A regular meeting of the City Council of the City of El Segundo, California,
was called to order at 7:00 otclock P. M. on the above date, in the Council
Chamber of the City Hall of said City, by Peter E. Binder, Mayor,
ROLL CALL,
Councilmen Present: Gerow, Hesser, Love and Mayor Binder.
Councilmen Absent: Selby.
READING OF I."SNITT.3 OF PREVIOUS METING.
The minutes of the regular meeting held on the 9th day of March, 1938,
were read.- No errors or omissions appearing, it vas moved by Councilman
Love, seconded by Councilman Gerow, the minutes be approved as read. Carried.

The following communications, which were read to the Council, were
disposed of in the manner indicated follmving the reference to each herein-
after:
LOS ANGELES COUNTY LEAGUE OF IMNICIPALITIES, dated March 10th, 19389
advising of the holding of the 83rd Regular Meeting thereof in the City of
El Yonte, Llarch 17th, 1938. Ordered filed.
GERALD F. 11CIMU7ES, dated March 11th, 1938, being an application for
employment by the City of El Segundo. Ordered filed.
EL SEGUNDO UNIT NO. 38, ="E RI=, LEGION A=L-%RY, dated March 16th,
1938, requesting an audience for the discussion of ways and means to solve
certain problems facing said Auxiliary with respect to the sponsorship of
the Girl Scouts. By general consent the cb==ication eras ordered
received and filed and disposition thereof laid on the table until the
next regular meeting of this Council,•which said meeting I,Irs. Dunnavant and
I.Irs. Elsey shall be invited to attend.

REPORTS OF OFFI=S AND SPECIAL COL11ITTEES.
The City Engineer furnished the Council a written estimate of the
cost of certain proposed- construction in and adjacent to Richmond Street,
bet-reen Palm Avenue and Mariposa Avenue, subsequent to the abandonment of
said street.
The City Engineer-reported having attended a meeting this date
at the Los Angeles Chamber of Commerce, of representatives of the communities
affected by recent floods, at which discussion of the amount of damage
sustained'by each.and the cost of rehabilitation was had. As .a result of
the meeting, a coordinating committee i.ras set up, for the purpose of
assemblin' correct'figures respecting the flood damage in this area, end .
initiating, or directing appeals for financial assistance in rehabilitation
to the governmental agency or agencies which it appears should cooperate
therein.

. Supplenenting his.report to the Council I.iarch 3rd, 1938, respecting
reference.to the Board of Trustees of El Segundo Unified School District
of a copy of a certain resolution creating a Recreation Cor.n,,ission in and
for the City of El Segundo, the City Clerk reported receipt of a letter from
Is. C. L. Broadrrater, Secretary, under date of ILarch 15th, which he read to
the Council and which indicates that upon advice of the County Counsel, the
Trustees of E1 Segundo-Unified School District, as such, cannot legally
participate in the creation or expense of the Recreation Corimission as
outlined in the resolution referred to.-
Thereupon following discussion, the matter was referred back to the
City Attorney of the City of El Segundo., for the purpose of redrafting in
a manner which he felt would be satisfactory to the City Council and at the
same time eliminate the school authorities from directly* assuming responsibility
for a Recreation Co^= ssion.
Councilman Hesser moved the adoption of Ordinance No. 213, entitled:

seconded the notion to adopt said resolution and the same was adopted by _
