January 5th, 1938. -
A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7 :00 o'clock P. M. on the above date,
in the Council Chamber of the City Hall of said City, by Peter E. Binder,
Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Love, Selby and Mayor Binder.
Councilmen Absent: None.
READING OF IMMTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 29th day of December,
1937, were read. No errors or omissions appearing, it was moved by
Councilman Gerow, seconded by Councilman Hesser, the minutes be approved
as read. Carried.
WRITTEN COi�,=CATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated following the reference to each herein-
after:
SOUTHERN CALIFORNIA TELEPHOiE COIPANY, dated December 29th, 1937, requesting
permission to replace one pole in Sheldon Street, south of Pine Avenue. Said
application having had the approval of the Street Superintendent, it was
moved by Councilman Hesser, seconded by Councilman Selby, that Southern
California Telephone Company be and it.is hereby granted permission to excavate
in the east side of Sheldon Street, 230 feet South of Pine Avenue, for the
purpose of replacing one pole, provided the work for which permission is
hereby granted is prosecuted and completed to the satisfaction of the Street
Superintendent of the City of E1 Segundo. Carried,
CITY OF LYMY00D, dated December 29th, 1937, advising that the Pacific
Electric Railway Company has submitted an application to the Railroad Commission
of the State of California, asking that the Commission authorize changes and
increases in its passenger service and fares, and inviting representatives of
the City of E1 Segundo to attend a meeting to be held at the City Hall,
Lynwood, for the purpose of discussing the said application and if possible
arriving at some conclusion as to the best method to protest the increase proposed.
The Mayor announced that he and Councilman Gerow and Assistant City
Engineer Chilson had attended said meeting, January 3rd, and that at said time
the representatives of cities assembl6d decided to request the Railroad Commission
to postpone a hearing on said application from January 7th, 1938 to a later date.
LEAGUE OF CALIFORNIA MUNICIPALITIES, dated December 24th, 1937, advising
that the District Court of Appeals has declared the so- called "legal bookies"
as operating in violation of Section 337-A of the Penal Code; that the case
may be appealed to the Supreme Court. If it is and in event the Supreme Court
should reverse the District Court of Appeals, said League_ will notify all
cities promptly. Ordered filed.
RICHFIELD OIL CORPORATION, dated December 31st, 1937, applying for a
permit to excavate in a portion of Sheldon Street within the City of El Segundo,
for the purpose of installing one 6" gas and /or oil line. Moved by Councilman
Gerow, seconded by Councilman Hesser, that Resolution No. 441, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, GRANTING A TEMPORARY REVOCABLE
PERMIT TO RICHFIELD OIL CORPORATION TO INSTALL A
