A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7:00 o'clock P. M. on the above date,
in the Council Chamber of the City Hall of said City, by Peter E. Binder,
Llayor.

The minutes of the regular meeting held on the 27th day of April,

The following communications, Which were read to the Council, Were
disposed of in the manner indicated follovring the reference to each herein-
after:
Applications for employment were read to the Council from the
following: ;'lilliam ,'d. Hancock, Frank. Kinney, Vivian A. Parry, Albert Van
Delden, Max Dillon Grabill, Henry Vartley, Arthur L. Hoblit, Tohn Glagola,
';?alter Eastman, Lugustin S. Puchrik, Keith Y. Broberg. Said applications
were ordered filed.
BIBLE I STIMM, dated April 27th, 1938, requesting permission
to use a sound truck for the purpose of holding religious services upon
the public streets of the C -Ity of El Segundo. I.Ioved by Councilman Hesser,
seconded by Councilman Gerovr, twat the matter be referred to the Police
Department with power to act. Carried.
I,% T. FROGGE and DOIT F. ,'M.LIS, dated April 25th, 1938, advising
that the copartnership had assigned to C. T. Lyons of Buena Park, its
contract with the City of E1 Segundo for the collection and disposal of
garbage of the City of E1 Segundo. By general consent the matter was
referred to the City Attorney for report.
S. V. CCR=,YCU, District Engineer, Division of Highways, State of
California, dated April 28th, 1938, replying to the City Clerk's letter of
April 15th, 1938, relative to the completion of Sepulveda Boulevard, bet. ^reen
Centinella Avenue and Jefferson Boulevard, stating that until an extremely
bad drainage situation in this area is rectified by the authority having
the responsibility for this line of work, the State does not desire to
complete this short stretch of hiCliway as it cannot be placed on the proper
permanent grade at the elevation of abutting property without being under
water after rain. By general consent the City Clerk was instructed to write
the County Flood Control Department respecting the installation of drainage
#'acilities at :triis location.
S. V. CORTELYCU, District Engineer, Division of Highiways, dated
April u6th, 1938, bearing File No. 107.01, requesting approval of the
expenditure of $-45.00 out of the 1/4¢ State Hightvay Funds during the 1937 -39
biennium for the mmtmkxtmmi maintenance of yarning and directional signs
on Sepulveda Boulevard within the City of El Segundo.
I.:oved by Councilman Gerovr, seconded by Councilman Love, that the
expenditure of ?45.00 out of 1/40 State Highvray Funds for the installation
and maintenance of vrarning and directional signs on State Highyay Route 60

within the City of El Segundo be and the same is hereby approved and consented
to and the City* Engineer of the City of El Segundo is authorized and directed
to endorse, as requested, a cony of that certain letter addressed to him April
26th, 19381 by the Division of Highways of the State of California, bearing
File No. 107.01, approving said expenditure, and to mail such approved copy of
said letter to the District Engineer at Los Angeles. Carried by the following
vote:

showing the apportioTrient of the April, 1938 quarterly payment of the 1/4¢
gas tax allocation to cities mnder Section 194 of the Streets and Highways
Code, for expenditure on Streets of Lin Importance, indicating an allottment
Of X740.44 to this City for said purpose, and an equal amount for expenditure
on the State Highvray vrithin the City of El Segundo. Ordered filed.
FAUI.MER, Q= &. FAL -==, , dated April 28th, 1938, soliciting the
engagerient of auditing the books and records of the City of E1 Segundo when
this matter again receives the Council's attention. Ordered filed.
S. V. CORTHLYOU, District Engineer, Division of Highways, dated April
30th, 1938, bearing File No. 107.01, calling attention to the fact that the
annual budget of proposed expenditures of the 1/4� gas tax for city streets
for the fiscal year ending June 30th, 1939, required by Section 197 of the
Streets and Highways Code, is due on or before June lst, 1938, and further
advising that eL grand total of ;,3725.10 is available for programming at this
tine; transmitting also forms for use in submitting such budget as is
prepared. By general consent the matter was referred to the Acting Street
Superintendent, with instructions to report thereon -at the next meeting of
the Council.
TIILS 3 OIL COI.TtU7. , INC., dated I.:ay 2nd, 1938, responding to the
City Clerk's letter of April 29th, 1938, ;,rith reference to the noisy
operation of its machinery at its well known_ as Security No. 2, advising
that the matter has been referred to its Field Superintendent, who will
look into the matter and do everything possible to minimize the noise.

