A regular meeting of tha City, Council of the City of E1 Segundo, California,
was called. to order at 7 :00 o'clock P. K. on' the above date, in the Council
Chamber of the City mall of said City, by Peter E. Binder, Nayor.

The minutes of �he regular meeting held on the 21st day of September,
1938, were read. No errors or omissions appearing, it was moved by Councilman
Love, seconded by Councilman Selby, the minutes be approved as read. Carried.

The following communications, which were read to the Council, were
disposed of in the manner indicated following the reference to each hereinafter:

announcing the holding of its regular monthly meeting at Daniels Cafe,
Torrance, Thursday, September.29th, 1938, at 6:30 P. H. Ordered filed.
C. L. BROA9,'1AT%R, Superintendent, El Segundo High School, dated
September 27th, 1938, reauesting the appointment of a committee to confer
jointly with a committee representing the Trustees of El Segundo Unified
School District, for the purpose of solving the drainage-problem effecting
the School District and the City of El Segundo.
By general consent the communication vns ordered filed and Mayor
Binder and City Engineer Hutchins were designated as the Committee to confer
withTessrs. Persall and Bixler of the School Board.
ORAL COT. IMI TICATIONS.
Verlor_ Boyer addressed the Council relative to obtaining employment
from the City and he was directed to wait until adjournment of the meeting for
an informal discussion of his problem.
?,ss. rstemia Donaldson and I.Irs. Neva EI. E1sey, a committee representing
the American Legion Auxiliary, addressed the Council relative to a renewal of
Lease and Conditional Option to Purchase contract respecting municipally owned
real property described as Lots 21 and 22, Block 57, El Segundo.
Followin7 discussion, it was moved by Councilman Gerow, seconded by
Council r n Vove, the followin7 resolution be adopted:
RLSO!7ED, that that certain "Lease and Conditional Option
to Purchase ", dated Tune 8th, 1928, between the City of El
Segundo as Lessor and El Segundo Post No. 38, American Legion
Auxiliary, as Lessee, for the leasing; b7 said City to said
Leosee with option to purchase, of the property described in
said Lease and Conditional Option to Purchase, be renewed for
the period of ten years from the date upon which same expired,
to -wit: Tune 8th, 1938, upon the same terns and conditions as
contained in said original instrument; provided, however,
that the City Council, on behalf of said City, reserves
the right at any time prior to the exercise of the option
therein contained and the actual delivery of a deed to
said property as contemplated in said instrument, to enter
into:and u_non said property for the purpose of making any
repairs or additions or improvements thereto, tanicTi, in the
opinion of said Council nay be advisable or necessary- in
order to preserve, protect.and safeguardthe said premises
or any no=tion thereof. .

The City Clerk advised the Council that at the date of the death of
rt - -ur L. iTobli t, there ,•ras due him for services theretofore rendered the City
of Ll Segundo, the sum of X33.60, as represented by City of Fl Segundo Water
Department ;'Tarrant No. 6470; that his widow, Rosetta Hoblit, had filed with
the City Clerk an affidavit, reciting the fact that there is no estate requiring
- probate, and praying that the amount due her deceased'husband at the time of
,is death be•paid to her.
The affidavit appearing to be in satisfactory form, it was moved by
CounciLman_ Selby, seconded by Councilman Love, the following resolution be
adopted:
RESOLIED, that the prayer of Rosetta Hoblit, set forth,
in her affidavit of September 27th, 1938, filed with this
Council this date., be and the same is hereby granted, and
that the City Clerk and City Treasurer of the City of El
Segundo be and they are hereby,authorized and instructed to
dancel City of El Segundo +'later Department Warsant.No, .6470,
payable to A. L. Hoblit in the sum of $33.60, and the Mayor,
City Clerk and City Treasurer of said City be and they are
hereby authorized and instructed to make, execute and deliver
municipal warrant, drawn on the Z-Jater.Jorks Fluid, payable to
the order of Rosetta Hoblit, in amount of $33.60, in full and
complete satisfaction of the claim of Arthur L. Hoblit against
the said City, for all services rendered the said City.
The foregoing resolution was adopted by the following vote:

The City Clerk advised the Council that property damage and bodily injury
indermit ; ;- on the City's motor vehicle equipment expires at noon, September 29th,
1935; that several.insurors have duoted rgnbwal premiums,•but that he had not
had an opportunity to ascertain whether or not each was quoting upon the same
equipment, vrhereupon it was moved by Councilman Selby, seconded by Councilman
Love, the following resolution be adopted:
RySOLVED, that the City Clerk be and he is hereby authorized
and instructed to procure insurance in the same limits as hereto-
fore prevailed to cover the equipment heretofore - insured under
Policy No. 111 2003 of the Concordia Fire Insurance Company and
the I.Tetronolitan Casualty.Insurance Company, insuring motor
vehicle equipment of said City at a cost of not to exceed $550.00,

and that said Clerk shall report to this Council at its
next meeting the name of the Company in which insurance
was obtained, the number of the policy so obtained and
the amount of premium required to be paid for such policy.

The City Clerk reported that i.Ir. 0. G. Self had requested the
installation of a. =ire hydrant at the corner of Sycamore Avenue and Concord
Place. The- matter was referred to the Fire Chief and the City Engineer
for investigation and report to the Council.
The City attorney reported that on September 22nd, 193-8, the initial
hearing in the *Natter of the City of El Segundo, et al vs. Southern California
Edison Company Limited respecting the formal application of the cities
involved for a reduction in overhead street lighting rates, was pad before
Corraissicner Vlakefield of the Railroad Com. ission; that Mr. L. H. Stewart and
associates representing the cities, consumed the day presenting testimony,
supported by charts and graphs and that upon the close of the case on that
day a continuance was had to November 9th, 1938, to enable the cities to
present additional testimony; that at the close of the case an,adjournment of
thirty days will be taken to enable the Southern California Edison Company
Limited to study the data presented by the cities and that after said Edison
Company presents its case, a further continuance will be had to enable the
cities to study the Edison Company testimony and rebut the same.
The City Clerk exhibited for the Council's information a set of
t;renty charts and graphs which. were introduced as exhibits �n the case referred
to in the report of the City Attorney and by general consent these were
to be turned over to Asst. City Engineer Chilson for such use as he may find
for them.

The Street Superintendent reported that Mr. E. J. Grow, Municipal
I:Iechanic, had assured him that the air compressor and air receiver at the
T ��arehouse each are of sufficient capacity to satisfactorily operate
a.certain hydraulic motor vehicle.hoist, the purchase of which has been
under consideration for some time; whereupon it was moved by Councilman•Gerow, '
seconded by Councilman Love, that the purchase and installation of a Dualift
Auto Lift be authorized and directed at a total cost of not to exceed 0500.00.
Carried by the following vote:

The desirability of speedily making a'dec-Ision with reference to the
purchase of real property in the eastern pact of the City upon which to
develop water wells to afford an ample supply of water for domestic use 'was
stressed by the 'Viater Superinteriaent and concurred in by members of the•Cotincil
an& thereafter, by general consent,'the- Sup &rintendent of the Water Department
an$ the City Clerk were directea''to'compile'a report of the offers to sell
real property heretofore received by the City from property owners and real
estate agents and to outline the several properties on a map and present such
report to the Council not later than Wednesday, October 5th, 1938, for the
purpose of aiding the Council to decide which properties are best suited to
the City's needs.
