A regular meeting of the C tty•Council*.of. the City of El Segundo,
California, was called to order at 7:00 o*Clock P. M. on the above date,
in the Council Chamber of the City Hall of said City, by Peter E. Binder,

READING OF MINUT! S OF PREVIOIIS MEETING.
The minutes of the regular meeting held on the 29th day of June,
1938, were read. No errors or omissions appearing, it was moved by
Councilman Love, seconded by Councilman Gerow, the minutes be approved as
read. Carried.
WRITTEN COMMICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner 'indicated following the reference to each
hereinafter:
SOUTF1ERN CALIFORNIA TELEPHONE COMPANY, dated July 1st, 1938, an
application for permission to excavate -in the public streets for the
purpose of removing three poles and two anchors.
Moved by Councilman Hesser, seconded by Councilman Love, that
Southern California Telephone Company be and it is hereby granted permission
to excavate in the north side of Holly Avenue between Eucalyptus Drive
and Sheldon Street, for the purpose of- removing three poles and two anchors,
provided the work is prosecuted to the satisfaction of the Street Superin-
tendent of the City of E1 Segundo. Carried.-
SOUTBZRN CALIFORNIA TELEPHONE COMPANY, dated July lst, 1938, an
application for permission to excavate in the public streets for the purpose
of removing four poles and two anchors.
Moved by.Councilman Hesser, seconded by Councilman Gerow, that
Southern California Telephone Company be and it is hereby granted permission
to excavate in the east side of Sheldon Street, between Pine Avenue and
Holly Avenue, for the purpose of removing four poles and two anchors, it
being provided that any work done pursuant to this permit be prosecuted
and completed to the satisfaction of the Street Superintendent of the City
of El Segundo, Carried.
STERLING C. LINES, Consulting Engineer, dated June 29t1i, 19389
recommending a W. P. A. project for pipe line protection through the use
of-reinforced cement concrete jacket thereon. Ordered filed.

COMMERCIAL WELDING AND MANUFACTURING-00., dated July 6th, 1938,
submitting a price for furnishing the City of E1 ;Segundo a dual piston
hoist. Consideration of the proposal was held in abeyance until a future
meeting of the Council.

The City Clerk reported that Mr. L. E. Loe, a•member of El Segundo
Fire Department, is about to leave the State of California for an indefinite
period and that he.requested permission so to do and a leave_ of absence as
a member of the Fire Department.._
Moved by Councilman Gerow, seconded by Councilman Hesser, t4at until
the further order of this.Council, L. E. Loe be and he is hereby granted
leave of absence, without.pay, from his duties as a member -of E1 SgguRdo
Fire Department and that during such leave of absence he be permitted to
leave the State of California. .Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love and Mayor Binder.
Noes: - Councilmen Nons.
Absent: Councilman Selby.
The City Clerk reported t4at Mr. J. F. Kemp, Recreational Dtiregtor,
had requested an appropriation bed made for conducting the summer $laygrounds.
By general consent action in the matter was deferred pending recommendation
from the Recreational Commission]
Assistant. City Engineer Frank Chilson reported upon the progress to
date of the construction of the water treatment plant. .
The City _Attorney reported having prepared the form of Notice Inviting
Sealed Bids for Furnishing Public Pound Service in and for the City of E1
Segundo, which he read to the Council.
There after it was moved by Councilman Love, seconded by Councilman
Gerow, that the.City Clerk of the City of E1 Segundo be and he is- hereby
directed to advertise in the manner required by law for bids for furnishing
public pound service in.and forithb-City'of El Segundo, said bids to be
received July 20t.h 1938.. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love and Mayor Binder,
Noes: Councilmen None -;
Absent: Councilman Selby. .
City Attorney Woodworth reported having received from.Frogge & Willis
a copy of the form of their assi4=ent of their garbage disposal contract
for the City of E1 Segundo to C• J. Lyons, which form he approves,
It was thereupon moved by.Councilman Lave, seconded by Councilman
Gerovr, that the. assign Beni by .Frogge & Willis of .its contract with -the City
of El Segundo for disposal of garbage be and the same. is hereby ratified and,
approved. Carried by toe f6flow•ing vote:

NEW BUSINESS.
The Assistant City Engineer submitted to the City Attorney for approval, a
form of specifications for pumps and motors required by the City of El Segundo in
connection with the operation of its water treatment plant.
Said specifications having been approved by the City Attorney, it was moved
by Councilman Hesser, seconded by Councilman Love, the following resolution be
adopted:
RESOLVED, that a copy of"Specifications No. WW-2PM -1938 of the City
of E1 Segundo, California, entitled: "Specifications for the Furnishing
of Pumps and Motors at the Water Treatment Plant of the City of E1
Segundo, in El Segundo, California ", be placed on file in the office
of the City Clerk for the purpose of identification and reference;
and
BE IT FURTHER RESOLVED, that the said Specifications No. WW -2PM-
1938, Specifications for the Furnishing of Pumps and Motors at the
Water Treatment Plant of the City of E1 Segundo, in E1 Segundo,
California, be and the same are hereby approved.
The foregoing resolution was adopted by the following vote:

Moved by Councilman Gerow, seconded by Councilman Love, that the City
Clerk be and he is hereby authorized and directed to publish, as required by law,
