A regular meeting of.the City Council of the City of E1 Segundo, California,
was called to order at 7:00 o *clock P. M. on the above date, in the Council
Chamber of the City Hall of said•City, by'the City Clerk, the Mayor being
absent. Councilman Hesser was unanimously chosen Mayor pro tem, and he
ih ediately assumed the duties of the Mayor. .

Councilmen Absent: Love and Mayor Binder.
Other Officers Present:
City Attorney - Clyde Woodworth.
City Engineer - R. T. Hutchins,
City Clerk - Victor D. McCarthy.
READING OF 1.03= OF PREVIOIIS MEETING
The minutes of'the regular meeting held on the 6th day of July, 1938, were.
read. No errors or omissions appearing, it was moved by Councilman Gerow,
seconded by Councilman Selby, that the minutes be approved as read. Carried.
WRITTEN COMM MOATIONS
The following communications, which were read to-the Council, were disposed
of in the manner indicated following the reference to each hereinafter:
HARBOR DISTRICT CHAMBERS OF 'COMMERCE, dated Tuly 8th, 1938; inviting
representation of the City of El Segundo at a meeting to beheld in Hawthorne,
Tuly 14th, with reference to the matter of establishing a County Highway Systems
comparable to the State Highway Systems. Moved by Councilman Gerold, seconded -
by Councilman Selby, that City Engineer Hutchins be and he is hereby authorized
and directed to attend the meeting of the Harbor District Chambers of Commerce
to be held at Hawthorne, California, July 14th, 1938 for the purpose of dis-
cussing the matter.of establishing a County Highway System comparable to the
State Highway'System. Said motion carried unanimously.
At this point, the hour being 7:15 o'clock P. M.; Mayor Binder appeared
at the meeting and took his seat at the Council table and thereafter assumed
the duties of the Mayor, Councilman Hesser ceasing'at this time to act as
Mayor 'pro tem.
THEODORE WYMAN, JR., Major, Corps of Engineers, District Engineer,
United States Engineer Office, dated July 12th, 1938; being notification of
a public hearing to be held with reference to the establishment of a- harbor
at Playa del Rey. Moved by Mayor Binder, seconded by Councilman Gerow, that
the City Engineer of the City of El Segundo and other officials who find it
convenient to do'so be authorized to attend the public hearing to be held in
the auditorium of the Westminster School, Westminster and Washington Boulevard,
Venice, California, at'10 o +clock A..M., Friday August 12th, 1938, in the
matter of a harbor at Playa del Rey, California, such officials so attending
said.hearing being further authorized to file =their demands for their actual
and necessary expenses in connection..with_ attendance.at said meeting. Carried
by the following.vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder,
Noes: Councilmen None.
Absent: Councilman Love.
Applications of T. Raymond Ross, Grant J. McCarroll and Roy L. Robertson
for employment by-the City of E1 Segundo, Ordered filed.

PACIFIC COASt ASSOCIATION OF FIRE CHIEFS, dated July 11th, 1938, advising
of the holding of the 45th Annual Conference of the Pacific Coast Association
of Fire Chiefs in Salt Lake City during September, 1938, and urging that the
Fire Chief of the City of E1 Segundo - be.sent tq said meeting. By general
consent the conmdnication was ordered filed.

ORAL COMZUNICATIONS
REPORTS OF STANDING COMMITTEES.
Councilman Gerow reported that during the past week he had instructed
Mr. E. J. Grow, the Municipal Mechanic, to consider the matter -of the
construction or acquisition by the City of a low -bed conveyance which
could be utilized for transporting heavy Street Department tools and
machinery from one point of use within the city to another thus minim-
izing the wear and tear on such tools and machinery and also the damage
to public streets and to submit his recommendation respecting the matter
to the Council. Following discussion, by general consent, the Street
Superintendent was also directed to look into_the matter.
The City Clerk reported to the Council that its Garbage Disposal
contract will expire August 18th, 1938. Following discussion, it was
moved by Councilman Hesser, seconded by Councilman Selby, that the
following resolution be adopted:
RESOLVED, that the City Clerk of the City of E1 Segundo
be and he is hereby authorized and directed to publish a
notice, in the manner required by law, inviting sealed
proposals or bids for disposing of all garbage collected by
the City of E1 Segundo,.such notice to be prepared.by the
City Attorney of the City of El Segundo in substantially the
same `form as heretofore used for'the same purpose.

The foregoing resolution was adopted by the following vote:

City Attorney Woodworth -at this time reported to the Council that
he had prepared the form of "Notice Inviting Bids on`P=ps and Motors ",
as previously directed, which he then delivered to the City Clerk and
which the City Clerk then read to the Council. Thereupon it was moved
by Councilman Gerow, seconded by Councilman F#esser,`that'the following
resolution be adopted: ` -
RESOLVED, that the City Clerk of the City of El Segundo
be and he is hereby authorized and directed to publish, in the
manner provided by law, a notice inviting sealed bids or
proposals for furnishing the City of El.Segundo certain pumps
and motors in accordance with Specifications No. WW -2PM- -1938
of the City of El Segundo, California,,heretofore adopted by .. --
this Council, duch notice to be in form,prepared by the City
Attorney and heretofore at-this meeting read to this Council;.
and
BE IT FURTHER RESOLVED, that said notice, or a condensed.

contained in the official legal publication, be published.

NEW BUSINESS
A letter dated July 13th, 1938, addressed to the City Council by the
Recreation Commission of the City of E1 Segundo was read. Said communication.
recommended the appropriation of fifty dollars ($50.00) for continuing certain
recreational activities. Following such.reading, it was moved by Councilman
Selby, seconded by Councilman Hesser, that.the following•resolution be adopted:
RESOLD, that there be allocated and reserved for the use of the
Recreation Commission of the City of E1 Segundo, created by Resolution
No. 448 of the City Council of said City, the sum of fifty dollars
($50.00) out of the General Fund of said City, which said sum shall be
paid out on the recommendation of said Recreation Commission for
materials, supplies, and /or services which may be needed in
carrying on the functions of said Commission, said amount to
be payable on proper demand therefor to be presented to and
approved by this Council in the regular manner; all such
demands, however, shall have endorsed thereon the approval
of the Chairman or Vice - chairman, or Secretary - Treasurer
of said Commission.
The foregoing resolution was adopted by the following vote:
