A regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7 :00 o'clock P. 11. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. TH RY, dated October 15th, 1938, offering to sell to the City of E1 Segundo, Lot 8, Block 114 in said City. By general consent the communication as ordered filed and the City Clerk instructed to advise the writer the City is not interested in the purchase of said property. SOUTTi?`TEST CITIES FLOOD CONTROL ASSOCIATION, dated October 14th, 1938, setting forth the purposes and objectives of said Association and explaining-how it plans to finance such channels and arteries as will permanently solve the flood raters drainage nroble-ms of this Southwest area, and inviting the City of El Segundo to cooperate and to become a member of said Association and subscribe the six- of $10.00 towards its expense. t °_fter discussion, it eras moved by Councilman Selby, seconded by Councilman Love, that a warrant in the sum of 6D10.00 be drawn upon the General Fund, payable to the order of Southwest Cities Flood Control Association, for membership in said Association, and that the City Clerk of the City of El Segundo be and he is hereby diregted.to transmit said warrant to the payee and that the City Engineer of the City of El Segundo be and he is hereby directed to represent the City of El Segundo in the deliberations of said Body. After the same had been read in full to the Council, it was ordered filed. CIRCUL_"uR, undated, recommending a "NO" vote on Initiative Proposition No* a and setting forth reasons why said proposition should be defeated. Ordered filed. C=r ",T = .-5'V , Vice President, League of California Municipalities, dated October 139 1938, urging cooperation in endeavors of said League to obtain an oven,, elmir_E "Yes" vote on Proposition No. 8, which will appear on the November 89 1938, election ballot. !loved by Mayor Bihder, seconded by Councilman Messer, the following resolution be adopted: I n,�.1 ^ , pro position No. 8, which will appear on the November 8, 1938 election ballot, is a measure which, if adopted, will authorize the State Legislature, by general and uniform laws, to provide for the apportionment of funds out of the date Treasury for municipal and other local purposes; it is the opinion of this Council that the adoption of this proposition is desirable in the interests of establishing and maintaining an equitable distribution of the costs of government, both State and local, between common property and other governmental revenue sources; ;yam, -;�J ^S, under the present provisions of the Constitution of this State, State allocations to local governments, must be used only for State purposes, which ofttimes is impracticable in small cities; NO T$ TUERT ORE, BE IT R35OLVE , that this Council does hereby approve the action of the League of California T;unicipalities in endorsing said proposition, and does hereby go on record in support of the same and urges the support of Proposition No. 8 by all persons and organizations in securing a more equitable distribution of the tax load. ' The City Engineer reported that he and Fire Chief KcConnell had made an investigation with respect to the request of 0: G. Self that a fire hydrant be installed at Concord Place and Sycamore .venue; that in their opinion such an installation is impractical in view of the fact that there is only a 4" line at the location indicated, and that in their opinion also the property is adequately protected in view of the fact that there ib one fire hydrant within 375 feet and another within 400 feet of the street corner hereinbefore mentioned. By general consent the report was received and the City Clerk instructed to advise I.r. Self that his recuest would have to be denied owing to the impracticability of complying therevrith. Carried. r_t this point several members of the Council against discussed the annoyance caused by lore flying airplanes, particularly the large 4 -motor plane described as DC-4; one obselver stated that he had seen.the plane flying tkia dgte and it could not polsibly have bee* more than 250 feet in the air. It was noted, however, that since representatides of the City had discussed the,matter with Los ::n.7eles :,- unicipal Airport offidials, ally anal navy planes are flying over the City at greater altitudes, 'thereby* dliminatiAg many complaints.
