A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7:00 o'clock P. M. on the above date,
in the Council Chamber of the City :call of said City, by Peter E. Binder,
Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Selby and Mayor Binder.
Councilmen Absent: Love.

The minutes of the regular meeting held on the 23rd day of Lurch,
1938, were read. No errors or omissions appearing, it was moved by
Councilman Selby, seconded by Councilman Gerow, the minutes be approved
as read. Carried.

employment by the City of El Segundo. Ordered filed.

announcing a meeting of said organization, to be held at the Palos Verdes
Country Club, Thursday, March 31st, at 6:30 P. Ll., and inviting
representation thereat from this Council. The communication was ordered
filed and no Councilman indicated a desire to attend said meeting.
RICHFIELD OIL COR20RATION, dated March 30th, 1938, being an
application for a permit to excavate and install certain pipe lines in
certain of the public streets of the City of E1 Segundo, as more
particularly described in said application, •which was read.

L. H. STEILIZT, dated :larch 23rd, 1938, submitting for signature of
the proper officers of the City of E1 Segundo, a form of contract to be
entered into between the City of El Segundo and said L. H. Stewart with
reference to an application proposed to be filed with the Railroad Commission
of the State of California for a reduction in street lighting rates. The
foxr! of contract was referred to the City Attorney for approval as to
form, and action respecting its execution deferred until a future meeting
after the Attorney has rendered his report on said form of contract.

Affidavit of Leah H. Freeman, dated 1,Iarch 23rd, 1938, stating that
at the time of the 'death of John I'1. Freeman, a former part -tithe employee of
the City of El Segundo, to wit: March 16th, 1938, there was due the deceased
for services rendered the City of El Segundo during the period March lst
to March 15th, 1938, the sum of $16.80, as evidenced by Warrant No. 31290,.
ordered drawn and paid by the City Council at its regular meeting held
Lurch 16th, 1938, and that Leah H. Freeman, widow of the said John -W,
Freeman is unable to cash said warrant; that all claims and documents against
her deceased husband and all of his debts have been fully paid and discharged;
that there will be no estate of said deceased to probate; that the amount
of the claim against the City of El Segundo is so small that it would not
justify her in instituting probate proceedings to obtain the same; that
she is the only person lawfully entitled to said money and praying that the
City Council order said "darrant No. 31290 cancelled and a new warrant in the
sure of ;16.80 drawn and made payable to her.

resolution be adopted:
RESOLVED. that the prayer of Leah H. Freeman, set
forth in her affidavit of I:iarch 23rd, 1938, filed with
this Council this date, be and the same is hereby granted,
cmd that the ilayor, City Clerk and City Treasurer of the
City of E1 Segundo be and they are hereby authorized and
instructed to make, execute and deliver municipal warrant,
drawn on the General Fund of said City for the sum of
$16.80, payable to the order of Leah H. Freeman, in full
and complete satisfaction of the claim of John W. Freeman
against the said City, for all services rendered the said
City.

Petition of R. LI. Converse and 224 others, protesting the closing of
Richmond Street between Palm Avenue and Mariposa Avenue, within the City of
E1 Segundo, as ordered abandoned by Ordinance No. 212 of the City of E1
Segundo. Moved by Councilman Gerow, seconded by Councilman Hesser, that
the petition be referred to the City Attorney of the City of El Segundo,
with instructions to prepare the necessary legal procedure to void the
abandonment as ordered in the before mentioned ordinance. Carried by the
folloi,ring vote:

SOU'=I CALIFORNIA GAS COI,TATIY, dated Lurch 25th, 1938, calling
attention to certain pipe lines said Company has installed in Richmond
Street, between Palm Avenue and I:Iariposa Avenue, and expressing the hope
that the abandonment of said Street will not. interfere with its rights
therein. The coruaunication was ordered filed and the City Clerk in-
structed to advise said Company.that its rights will not be interfered
with inasmuch. as the Council intends to set aside. the: abandonment proceeding.

The City Engineer advised having received a report from Lyman
Borum, electrical inspector, respecting the condition of the several motors
in municipal service.

The City Engineer reported respecting his attendance at a meeting
in the Los Angeles Chamber bf Commerce building sponsored by the Committee
on Rehabilitation and Clean -up of flood damaged areas in Southern California.
The City Engineer reported that he had investigated the matter of
dumping selvage screenings in a portion of the City of Los Angeles lying
northerly of the City of El Segundo and that while wrorlmen found at the
dumping grounds stated that the practice had ceased, a resident in the
vicinity refuted that statement and insisted that dumping has occurred
recently. Thereupon it was moved by Councilman Selby, seconded by
Councilman Gerowr, that the City Clerk be and he is hereby authorized and
directed to transmit to the City Health Officer of the City of Los Angeles
a letter expressing the Council's disapproval of the practice and urging
that it be stopped in the interest of public health. Carried.
The Superintendent of the +ester Department reported that the
flushing, of water mains throughout the City of El Segundo is approximately
30!) complete.

Clerk of the City of El Segundo be and he is hereby authorized and directed to
advertise for bids for drilling, casing and completing a water well in and
for the City of E1 Segundo in the fora of notice prepared by the City Attorney
of said City, and read to this Council this date. Carried by the following
vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
At this point Mr. Harry Jordan, Sergeant U. S. TTarine Corps Reserves,
introduced Captain Horace 17. Card of the said Reserves Corps, who requested
permission to establish a rifle range adjacent to the police pistol range
within the City of El Segundo.
It appearing" that the City Council had no jurisdiction over the land
vrhere said rifle range is to be located, and it appearing also that a certain
ordinance of the City of El Segundo controls the matter of the issuance of
permits for the discharge of fire arms within said City, Captain Card eras
referred to the Chief of Police to obtain the requisite permit.
i:oved by Councilman Hesser, seconded by Councilman Selby, that during
the present flushing of water mains within the City of El Segundo, to -wit:
from March 25th, 1938 to April 25th, 1938, all consumers on the lines of the
City of El Segundo Water Department, exceptingeommercial consumers, be charged
for such grater as they consume during such period at the flat rate of $1.50,
irrespective of the quantity of vrater used during said month. Carried by
the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder,
Noes: Councilmen None.

At this point the matter of leasing for oil drilling purposes certain
real property oimed by the City of El Segundo eras discussed. At the conclusion
of the discussion, it was moved by Councilman Gerow, seconded by Councilman
Hesser, that the City Clerk of the City of El Segundo be and he is hereby
authorized and directed to publish tvrice in E1 Segundo Herald a notice inviting
bids on oil lease in the form prepared by the City Attorney of the City of E1
Segundo and read to this Council this date, giving public notice that the City
Council of-the City of El Segundo, California, proposed to lease for the purpose
of drilling, prospecting for, operating for and producing oil, gas and /or other
hydrocarbon substances therefrom, all of Block 34, El Segundo Sheet No. 7, as
per map recorded -in Book 22, rages 54 and 55 of Maps, Records of Los Angeles
County, California, on file in the office of the County Recorder of said County.
