M. on the above date,.in the Council_ Chamber of the City Hall of said City by Peter E. Binder, Mayor, ROLL CALL. Councilmen Present: Hesser, Love, Selby and Mayor Binder. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 7th day of December, 1938, viere read. No errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Selby, the minutes be approved as read. Carried. WRITTEN COIAITUNICATIONS. The following communications,, which were read to the Council, were disposed of in the manner indicated following the reference to each hereinafter: LOS ANGELES COUNTY DIVISION, LEAGUE OF CALIFORNIA 198NICIPALITIES, a notice of the holding of the 91st regular meeting of said Division at the Los Angeles Police Pistol Range, Thursday, December 15th, beginning at 6:30 P. M. Moved by Councilman Selby, seconded liy Councilman Love, that any member of the City Council desiring so to do and the City Clerk be authorized to attend the 91st monthly meeting of Los Angeles County Division of the League of California Municipalities, to be held at Los Angeles Police Pistol Range, Thursday, December 15th, 1938, and that those so attending be further authorized to file their demand against the City for their actual.and necessary expenses in connection therewith. REFLJBLIC PETROLEUM COM1PA1\7Y, dated December 14th, 1938, being an application for a permit to move a one story frame corrugated iron sheathed office building from its-present location to a new location in Section 18 within the City of El Segundo. . p 146 Requisite deposit of fees having been made, it was moved by Councilman Hes ,jer, seconded by Councilman Selby, that Republic Petroleum Company be and it is hereby granted permission to move a one story frame corrugated iron sheathed office building into the City of El Segundo on the 16th day of December, 1938, beginning at or about the hour of 3 P. m. of said day, weather permitting, and in event weather does not permit, at such time thereafter as it is pzacticable so to, do; provided permittee shall route the building during the course of its removal, over and along E1 Segundo Boulevard from the easterly city linits to a point approximately 2500 feet westerly of Inglewood- Redondo Road, thence southerly over private property to its proposed location at a point.approximately 250 feet South of El Segundo Boulevard; provided further, that permittee shall notify the Poliqe Department of the City of E1 Segundo prior to bringing said building within the City limits so that said Police Department may afford adequate police protection to traffic during the course of such removal, and, provided further, that the work of moving said building, while within the coiZporate limits of the City of E1 Segundo, shall be prosecuted and completed to the satisfaction of the Street Superintendent of the City of El Segundo; and, provided further, that upon arrival at destination, skid building shall be placed upon foundations and otherwise made to gonform to existing Building Ordinances of the City of E1 Segundo, and to the satisfaction of the Building Inspector of said City. Carried. None. ORAL CO = TICATIONS . REPORTS OF STANDIIIG COUJITTEES. None. REPORTS OF OFFICERS AND SPECIL Co1jL1ITTEES. The City Clerk reported that Iuir. Arnold Schleuniger had requested the removal of certain ornamental trees from the parking in front of his premises situated 314 -320 Virginia Street within the City of El Segundo, and,upon motion of Councilman Selby, seconded by Councilman Love, which carried unanimously, the matter was referred to•the Street Superintendent for attention. Assistant City Engineer Chilson reported that the flushing of water mains of -the municipal water department of the City of E1 Segundo is approximately 50% completed. Assistant City Engineer Chilson, reporting with respect to the abandonment by the Union Oil Company of its wells known as El Segundo Nos. 2 and 3, as brought to the attention of this Council at its last regular meeting through the communication of said Company dated December 6th, 1938 and filed with this Council December 7th, 1938, stated that he had communicated with.the Division of Oil and Gas of the Department of Natural Resources of the State of California, and had received from said Department a communication dated December 13th, 1938, advisin.g•that said wells had been abandoned under the supervision of said Division, but that the completion of the abandonment of the well known as El•Segundo No. 2 has been held in abeyance due to the fact that this well is being taken over by Lane Wells Company, who agreed to complete the,abandonment as soon as it is through using the well for purposes of testing its equipzent. The communication was read in full to the Council and by general consent action in the matter was held in abeyance until•the next regular meeting of the Council. The City Attorney reported that title to Lots 1 to 6.inclusive of Tract No. 10058 in the City of El Segundo is now vested iin.said City, ,. subject to certain exceptions heretofore noted by and explained to chls Council. He stated further that he had delivered to the City Clerk certain deeds referring to said property, the Title Insurance and Trust Company ts joint protectiop policy No. 1588754 covering said property, the escrow statement of Security -First National Bank of Los Angeles, Inglewood Branch, showing the charges and credits in said escrow, also a return remittance of $288.501 as represented by escrow Check No. 477950 of Security -First National Bank of Los Angeles, Inglewood Branch, dated December 9th, 19389 payable to the order of the City of E1 Segundo. P 147 ; The City Attorney reported that title to Lot 59 Block 8, Tract 1685, in the City of E1 Segundo, is now vested in said City, subject to certain exceptions heretofore noted and explained to this Council; that in connection therewith he is delivering to the City Clerk Joint Protection Policy No. 1595758 of Title Insurance and Trust Company covering said property; also escrow statement of Security -First National Bank of Los Angeles, Inglewood Branch, showing the charges and credits in connection with the handling of the escrow, also return remittance of $17.50 as represented by Escrow Cheek No. 477960 of Security -First National Bank of-Los Angeles, Inglewood Branch, dated December 131 1938, made payable to the order of the City of El Segundo. Assistant City Engineer Chilson reported that Los Angeles Fencing Company had completed the construction of a fence around the new water treatment plant of the City of E1 Segundo and that the work is satisfactory in all respects and acceptable as completed. It was thereupon moved by Councilman Hesser, seconded by Councilman Selby, that the following resolution be adopted: Z "SEAS, this Council is presently informed that Los Angeles Fencing Company has fully and compretely performed all of the terms and conditions on its part to be made or performed in connection with the construction of the fence around the water treatment plant of the City of El Segundo, as contemplated in the contract referred to in the resolution of this Council ad -opted November 9th, 1938; AND, VMREAS, the Assistant City Engineer has reported to this Council that all of the work contemplated has been performed in accordance with the requirements therefor and to 't7he iVater Superintendent's complete satisfaction 'and approval;- NOW, TEEI REFORE, BE IT RESOLVED, that the action of the Water Superintendent in proceeding with the said work as contemplated in the proposal of said Los Angeles Fencing Company and in the resolution of said Council adopted November 9th, 1938, be and the same is hereby approved, ratified and confirmed by this Council in all particulars; AND BE IT FURTHER RESOLVED, that since the work contemplated to be performed has been fully performed to the satisfaction of the C-ity of E1 Segundo, that the City Clerk be and he is hereby authorized and instructed to return to the said Los Angeles Fencing Company its check No.• 10762 for the sum of $360.00, -deposited by said Company as security for the performance of said work; AND BE IT FURTHER RESOLVED, that the action heretofore given, instructing the City Attorney to prepare a written form of contract in said regard be and the same is hereby rescinded and that the contract for said work shall be deemed to be the offer made by said Company and the acceptance thereof by this Council at its said meeting of November 9th, 1938. The foregoing resolution was adopted by the following vote: Ayes: Councilmen Hesse =, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Gerow. SPECIAL ORDER OF BUSINESS. The hour,-of 7 - :15 ofclock P. M•. at this meeting having heretofore been fixed,as the time and place for receiving bids for furnishing the City of E1 Segundo with-certain trucks anal- "automobiles, the mayor announced the hour of 7:14 o'clock P. M. and asked if any person or persons present desired to file bids in that connection. The hour of 7:15 o'clock P. M. having arrived, the Mayor declared the time for receiving bids for furnishing the City of E1 Segundo with certain trucks and automobiles as advertised for, closed. P 1414 The City Clerk thereupon announced that'he had in his possession eight packets containing bids. It appearing that the matter of further cons-ideration of bids heretofore received for drilling a fresh water well for the City of El Segundo also had been scheduled for this time, it was moved by Councilman Hesser, seconded by Councilman Love, that the Council first proceed to open, examine and publicly declare all of the bids received for furnishing the City of El Segundo with certain trucks and automobiles as advertised for and thereafter to proceed with the further consideration of bids heretofore received for drilling, casing and completing a certain water well for the City of El Segundo. The motion carried unanimously. Carried. - At this point the Council proceeded with a further consideration_ of the bids heretofore received for drilling, casing and completing a water well for the,City of El Segundo, following which it was moved by Councilman Love, that Resolution No. 467, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, AlLARDING TO ROSCOE MOSS COMPANY TEE CONTRACT FOR CONSTRUCTI1Z AND COM- PLETING LATER yLL N0. 5 IN AND FOR. M. at this meeting, having heretofore been fixed as the time and date for further considering the bid heretofore received by-this Council for furnishing the City of El Segundo with certain welded steel pipe as advertised for and said hour having arrived, the Council proceeded to and did consider said bid, after which it was moved by Councilman Love, seconded by Councilman Hesser, that Resolution No. 468, entitled: A RESOLUIIOI7 OF THE CITY COUNCIL OF THE CITY OF • EL SEGUNDO, CALIFORNIA, AWARDING TO AMERICAN PIPE - AIM STEEL CORPORATION THE CONTRACT FOR FURNISF-ING TO SAID CITY CERTAIN WELDED STEEL PIPE, which was read, be adopted.
