A regular meeting of the City Council of the City of E1 Segundo, California,
was called to order at 7:00 o'clock P. M. on the above date, in the Council
Chamber of the City Hall. of said City, by Peter E. Binder, Mayor,
ROLL CALL,
Councilmen Present: Hesser, Love, Selby and Mayor Binder.
Councilmen Absent: Gerow.
The minutes of the regular meeting held on the 18th day of May, 1938,
were read. No errors or omissions appearing, it was moved by Councilman Love,
seconded by Councilman Selby, the minutes be approved as read. Carried.
WRITTEN COMMUNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated following the reference to each hereinafter:
Written applications for employment from the following named persons
were read to the Council and ordered filed: Cecil P. Jester, Ted B. Eason,
A. M. Burgner.
SOUTHEWE.ST DISTRICT HIGHWAYS ASSOCIATION, dated May 18th, 1938, requesting
the Council to appoint one of its members to represent it on the Board of
Directors of said Association, and notifying such representative and as many
others of the official family as are interested, to attend a meeting of said
Association at the Marine Hotel, Manhattan Beach, Thursday, May 26th, 19389
Moved by Councilman Selby, seconded by Councilman Love, that Councilman
0. 0. Hesser be and he is hereby appointed representative of the City Council
of the City of El Segundo on the Board of Directors of Southwest District
Highways Association and that he be authorized to file his demand for such
actual and necessary expenses as he may incur in connection therewith. Carried
by the following vote:

Moved by Mayor Binder, seconded by Councilman Selby that in view of
the inability of Councilman 0. 0. Hesser to attend the meeting of the
Southwest Distrift.Highways Association, to be held at Manhattan Beach,
May 26th9 1938, Assistant City Engineer Frank Chilson be authorized and directed
to attend in his"stead and to file his demand against the City for his actual
and necessary expenses in connection therewith. Carried by the following vote:

Noes: Councilmen None.
Absent: Councilman Gerow.
SOUTHERN CALIriOR GIA TELEPHONE COMPANT, dated May.18th, 1938, requesting
permission to excavate in Maryland Street for the purpose of placing two poles.
The application having had the approval of the Acting Street Superintendent,
it was moved by Councilman Selby, seconded by Councilman Love, that Southern
California Telephone Company be and it is hereby granted permission to excavate
in the East side of Maryland Street, 2 feet and 152 feet South of Grand Avenue,
for the purpose of setting two poles, the work contemplated to be prosecuted
and completed to the satisfaction of the Street Superintendent of the City of
E1 Segundo. Carried.

SOUTHERN CALIFORNIA TELEPHONE COMPANY, dated May 20th, 1938, requesting
permission to excavate in the North side of E1 Segundo Boulevard, for the
purpose of moving one pole from its present location to a new location.
Said application having had the approval of the Acting Street Superintendent,
it was moved by Councilman Hesser, seconded by Councilman Love, that Southern
California Telephone Company be and it is hereby granted permission to
excavate in the North side of E1-Segundo Boulevard opposite the easterly line
of Oregon Street, for the purpose of moving one pole from its present location
to a location 5 feet easterly thereof, such work to be prosecuted and com-
pleted to the satisfaction of'the Street Superintendent of the City of E1
Segundo. Carried,
ALLEN L. NELSON, dated May 25th; 1938, an application for a permit to
move a one story frame building out of the City of E1 Segundo.
Moved by Councilman Love, seconded by Councilman Selby, that Allen L.
Nelson be and he is hereby granted permission to move a one story frame
building from its present location within the City of E1 Segundo to a new
location outside of said City, such removal to take place on the 27th day
of May, 1938, beginning at or about the hour of 9:30 o'clock A. M., such
building while being moved to be routed as follows: From private property
on the South side of El Segundo Boulevard easterly of Sepulveda Boulevard
onto E1 Segundo Boulevard, thence easterly on E1 Segundo Boulevard to the
easterly City limits of the City of El Segundo; such removal while under
way to be subject to the direction of the Police Department as to traffic
safety and in all other respects to be subject to the approval of the
Street Superintendent of the City of E1 Segundo. Carried.
SPECIAL ORDER OF BUSINESS.
The hour of 7:15 o *clock P. M. at this meeting, having heretofore
been fixed as the time and place for receiving bids on various items of
work and materials to be furnished the City of E1 Segundo in connection
with a certain proposed water treatment plant, the Mayor announced the
arrival of 7 :14 o'clock P. M. and requested that any person or persons -
present desiring to file bids do so immediately.
The hour of 7:15 o'clock P. M. having arrived and all bids being
in, the Mayor announced the time for receiving bids on various items of
work and material to be furnished the City of E1 Segundo, as advertised for,
closed.
The City Clerk announced that he had in his possession 15 envelopes,
identified by exterior markings, as bids, and 2 envelopes bearing no
exterior identification, but which he' believed contained bids.
It was thereupon moved by Councilman Selby, seconded by Councilman
Love, that the Council proceed to open, bxamine and publicly declare all
bids received this date for furnishing the City of El Segundo various items
of work and materials. Carried.
The Council then proceeded to open, examine and publicly declare
all of said bids so received, which said bids were found by said Council
to have been submitted on regular fors provided therefor and as follows,
to -wit:

