1938 SEP 07 CC MINP E1 Segundo, California. September 7th, 1938. A regular meeting of the City Council of the City of El Segundo, California, was called to order at 7:00 otclock P. M. on the above date in the Council Chamber of the City Hall of said City, by .Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Love, Selby and Mayor Binder. Councilmen Absent: Hesser. Other Officers Present: City Attorney - Clyde ?'loodworth. City Engineer - R. T. Hutchins. Deputy City Clerk - Neva 11. Elsey, READING OF MINUTES OF PREVIOUS 1.1E=1G. The minutes of the regular meeting held on the 31st day of August, 1938, were read. No errors or omissions appearing, it was moved by Councilman Selby, seconded by Councilman Gerow, the minutes be approved as read. Carried. WRITTEN C0I1.1UNICATIONS. The following corm=ications, which were read to the Council, were disposed of in the manner - indicated following the reference to each herein- after: FRED HAUSER, Mayor, City of Hawthorne, dated September 3rd, 1938, inviting representation at a meeting to be held in the Council Chambers, Hawthorne, California, Friday, September 16th, 1938 at. 7:30 P. M:, for the purpose of fording a permanent organization to work out a program of proper flood control in the southwest district. Moved by Councilman Gerow, seconded by•Councilman Love, that Councilman Hesser be and he is hereby delegated to attend said meeting as representative of the City of E1 Segundo. Carried. AL!ERICAN LMNICIPAL ASSOCIATION, dated August 30th, 1938, requesting representation of the City of E1 Segundo at the Annual Conference of said Association to be held at Chicago, October 5th, 6th and 7th, 1938. Ordered filed. STATE COM13ENSi=011 INSURANCE FUND, dated September 6th, 1938, advising that -the City of El Segundo will be protected under the Fund's compensation insurance policy for liability on any police officers of said City who may be assigned to police duty in the City of Los Angeles during -the Amerioea- Isgion Convention. Ordered filed. In this connection the Chief of Police advised having received additional data from the Chief of Police of the City of Los Angeles in this matter. After discussion of the subject, it was moved b., Councilman Love, secohded by Councilman Selby,.the following resolution be adopted: PMOLVED, that the Chief of Police of the City of 'El Segundo, be and he is hereby authorized to designate such of the personnel of his Department for service, responsive to the request of the Chief of Police of Los Angeles, at the American Legion Convention, as, in his opinion, the personnel and requirements of his Department will permit. The foregoing resolution was adopted by the following vote: Ayes: Councilmen Gerow, Love, Selby and Mayor Binder, Noes: Councilmen None. Absent: Councilman Hesser. Andrews, who was recently awarded the contract for purchase of garbage from the City of E1 Segundo, addressed the Council, requesting permission to substitute a bond with personal sureties instead of a surety company bond. Discussion ensued, following which it -was moved by Councilman Selby, seconded by Councilman Gerow, the following resolution be adopted: _ RESOLVED; that, Luther Wo A. drews be permitted to substitute a bond with personal sureties.instead oX a surety company bond for the faithful performance of his agreement to purchase and sell garbage with the City of El Segundo, provided that said bend is approved.by the Mayor of the City of E1_ Segmdo as to sufficiency and by the City Attorney of,seid City as to form. , Carried by the following yots: Ayes: Councilmen, Gerow, Love, Selby and i,:ayor Binder. REPORTS OF OFFICERS AND SPECIlM COI.II.IITTEES. , The City Attorney reported receipt of a letter from Johnson Transportation Company, in which it adyised it would.endeavor to send check for amoiint owing the City of El Segundo, between Septe�iber 15th and 20th, 1938. , The Deputy City Clerk reported tjat the Contract between the City of El Segundo and H. E. Converse for maintenance of two neon signs owned by said City, had expired August 18th, 1938, and that said H. E. Converse was willjng to renew said contract on the same terms and conditions . r,fter discussion, it was moved by Councilman Loye, seconded by Councilman Selby, the following resolution be adopted: RESOLVED, that that certain contract, dated August 18th, 1938, between H. E. Converse,an.d the City of El Segundo, be renewed for the period of one year, up to and including the 17th day of August, 1939, upon the same terms and conditions, and at the same price as at present expressed therein; pro- vided that the contractor files his written renewal thereof with the City Clerk within ten days after notification.of this renewal on the part of said City. , Carried by the following vote: Ayes: Councilmen Gerow, Love, Selby and Mayor Binder, Noes: Councilmen done. Absent: Councilman Hesser.. The City Engineer advised that I.:r. Armstrong of the County Flood Control District had written hire to, the effect that he was recommending to. the Board of. Public ';forks of the City of Los r�neles that its Engineering Department enlarge the present drainage facilities under Imperial ,.irh;ay west of Inglewood- Redondo Road, and with this in mind, said City Enginner had cpLused certain changes to be made in the installation of culverts now being laid in Imperial Highway at Lapham Street. NEW BUSINESS. , P.'ayor Binder advised that the Foreman of the Tree Department had recently made a survey of trees throughout the City and had found a large: number which should be replaced. Following discussion, it was moved by Councilman Love, seconded by Councilman Selby, that the Street Superintendent be and he is hereby authorized to purchase suitable trees for planting and replacement, the total cost thereof not to exceed 4'150.00. Carried by the following vote: Ayes: Councilmen Gerow, Love, Selby and Mayor Binder. Noes: Councilmen None.- Absent: Councilman Hesser. No further business appearing to be transacted at this meeting, it eras moved by Couricilma.n Gerow, seconded by Councilman Love, the meeting adjourn. Carried.
