A regular meeting of the City Council of the City of E1 Segundo, California,
was called to order at 7:00 o'clock P. M. on the above date, in the Council
Chamber of the City Hall of said City, by Peter E. Binder, Mayor.
ROLL CALL.
Councilmen Present: Love, Selby and Mayor Binder.
Councilmen Absent: Gerow and Hesser.
Other Officers Present:
Clyde Woodworth - City Attorney.
R. T. Hutchins - City Engineer.
Victor D. McCarthy - City Clerk.
READING OF YMTTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the•9th day of November, 1938,
were read. No errors or omissions appearing, it was moved by Councilman
Selby; seconded by Councilman Love, the minutes be approved as read. Carried.
SPECIAL ORDERS OF BUSINESS.
The hour of 7 :15 o'clock P. M. at this meeting, having heretofore been
fixed as the time, date dnd placd for the reception of bids for furnishing the
City of El Segundo with certain welded steel pipe and for a further consideration
of the bids received Nevember 2nd, 1938, for drilling, casing and completing a
water well for the City of E1 Segundo, the Mayor announced such fact and that
the hour of 7 :14 P. M. had arrived and that if there were any person or persons
present who desired to file bids for furnishing certain welded steel pipe as
advertised for, they should do so immediately.
The"hour of 7:15 o'clock P. M. having arrived and all bids being in,_
the Clerk announced that one bid had been received; whereupon it was moved by
Councilman'Selby; seconded by Councilman Love that the opening, examination
and declaration of that certain bid received by the City of E1 Segundo for
furnishing said City certain welded steel pipe be deferred until the hour of
7:30 o'clock P. M. at this meeting and that the Council first proceed with a
consideration of bids heretofore received for drilling, casing and completing
a certain water well for the City of El Segundo. Carried,
The Council then proceeded to consider the bids heretofore received
for drilling, casing a- ,'completing a certain water well for said City to be known
as ,'later Well No. 4,'during which consideration it was disclosed that due to
the fact that certain encumbrances of record against Lots 1 to 5 inclusive,
of Tract 10058, which said real property the City of E1 Segundo proposes to
purchase as a "site for said proposed Water Well No. 4, have not as yet been
eliminated and that therefore the City of E1 Segundo cannot at this time obtain
satisfactory title to said real property, it was moved by Councilman Love,
seconded by Councilman Selby, that all of the bids heretofore received by this
Council for drilling, casing and completing a certain water well for the City
of E1 Segundo to be known as Water Well No. 4, be taken under further advisement
until the hbur of 7:15 o'clock P. M. at the regular meeting of thisCouncil to
be held November 23rd,.1938. .Carried„

The hour of 7f30.P. M. having arrived,'it was moved by Councilman Selby,
seconded by Councilman Love, that the Council now proceed to open, examine and
publicly declare all bids received for furnishing the City of El Segundo with
certain welded steel pipe as advertised for. Carried.
The Council thereupon proceeded to open, examine and publicly declare
the only bid received, to wit: the bid 'of American Pipe and Steel Corporation,
which said bid was found by' said Council to be as follows, to -wit:

we are pleased to submit the following quotation:
Approximately 30001 of 12" 10 gauge Welded Pipe
fabricated in 24' lengths on shielded are auto-
matic welding machines, equipped with drive joints
for electric field welds, dipped and wrapped with
23# asbestos pipe protection. Price f.o.b,
water department yard or trench side (as your
water - department specifies) providing trench
side is accessible by truck, including California
State Sales Tax $.762 foot . 9$2286.00
We are enclosing bid bond written by the Aetna Casualty
and Surety Company to cover 10% of our bid. In the event
we are awarded the contract we will supply a bond written
by the same company for the faithful performance •of this
contract as required in your request for bid.
Delivery could be. made within four days from receipt of
your order*

