17HERE43, the attention of this Council has been directed
to the proposal of the President of the United States to sub-
.stantially reduce Federal aid to highways; and
WHEREAS, budgets of the Division of Highways of the State
of California and of the municipalities in said State have been
passed upon prior committments of the Federal Government and
any reduction in the allocation of funds for highway aid at this
time would entirely upset the plans nor highway construction and
maintenance and the financial plans-of said governmental agencies,
as well as increase the number of unemployable employables in the
State of California due to the curtailment of work upon planned
projects which would be necessitated through the reduction of
.funds available therefor; and
SEAS, this. Council is informed and believes that the
moneys raised through Federal gasoline taxes approximates the
amount normally appropriated by the Federal Government to highway
aid;

City of El Segundo does hereby go on record as opposed to the
diversion of gasoline tax revenues by the Federal Government for
purposes or uses other than the construction, reconstruction and
maintenance of highways, roads and streets and does also express
the hope that the revenues of the Federal Government derived from
the gasoline tax will continue to be allocated to the Federal
highway aid program, and that if it is in fact necessary to modify-
present allocations, such modification be deferred until the