ITr. Louis J. Uexander'I associated t•rith Carl Wilson, Water
Technologist, addressed the Council, advising that the _clans and specifications
for the construction of a grater treatment plant for the City of El Segundo
are now ready for approval. Said plans and specifications having been
exanined by the Council, it .•ras ?roved by Councilman Gerow, seconded by
Counci Lman Selby, the following resolution be adopted:
RMOLVED, that those certain specifications designated
as "Specifications '.'1 V -2- 19381} of the City of E1 Segundo,
California, relating to workmanship required and materials
to be furnished for a water treatment plant to be constructed
by and for the City of.El Segundo, (inclusive of Specifications

hereby authorized and'instructed to advertise for bids in
time, form and manner as required by law for the various
items referred to in said list. Said items shall be
advertised in one or more notices as the Engineering Department
may* from time to time direct.

acting Chief of Police C=nin,-.s advised that Rev. Nelson S. Gerheart,
;astor of Calvary Church, E1 Segundo, had requested permission to use a
portion of one of the public streets of the City of El Segundo on Saturday,
'.Tey 7th, 1938, during the hours of 9:00 A. L". and 11:00 A. M., for the
Purr_ose of conducting a scooter contest among the youngsters of the cormnunity.
Following_ discussion, the matter,was referred to the Police Department with
power to act.
The Cit -, Clerk reported that I.'r. T. Griffin had made oral application
for a license to operate and maintain a kennel. at TTo. 117 Richmond Street,
within the City of E1 Segundo.
Loved by Councilman Love -, seconded by Councilman Gerow, that T.
Griffin be and he is hereby granted permission to operate and maintain a
kennel at ITo. 117 Dichr-ond- Street - within the City of El Segundo, for the
Period and in the manner provided -in ordinances of the City of E1 Segundo
respectin; the operation and maintenance of kennels. Carried.

Acting Street Superintendent Chilson reported that some time had been
spent by i`.r. E. T. Grow, the municipal mechanic, in attempting to locate
a suitable used motor vehicle hoist for the City of El Segundo, but that
none was found. However, prices were obtained upon new equipment, which
prices had not been brought to this meeting for presentation to the Council.
Moved by Councilman Gemr, seconded by Councilman Hesser, that the
City Clerk be and he is hereby authorized and directed to advertise for
bids on a used motor vehicle hoist for the City of E1 Segundo, the total
cost of such advertising not to exceed the sum*of $5.00. Carried by the
following vote
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.

'.'s. Tanes F. Kemp, Recreation Director, presented a report of a
programs for.the First Annual El Segundo Spring Hobby and Handicraft Show,
to be held in the Palm Avenue Building pf El Segundo Granmar School,
1.:ay 13th and 14th, 1938.
_fter consideration of the same by the Council, it was moved by
Councilman Selby, seconded by Councilman Love, that James F. Kemp,
be eTMployed for the purpose of conducting and supervising a Hobby Exhibition
within the City of El Segundo, on L :ay 13th and 14th, 1938, in accordance
Vrith plans therefor heretofore prepared by him and filed with this Council
this date, and that he be compensated in the sum of $50.00 in full for
all services rendered in connection with the preparation of the plans and
conducting and supervising the assemblinC and display of materials and
holding of said exhibit, which said sum shall be payable upon his filing
with this Council a demand in usual and proper form for said sum. Carried
by the following vote:

The City Clerk reported having received from Logan R. Cotton,
Auditor, a report covering his quarterly audit for the quarter ending
Larch 31st, 1938, the original of which is on file in his office and open
to public inspection, and that a duplicate copy of said report has been
handed to Councilman Selby, Chairnan of the Finance Conittee of the Council.

Proved by Councilman Love, seconded by Councilman Hesser, that the
City Clerk be authorized and directed to write Lr. 1. R. Groger in response
to his coTM�:urication addressed to 1 :mayor 3inder under date of ,April 13,
193-0, concerning the noises that emanate from some of the pumping units
in the oil field near his home, advising L3.r. Groger that an investigation
has been made and that the offenders have agreed to cooperate to the
fullest extent to eliminate the noises comulained of. Carried.

further order of this Council, Peter E. Binder, Layor, be and he is hereby
designated as the member of this Council to, act as Director on.the Board of
Directors of the Los Angeles County League Af I.Tunicipalities. Carried.
11ayor Binder announced that Couneilmanic Coi7mittees as constituted .
prior to the reorganization of the _present .Council would continue to function
temporarily, with the same assignments and in the same capacity.
Councilman Gerow expressed the belief that if the Federal Government
is to pursue the nolicy of naking specific .grants and lonL; tern! loans for
public projects, as indicated in recent press notices, that the City of El
Segundo should anticipate the sane and through that nediiLn probably construct
its proposed library building and other public ,corks projects which could.be
made available.
Thereafter, by general consent, the City Clerk was instructed to
ascertain whether or not such a policy has-in fact been adopted by the Federal
Goverment and what nethod to pursue to obt.ain grants therefrom.
The natter of adopting a.policy with respect to the use of the night
baseball t-rounds'was discussed at length, concluding in the decision that:,
1. Teams conposed of residents of -he City of El Segundo or
representing local institutions will have preference over
all otl_er anplicants for use of the grounds.
2. Te,r_as conposed of residents of the City of E1 Segundo or
representing El Segundo institutions nay play in con -
petition with outside teams.
3. The grounds shall not be made available for two teams
representing outside institutions or composed of players
non- residents of the City of El.Segundo.
