T:, on the above date, in the Council Chamber of the City Hall of said City, by Peter E. The minutes of the regular meeting held on the 5th day of October, 1938, were read. The following communications, which were read to the Council, were disposed of in the manner indicated following the reference to each hereinafter: F3'ddi F. 11=R U!, Governor, dated September 23rd, 1938, acknowledging receipt of a copy of a resolution adopted by this Council September 16th, 1938, recommending the appointment of Honorable Raylond V. Darby to the office of member of the Board of Sunervisors of Los Angeles County in event of a vacancy occurring in that Body. Ordered filed. "7. KING, dated October 3th, 1938, being application for employment. Ordered filed. L. H. ST' +1_RT, requesting that certain data respecting street lighting wit'-in the City of E1 Segundo be furnished him for use in connection with that certain matter pending before the Railroad Cormission of the State of California, designated as Case No. 4337. By general consent the cormrunication t-ras ordered filed and the matter contained therein referred to the City Clerk and the City Engineer for attention. Councilman Hesser appeared at the meeting during the reading of the foregoing conmiunication, the hour being 7:15 o'clock P. M. and he immediately tool: his seat at the Council table. The communication eras ordered filed and the City .ttorney requested to obtain a copy of the bill for examination and use by the Council and to report with.respect.to the effect of the proposition if adopted. It was moved by Councilman Selby, seconded by Councilman Love, that Councilman Hesser and ?Tayor Binder be authorized to attend the 89th regular meeting of the Los r_mgeles County Division of the League of California Municipalities at South Pasadena, October 20th, 1938, as representatives of the City of El Segundo and to file their demands agafiai.st the City for their actual, reasonable and necessary exrenses in connection therewith, which demands shall be allowed after havin;'; been audited and Dassed in the usual manner. Lindley Allen addressed the Council with reference to the Boy Scouts of El Se_;un.do using a portion of Tract 10058 for camping purposes in connection :•.i.th the activities of that organization. Mr. Allen was advised that the City has not as yet acquired title to the property but that it is negotiating for s- =e and that Shen title is actually vested in the City of El Segundo, the Boy Scouts organization may use, for the purposes indicated, such of the rroperty as will not be put to immediate use by the City. Hr. Ralph Dunlap, residing; at 738 Eucalyptus Drive, addressed the Council relative to employment. He was told that his case would be given consideration by the Council and that if he would contact City Engineer Hutchins on Friday, October 14th or thereafter, he vaould be advised as to the Council's decision with reference to his request. REPORTS OF S �7ING COi:II :y 1 -S. Councilman Hesser initiated a discussion with reference to providing a police motorcycle escort for automobile caravans of El Segundo High School students and other residents of the City who travel to neighboring cities -vrhen.the El Segundo High School football team is engaged in football competition. Following consideration of the matter, the Council acquiesced in the request without taking formal action upon the matter and referred the same to the Chief of Police to cork out the details. REPORTS OF OFFICERS AND SPECI_�L COI.2:II=S. Captain Cummings of the Police Department reported orally upon his attendance at the 18th annual convention of the California Peace Officers Association, held at San Diego, California, October 6th, 7th and 8th, 1938. The City Clerk reported that, as instructed, he had opened an escrow in Security_ -First Kational Bank of Los Angeles, Inglewood Branch, for the purpose of consummating the purchase of Lots 1 to 6 inclusive of Tract No, 10058; that the number of the escrow is 88- 12302; that the owner of said property has been advised to furnish the escrow agent with the necessary ins-'ruments and that the escrow should be closed within fifteen days. City Engineer Hutchins reported that he and I,iayor Binder had conferred on October 10th, 19381 with Trustees Bixler and Persell of E1 Segundo Unified vcinooi District with reference to the disposal of storm craters which originate in East Oak Avenue and spill onto the High School campus. He explained the method proposed to meet the situation, following which it was moved by Councilman Love, seconded by Councilman Selby that -the Street Superintendent be and he is hereby authorized and directed to cause to be performed whatever work is necessary in order to satisfactorily care for storm waters'originating in East Oak "venue and spilling into El Segundo High :School campus; also such work as is necessary to properly drain said campus and to charge El Segundo Unified School District for such labor and materials as are furnished by the City of El : 3egundo for correction of drainage conditions on said campus and which are - properi y chargeable to l Segundo Unified School District.: Carried by the follor:izi-. vote: In P 96 • :11 y es: Councilmen Hesser, Love, Selby and 1,1avyor Birder. The City- Clem_ reported that request had again been made for the use of the 'High School baseball grounds for the presentation of a donkey ball game. _fter discussion and considering that the donkey ball game might dariage the infield of the baseball dia:,iond to such an extent as to make repairs costly, it ,Jas decided not to grant permission for such a performance. The City Clerk reported also that 'y.