Said bid was accompanied by Bidder's Bond payable to City of E1 Segundo
in the sum of $230.00, with Aetna�Casualty and Surety Company as Surety
and American Pipe and Steel Corporation as Principal.
Thereupon it was moved by Councilman Love, seconded by Councilman
Selby that the bid of American Pipe and Steel Corporation received this
date for furnishing the City of E1 Segundo with.certain welded steel pipe
be taken under further consideration until the hour of 7:30 P. M. at the
regular meeting of this Council to be held November 23rd, 1938. Carried,
VIRITTEN COMMUNICATIONS.
The following communications, which were read to'the Council, were
disposed of in the manner• indicated following the reference to each
hereinafter: -
Application of Stanford Smith, dated November 16th, 1938, for
employment by the gity of E1 Segundo. Ordered filed. -
EL SEGUNDO RECREATION COM14ISSION, dated November 9th, 1938, with
reference to establishing a recreation hall for elderly men. Ordered filed.
LOS ANGELES COUNTY DIVISION, LEAGUE OF CALIFORNIA MUNICIPALITIES,
undated, being a notice of the holding of the 90th regular meeting of said
Division at Torrance, California, November 19th, 1938.
Moved by Councilman Selby, seconded by Councilman Love, that Mayor
Binder, City Engineer Hutchins and City Clerk McCarthy be authorized to
attend the 90th7e'gular meeting of the Los Angeles County'Division of the
League of California I.inicipalities at Torrance,,Cali-Lornia,.November 17th,
1938, and that they also be authorized to file their demand for their actual
and necessary expenses in connection therewith. Carried by the following
vote:
Ayes: Councilmen Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen Gerow and Hesser.
REPORTS OF STANDING COMMITTEES.

