutes be approved as read. Carried.

WRITTEN -COI,:NNICATIONS.
The following communications, which were read to the Council, were
disuosed of in the manner indicated following the reference to each hereinafter:
ST_= BOARD OF E UALI_.ATION, dated April 3rd, 1939, being notification
that Patmar Corporation, doing business as Patmar's, has applied for an On Sale
beer license at 945 North Sepulveda Boulevard,.El Segundo. Ordered filed.
J. L. PO=ROY, M. D., Los Angeles County Health Officer, dated March
31st, 1939, requesting the City Council to�adopt an ordinance, copy of which
,accompanied said communication, prohibiting persons owning, having charge,.care
or custody- of dogs allowing them to run at large, this regulation being intended
to control rabies. By general consent the City Clerk was instructed to write
the City of Pasadena to ascertain what experience said City has had with an
ordinance of like nature adopted by that City a number of months ago.
FAUL =, OAY.ES & FAJ==, dated April 1st, 1939, requesting considera-
tion when the Council again employs an auditor to examine the books and records
of the City of E1 Segundo. Ordered filed.
LZAGUE OF CALIFORNL4 EUNICIPALITIES, dated April 1st, 1939, its
Legislative Bulletin No. 6, 1939 series, advising of the status of certain
proposed legislation now being considered by the State Senate and Assembly,
and requesting that the Council, if interested, address the Senator and
Assemblyman from this district respecting certain of the measures. Moved by
Councilman Selby, seconded by Councilman Love, that the City Clerk be directed
to send telegrams to Senator Robert b% Kenny and to Assemblyman Jack Tenney,
expressing this Council's opposition to the adoption of Assembly Constitutional
amendment ho. 25, :assembly Bills Nos: 646, 644, 1386. and 2383. -Carried by the
following vote:
Ayes: Councilmen _nesser, Love, Selby and I;Iayor Binder.
Noes: Councilmen None.
Absent: Councilman Gerow.

suggesting the appointment of a special committee to study Assembly Bill No.
693, which is designed to permit of the formation of a rapid transit district
in the Metropolitan Los Angeles area. By general consent no action was taken
pendin, receipt of a copy of the bill.'

ROBERT W. KENNY, Senator, acknowledging receipt of the City Clerk's
letter of March 30th, 1939, which indicated the Council's opposition to the
passage of Senate Bill No. 12. Ordered filed.
A= PETROL -7-114 CORPO--qi,TIOI;, LTD., dated April 4th, 1939, advising that
on April lst, 1939, it purchased and took over the operations of the Burnoel
Elsie No. 1 :'dell at El Segundo, and requesting that the bond of Burnoel
Petroleum Company be released when the bond of Apex Petroleum Corporation Ltd.
is approv6d. No action was taken in the matter pending receipt from Burnoel
Petroleum Company of advice that it has transferred the property referred to
and requesting the Council's consent thereto.
L1KI'OR 1,22 E. COX, President, Los Angeles County Division, League of
California I:iunicipalities, requesting layor Binder to act as a committee to
assemble.a large delegation of citizens of the City of E1 Segundo to attend the
Golden Gate International. Exposition, April 29th and 30th, 1939. It appearing
impracticable to do justice to the occasion, the communication was ordered
filed and the City Clerk requested to so advise I.:ayor Cox.
SOU"::'T-]ST CITIES FLOOD CONTROL ASSOCIATION, dated April 3rd, 1939,
rea- --sting attendance of the Advisory Board and Board of Directors of said
Association at a dinner meeting to be held at Gardena, April 7th, 1939, at
6:50 P. I1-oved by Councilman Selby, seconded by Councilman Love,'that
;.'a-cr Binder and Assistant City Engineer Chilson be authorized to attend a
meeting of the Southwest Cities Flood Control Association at-Gardena, 1' pril
7th, 1939, and to file their demand against the City for their actual and
necessary expenses in connection therewith. Carried by-the folloviin vote:

I.Lr. R. C. Copeland, representing. Union Oil Company of California,
addressed the Council relative to the installation of a metal post and neon
sign in Sepulveda Boulevard adjacent to the Southwest corner of Imperial
Highway and Sepulveda Boulevard, in accordance vrith the plan therefor and
annlication heretofore filed. After discussion, the matter eras taken under
further advisement to enable the members of the Council to view the ground.
Yessrs. F. L. Ford and Kenneth Grunagle each addressed the Council
respecting employment by the City and were advised that their cases would
be gilven consideration.

The City Clerk reported having conferred - aith'the District Health Officer
respecting the mailing of the folders "Syphilis, Its Cause, Its Spread, Its
Cure" and "Syphilis and Your Toixm", concerhing vrhich folders the Council had
recently received some correspondence from United States Public Health service;
that said Health Officer indicated his Department would mail the material if
the City of El Segundo would address the envelopes on its addressograph machine;.
whereupon it was moved by Councilman Love, seconded by Councilman Selby, that
the nurchase.of' folders, mate-14ials a?id supplies incident to the dissemination
Of %- no;,rledge respecting public health be and the same is hereby authorized
and dirocted at a cost of not to exceed ti25.00. Carried by the following votef

The Chief of Police announced that he had found it necessary to appoint
Earl Cart-land as a Police Officer of the Sixth Class and employ him in such
capacit;,- beginning r_pril 2nd, 1939, and asked the Council to ratify and approve
his action. It was thereupon moved by Councilman Hesser, seconded by Councilman
Selby. that the following resolutrion be adopted:
RESOLVED, that the action of the Chief of Police in appointing.
• Earl Cartland a Police Officer of the. City of El Segundo and em-
ploying him in the Police Department -of said City on the 2nd day
of April, 1939, be and the same is hereby ratified and approved;
AI1D, BE IT FURTf1ER RESOLVED, that said Earl Gartland be
designated a Police Officer of the 6th Class, to perform services
for the City of El Segundo under the supervision of the Chief of
Police of said City and be compensated therefor in manner provided
by resolutions of the City Council of the City of E1 Segundo fixing
the hours of employment and rates of -pay of employees of said City.

Assistant City Engineer Chilson reported the plans and specifications of
-the trunk line sewer proposed-to-be installed in the East acreage are
'practically completed and that he had talked with L:r. Paul Jones, head
-Engineer of W, P. A. at Los Angeles, who-requested that before the.project
-application is actually filed with % P.-A., the City Engineer submit to him
-a list of materials and other data and thereupon the 1W. P. A.ts engineering
- office will compute labor requirements on said sewer job. By general consent
'the Assistant Engineer was directed to submit such data as has been requested.
Assistant City Engineer advised receipt of a communication from the State
'Director of the % P. A. Art Projectto the effect that said Department is now
'too occupied to make a model of the water treatment plant of the City.of.El
,Segundo, but that when time may be found for the purpose in the future, he
'will corununicate with the City Engineer. ,
The Assistant City Engineer reported-completion of the shuffle board,court
'adjacent to the City Hall.
Fire Chief McConnell requested one weekts additional time for study of
'gasoline storage regulations which he may present to the Council for adoption.