ORAL COMMDNICATIONS.
Mr. Edward 1. Olstyn, Assistant to the Director of the School of Government
of the University of Southern California, addressed the Council relative to the
holding of the Tenth Annual Institute of Government on the campus of the
University of Southern California, June 13th to 17th, 1938, and requested the
Council's usual cooperation.
He was advised by the Mayor that the Council has indicated its willingness
to send department heads and foremen to the School and that a survey is now
being made to determine which of these employees shall attend.
Messrs. A. G. Blair and D. Be Hancher each addressed the Council relative
to the proposed demolition of the casting pool at the Grand Avenue Park to
permit of the erection of a water treatment plant and indicated that they
represented a group who desired that a new casting pool be constructed if the
present one is destroyed.
_They were informed that the Council has no objection to the construction
of a new casting pool at a new location if and when a desirable site on
City property is decided upon*
None.
REPORTS CF STANDING COMMITTEES.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES,
The City Engineer reported that pursuant to instruction he had estimated
the cost of constructing a roadway 20 feet wide in Sycamore Avenue, between
Penn Street and Sheldon Street would approximate $150.00.
Discussion brought out the fact the Council felt a 24 -foot roadway
would be preferable and that the cost thereof would be approximately $175.00.
It was thereupon moved by Councilman Selby, seconded by Councilman Hesser, -
that the Street Superintendent of the City of E1 Segundo be and he is hereby
authorized and directed to construct a 24 -foot roadway in East Sycamore
Avenue between Penn Street and Sheldon Street, at a cost of not to exceed
$175.00. Carried by the following vote:
Ayes: Councilmen Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Gerow.

NEW BUSINESS.
Moved by Councilman Selby, seconded by Councilman Love, that the
resolution adopted by this Council at its regular meeting held May 18th, 1938,
of record at Page 0- 272 of the Minutes of the proceedings of this Council,
directing the employment of El Segundo'Cooperative Workers to mow weeds and
grass from vacant lots within the City of E1 Segundo, at a cost of not to
exceed $1.25 per hour, be'mnd the same is hereby rescinded. Carried by
the following vote:
Ayes: Councilmen Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Gerow.
Moved by Councilman Love, seconded by Councilman Hesser, that the
Street Superintendent of the City of E1 Segundo be and he is hereby authorized
and directed to rent a team and mowing machine from E1 Segundo Cooperative
Workers, at a cost of not to exceed 550 per hour, to mow weeds and grass from
vacant lots throughout the City of E1 Segundo. Carried by the following
vote:
Ayes: Councilmen Hesser, Love, Selby and Mayor Binder,
Noes: Councilmen None.
Absent: Councilman Gerow.
No further business appearing to be transacted at this meeting, it
was moved by Councilman Hesser, seconded by Councilman Love, the meeting
adjourn. Carried.