REPORTS OF OFFICERS AND SPECIAL CONMIT TES.
The City Clerk reported that the Chief of Police had filed with him a
statement of monies expended for law enforcement, regulation and control and
fire protection of highway traffic on Sepulveda Boulevard by the Police Depart-
ment of the City of El Segundo between the period from January lst, 1938 to
• November 1st,- 1938, the- amount -being -$3108. -45 -. - - -
It was thereupon moved by Councilman Selby, seconded by Councilman Love
that the transfer of $3108.45 from the "In Lieu" tax fund to the General Fund
to reimburse the latter fund for expenditures made therefrom, in the payment
of salaries to police officers of the City of E1 Segundo for law enforcement,
regulation, control and fire protection of highway traffic on Sepulveda
Boulevard for the period from January 1st, 1938 to November lst, 1938, be and
the same is hereby authorized and directed, and the City Clerk and the City
Treasurer of the City of El Segundo are further directed to make appropriate
entries respecting said transfer in their respective books of record. Carried
by the following vote:
Ayes: Councilmen Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen Gerow and Hesser.
The City Clerk informed the Council of the desirability of providing shades
for the windows in the banquet hall I= so that all daylight may be excluded
when moving pictures are being shown in said room during daylight hours and
that the cost thereof would not exceed $10.00. a-
It was thereupon moved by Councilman Selby, seconded by Councilman Love,
that the installation of roller shades on the windows in the banquet hall of
the City of El Segundo be -and the same is hereby authorized at a cost of not
to exceed $10.00. Carried by the following vote:
Ayes: Councilmen Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen Gerow and Hesser.
The Superintendent of the Water Department reported to the Council that
construction work at the water works treatment plant had been completed November
15th so far as outside labor is concerned and that. the unfinished and clean -up
work can be handled satisfactorily by regular mmployees and the extra men whom
the Council employs from time to time.
He reported also-that at the next regular meeting he would be able to
provide the Council with a statement showing the actual cost of the plant and
equipment.
The City Clerk requested the Council to fix rental rates for the use of
the City Hall Auditorium and the Banquet Hall to take care of conditions not
contemplated when prior resolutions fixing rates had been adopted.
Following discussion, it was moved by Councilman Selby, seconded by
Councilmen Love, the following resolution-be adopted:
RESOLVED, that beginning December 1st, 1938, and until the.
• further order of this Council, the-City Clerk be and he is hereby•
authorized to permit the use of the City Hall Auditorium and the
*new Banquet Hall and facilities in -the Auditorium and Banquet Hall,
upon the following terms, without further action of this Council,.
to -wit:
• CITY HALL AUDITORIUM
1, For Oganizations meeting each Sunday (including use
• of Banquet Hall)- - - - $20.00 per month.
2. For Organizations meeting once each week - - - - - - 15.00 per month.
3, For-Organizations meeting once each two weeks - - - 7.50 per month.
4; For private use, where admittance fee is charged - - 7.50 per day.
•5. For private use, where no admittance fee is charged 5.00 per day.
6. For extra or special-use by any organization, which
at the time, is a regular tenant - - - - - - - 3.75 per day.
7. For purely public use - - - - - - - - - - - - - - - Nothing per day.
BANQUET HALL i
Banquet Hall and facilities for any permissible use
on any occasion (except the Sunday use noted
in No. 1 hereinbefor6 in this resolution set
forth) - - -- - - - - - - - - - - - - - - - X2.50 per day.
All of the foregoing rentals shall be payable in advance
before use, excepting only rentals charged on a monthly basis.
For any use or purpose other than those hereinabove indicated,
the matter shall be referred to the City Council for decision.
No municipal property appurtenant to either said Auditorium
or said Banquet Hall shall be removed therefrom or loaned
.therefrom at any time by any person save and except that the
City Clerk may grant authority for the use of the old portable
tables, the old collapsible chairs, anj the old china, silver-
ware, and kitchen utensils, by citizens or groups of citizens
of said City who will hold themselves reponsible for the
proper and safe return thereof;
AND BE IT FURTHER RESOLVED, that until the further order of
this Council the City Clerk be and he is hereby authorized to
permit the use of the Council Chamber in the City Hall by
various civic and business organizations for business purposes
without charge;
AND BE IT FURTHER RESOLVED, that this resolution repeals
and rescinds all former resolutions or orders of this Council
respecting the matters herein referred to.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Love, Selby and Mayor Binder,
Noes: Councilmen None,
Absent: Councilmen Gerow and Hesser.
The Street Superintendent reported to the Council that the Acacia
trees on Virginia Street, between Franklin and Grand Avenues are diseased
and should be removed, following which, by general consent, he was directed
to cause the removal of the same.

City of E1 Segundo be and the same is hereby authorized and directed at a total
cost of not to exceed $$85.00. Carried by the following vote:
Ayes: Councilmen Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen Gerow and Hesser.
Moved by Councilman Love, seconded by Councilman Selby that the purchase
of Venetian blinds for installation and use at the water treatment plant of the
City of El Segundo be and the same is hereby authorized at a cost of not to exceed
$70.00. Carried by the following vote:

At this point Mr. Emerson Wood addressed'the Council and asked permission
to file with it a petition signed by 587 motorists who travel the intersection
hereinafter referred to, reo_uesting the installation of traffic control devices
at El Segundo Boulevard and Sepulveda Boulevard.
Mr. rood elaborated thereon, stating that only this evening at about 7 P.M,.
a traffic accident had occurred at said intersection.

Following Mr. Woodts statement, it was moved by Councilman Love,
seconded by Councilman Selby, that the petition signed by William L. Lane
and others presented to this Council this date by Mr. L. E. Wood and
w4ich requests traffic control devices be installed at the intersection of
Ej Segundo Boulevard with Sepulveda Boulevard, be received and filed and
t4at the City Clerk be directed to cause copies thereof to be made and
transmitted to the State authorities having jursidiction over State highways.
Carried.
No further business appearing to be .transacted at this meeting, it
wqs moved by Councilman Selby, seconded by Councilman Love, the meeting
adjourn. Carried.
