1938 OCT 26 CC MINP 1.04 El Segundo, California. October 26th, 1938. A regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7:00 P. M. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Binder, Mayor* ROLL CALL, Councilmen Present: Hesser, Selby and Mayor Binder. Councilmen Absent: Gerow and Love. Other Officers Present: Lester 0. Luce - Representing City Attorney Clyde Woodworth, R. T. Hutchins - City Engineer. Victor D. McCarthy - City Clerk, READING OF MINUTES OF PREVIOUS STING. The minutes of the regular meeting held on the 19th day of October, 1938, were read. No errors or omissions appearing, it was moved by Councilman Selby, seconded by Councilman Hesser, the minutes be approved as read. Carried. WRITTEN COMMUNICATIONS. The following comiminications, which were read to the Council, were disposed of in the manner indicated following the reference to each hereinafter: THE RECREATION C0129SSION OF THE CITY OF EL SEGUNDO, a copy of its By -Laws adopted-July 26th, 1938,.the same being transmitted pursuant to the provisions of Section 11 of Resolution No. 448 of the City Council of the City of'El Segundo. Ordered filed. SOUTH111EST DISTRICT HIGHWAYS ASSOCIATION, dated October 21st, 1938, announcing its regular monthly dinner meeting at the Municipal Auditorium, Hermosa Beach, October 27th, 19389 at 6:30 P. M. Ordered filed. None. ORAL COML_- iRJICATIONS. REPORTS OF STANDING CO1aaTTEES. Councilman Hesser of the Public Works Committee, reported that the Fire Chief had drawn his attention to the fire hazard created by waste papers and combustible packing boxes, which have been allowed to accumulate in the rear of the Grand Hotel building. By general consent the matter was referred to the Fire Chief for the purpose-of interviewing the store keepers in an endeavor to cause the condition to be cleaned up. Councilman Gerow appeared at the meeting at this time, the hour being 7 :10 P. M. and he immediately took his seat at the Council table. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. The Street Superintendent called attention to the fact that.Southern California Gas-Company is installing a,gas regulator chamber at the Northeast corner of Main Street and Franklin Avenue; that this installation will necessitate a man hole in the sidewalk at this point and that while said Company had not applied for a permit for the prosecution of said work, he had instructed the crew in charge thereof that it would be necessary for Southern California Gas Company to file an application for a permit. The Council decided, by general consent, that it would not be desirable to interrupt the work at this time, but that application for a permit should be filed and the permit issued in.the regular way. i P 105 ­ The City Attorney read to the Council a form of option he had prepared for use of the City in connection with its proposed purchase of Lot 5, Block 8, Tract 1685 within the City of El Segundo. Thereafter it was moved by Councilman Selby, seconded by Councilman HQsser, the following resolution be adopted: RESOLVED, that a copy of that.certain Option to Purchase Real Property, bearing datg the 27th day of October, A. D. 1938, to,be executed.by "Robert Mehler, for and in consideration of the sum,of $100900, with re- ference to the purchase by the City,of Lot 5, in Block 8, Tract 1685, in the City of•El Segundo, be placed on file for the purpose of identification a4d reference; that the City Council hereby approves the bagis, terms and price at and upon which said option,is to be, executed, all as set forth in said option and that a warrant in the stun of $100.00 ..be drawn, payabla to said Robert Mehler, to be delivered to him upon his execution and delivery of said option to the City of E1 Segundo. The foregoing resolution. was adopted by the following vote: Ayes: Councilmen Gerow, Hessgr, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Love. The City Attorney reported having again written Johnston Transportation Company relative to its indebtedness to the City of El Segundo for damage to a traffic sign; also that he had again conferred with Mr. E. M. Hilton of the Howard Oil Company, which is indebted to the City of El Segundo for water service, and that he had been advised that the assets of said Company have been assigned to K. L. Kellogg, and that said Trustee, K. L. Kellogg, will make payments upon the indebtedness. The City Clerk reported that under date of October 5th; 1938, he had advised•the Council that, he had.procured public liability and property damage insurance covering the motor vehicles of the City of E1 Segundo with the same insuror that indemnified the City during the prior year and for the same amounts of indemnity at an annual premium of $472.92; that subsequent to making said report to the Council he had discovered that the Metropolitan Casualty Company had not included in its premium quotation one municipally owned automobile recently purchased by the City and that a competing company, The Western Casualty and Surety Company, had included such automobile for a total premium of $461.65 and that consequently the automobile coverage was awarded The Western Casualty and Surety Company under its Policy No. P A 22621. Kemp be employed -to make plans and all necessary arrangements for a Halloween celebration to be held in the City of E1 Segundo, October 31st, 1938, and to supervise the holding of said event; that he be compensated therefor in the sum of $8.00, such compensation to be paid upon the filing of a demand therefor, which shall be audited and allowed by the Council in the usual manner. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, and Selby. Noes: Councilmen Binder, Absent: Councilman Love. Moved by Councilman Hesser, seconded by Councilman Gerow, that the City Clerk be and he is hereby directed to advertise for bids for the purchase by the City of E1 Segundo of 3000 feet of 12" 10 —gauge welded steel pipe for use of the Water Department of the City of El Segundo, such notice to be in form approved by the City Attorney of said City. Carried by the following vote:. Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Love. Moved by Councilman Selby, seconded by.Councilman Hesser, that the City Clerk be.authorized and directed to purchase official badges for members of the City Council at a cost-of-not to exceed $35.00. Carried by the following vote: Ayes: Councilmen Gerow; Hesser, Selby and Mayor Binder.- Noes: Councilmen None, Absent: Councilman Love.- Moved by Councilman Hesser, seconded by Councilman Selby, that the purchase of one E & J Resuscitator and Inhalator be made for the Fire Department of the City of El Segundo) the total cost thereof not to exceed $475.00.
