1938 JUN 22 CC MIN�J) - E1 Segundo, California. June 22nd, 1938. A regular meeting of the City.Council_ of the City of E1 Segundo, California, was called to order at 7 :00 o'clock P. M. on the above'date, in'the Council Chamber.of the City Hall of said City, by the City Clerk, the Mayor being absent. Councilman Hesser was unanimously chosen Mayor pro tem, and he immediately assumed the duties of the Mayor. ' ROLL CALL. Councilmen Present: Gerow, Hesser and Selby. Councilmen Absent: Love and Mayor Binder, READING OF MINUTES OY PREVIOUS MEETING., The minutes of the regular meeting held on the 15th day of June, 1938, were read, withbut' error or omission being noted. It was thereupon moved by Councilman Selby, seconded by Councilman Gerow, the minutes be approved as read. Carried. WRITTEN COMMUNICATIONS. The following communications, which were read to the Council, were disposed of in the manner indicated following the reference to each hereinafter: MM. G. MCAD00, Senator, JOHN F. DOCKWEILER, Congressman, RICHARD GRAVES, Executive Secretary, League.of California'Miinicipalities, each dated June 13th, 1938, each acknowledging rbceipt of the Council's telegram respecting retroactive collection of income taxes from public employees. Ordered filed. CENTINE1,A DAYS CONMITTEE, dated June, 17th, 1938, advising that August 1st to 6th, inclusive, 1938, has been set aside as Inglewood's Centinela Days, and extending a cordial invitation to participate in the parade which will be held Saturday, August 6th. The communication was ordered filed and the subject matter thereof called to the attention of the E1 Segundo Chamber of Commerce. ALLEN L. NELSON, dated June 22nd, 1938, an application for a permit to move a one 'story frame building out of the City of El Segundo, July 2nd, 1938. , i Moved by Councilman Selby, seconded by Councilman Gerow, that Allen L. Nelson be and he is hereby granted permission to move a one story•frame building from its present location on private property north of E1 Segundo Boulevard and East of Duley Road, within the City of El Segundo, out of said City, over and along the following route:. From a point on private property north of El Segundo Blvd. approximately 2600 feet westerly from•Inglewood Redoado Road, to E1 Segundo Boulevard, thence easterly on El Segundo Blvd, to east City Limits; said building to be moved at or about . the hour of 9 :000 A. M. on the 9nd day of July, 1938; provided such removal, while in progress within the City of E1 Segundo shall be to the satisfaction of the Stz'eet Superintendent of said City, and provided further,.that such removal shall be under the direetion of the Police Depart- ment of the City of El Segundo as to traffic safety, and that such removal is not contrary to the provisions of law. Nelson be and he is hereby granted permission to move a one story frame building from its present location on private property north of E1 Segundo Boulevard, approximately 2600 feet Westerly of Inglewood - Redondo Road, within the City of E1 Segundo, out of said City, over and along the following route: From a point on El Segundo Boulevard approximately 2600 feet Westerly of Inglewood - Redondo Road easterly on E1.Segundo Boulevard to the Easterly City Limits; provided said-building is moved at or-about the hour of 9:00 A. M. on the 25th day of June, 1938; that such removal, while in progress within the City of E1 Segundo, shall be to the satisfaction of`the Street Superintendent of §aid City, and under the direction of the Police Department as to traffic safety; and provided further, that such removal is not contrary to the provisions of law. D., Los Angeles County Health Officer, dated June 16th, 1938, submitting in triplicate form of contract for public health services for the fiscal year beginning July lst, 1938. 'By general coaseat the contract was.referred to the City Attorney for approval as_to form and 'report at the next meeting of the Council. . APPLICATIONS by Francis Huntington Snow, Lindley Allen, Sohn Wagoner, William J. Rice, Joel Edward Macdonald, Robert E. Merryman, Jack L. Converse, James Macdonald, Rey Berkline, and George Paul Durkos for employment by the City of E1 Segundo. `'Ordered filed. None. None. ORAL COTS NICATIONS. REPORTS OF STANDING COMMITTEES. REPORTS' OF OFFICERS AND SPECIAL COMMI2S. The City Clerk reported that Wilshire Oil Company had sent one of its field representatives to E1 Segundo on Friday of last week to investigate a complaint received by the Council respecting noise made by pumping machinery at some of its wells; that the said representative was accompanied by three representatives of the pump manufacturer, whose pumps the Wilshire Oil Company is using. These gentlemen visited the complainant and explained that in its desire to conduct its operations with the least possible annoyahce to house- holders in the vicinity of its properties, it had already expended in excess of $200.00 on one location and is willing to spend additional sums if the source of the trouble can be located. Complainant was unable to designate from which pump the noises complained of emanated, hence the Company agreed to stop its pumps alternately at such times as complainant might.call the noises complained of to'`its attention until such -time as the source of the trouble is located. By general consent the City Clerk.was directed to address a letter to Wilshire Oil Company expressing the Council's appreciation of its cooperation. The`City Clerk reported that the Safety,dommittee of the Standard Oil Company had requested permission to set its .dining tables in the-Franklin Avenue Park for the purpose of serving a dinner, July.16th, 1938, and upon motion of Councilman Gerovir, seconded by Councilman.Selby; which carried unanimously, this permission was given. W P 7- jc x ji SPECIAL ORDER OF BUSINESS. The hour of 7:15 o'clock P. M. at this meeting, having heretofore been fixed as the time and date for considering bids heretofore received for leasing certain real property owned by the City of E1 Segundo for oil drilling purposes and said hour having arrived, the Mayor pro tern announced that the Council would proceed with the consideration of the bids so received. After discussion by the Council, it was-moved by Councilman Selby, seconded by Councilman Gerow, that the bids heretofore - received by this Council for leasing certain real property owned by the City of.E1 Segundo for oil and /or gas drilling purposes be taken under further advisement until the hour of 7:15 o'clock P. M. at the .regular meeting of this Council to be held June 29th, 1938, Carried. PAYING BUT The following demands, having had the approval of the Committee on Finance and Records, were read:. Moved by Councilman Selby, seconded by Councilman Gerow, the demands be allowed and warrants ordered drawn on and paid out of the respective Rinds covering the same. ", ADOPTED ON THE 28TH DAY OF JULY, 1937, AS AVENDED, BY ADDING A NEW SECTION THERETO TO BE ]KNOWN AND DESIGNATED AS "SECTION 3 3/4 ", , which was read, be adopted.
