A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7:00 otclock P. M. on the above date,
in the Council Chamber of the City Hall of said City, by Peter E. Binder,
Mayor.
ROLL CALL,
Councilmen Present: Gerow, Hesser, Selby and Mayor Binder.
Councilmen Absent: Love.
Other Officers Present:

READIIZ OF MINUTES OF PREVIOUS 1METING.
The minutes of the regular meeting held on the 30th day of November,
1938, were read. No errors or omissions appearing, it was moved by
Councilman Gerow, seconded by Councilman Hesser, the minutes be approved as
read. Carried.
The minutes of the adjourned regular meeting held on the 6th day of
December, 1938, were read, without error or omission appearing, and it was
moved by Councilman Gerow, seconded by Councilman Hesser, the minutes be
approved as read. Carried.
WRITTEN COM9JNICATIONS .
The following communications, which were read to the Council, were
disposed of in the manner indicated following the reference to each herein
after:
UNION OIL COiaPANY OF CALIFORNIA, dated December 6th, 1938, advising
of thesbandonment of its El Segundo Wells Nos. 2 and 3, requesting that the
permits therefor be terminated and that Union Oil Company of California and
Hartford Accident and Indemnity Company be relieved of the obligations assumed
under bonds heretofore filed with respect to said wells as required under the
terms of Ordinance No. 211 of the City of E1 Segundo; advising also that the
upper portion of the hole at its El Segundo Well No. 3, together with casing,
surface connections and concrete derrick foundation has been taken over by
Lane j' �e11s*Company.of Los Angeles for testing and experimental purposes.
Moved by Councilman Selby, seconded by Councilman Gerow, that the
following resolution be adopted:
RESOLVED, that the communicat�on.from Union Oil Company
of California, dated December 6th, 1938, and entitled "File
No. 53844 ", be received and placed on file in the office of
the City Clerk, and that said City Clerk be and he is hereby
instructed to advise said Union Oil Company of California
that the City Council is not disposed to approve the abandon-
ments he
to-or to release any of the obligations metLtioned
until such time as zhe City Council_ shall have been furnished,
with full, true and correct copies of any assignment or assign-
ments from the Union Oil Company of California to Lane Wells
Company of any interest or interests relating to said wells or
either of them and the conclusion of arrangements between the
City of El Segundo and said Lane Wells Company, but that this
Council, in the event satisfactory arrangements were made with
said Lane ; "Jells Company by the City of El Segundo and in the

event the City Engineer reports the matter of the"
abandonment referred to to be satisfactory, would be
willing to release said obligations as to any liability
accruing thereafter;
AND BE IT FURTHER RESOLVED, that the City Engineer be
and he is hereby instructed to investigate the matter of
the abandonments referred to and report thereon to this
Council at its next meeting.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.

S. V. CORTELYOU, District Engineer, Division of Highways,State of
California, dated December 6th, 1938, advising of the denial of the request of
the City of El Segundo for traffic actuated signals to be installed in Sepulveda
Boulevard at its intersection with El Segundo Boulevard, due to the fact that
the traffic count taken at this intersection showed less than half the minimum
warrant required for traffic signals.
The matter was discussed at length, whereupon the Mayor, with the' consent
of the City Council, authorized and instructed the City Clerk to address a
communication to the District Engineer, Division VII of the Division of Highways
of the State of. California, requesting that said Engineer or his authorized
representative or representatives meet with the City Council at its regular
meeting to be held on the 21st day of December, 1938, beginning at the hour of
7:00 P. Y. of said day,.with reference to the necessity for the installation of
traffic control signals at the intersection of Sepulveda Boulevard and El
Segundo Boulevard within the City of El Segundo and that in said communication
said Clerk indicate that in the opinion of the City Council the extreme
importance and necessity of this matter justify the request herein made.
Moved by Councilman Gerow, seconded by Councilman Hesser, that the Chief
of Police of the City of El Segundo be and he is hereby authorized and directed
to cause a twelve hour traffic count to be made at the intersection of El
Segundo Boulevard and Sepulveda Boulevard and to advise this Council respecting
the result of such traffic count. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder,
Noes: Councilmen None.
Absent: Councilman Love.
Application of Robert L. Weller for employment by the City of El Segundo.

SPECIAL ORDERS OF BUSII7SS.
The hour of-7:15 o'clock P. M. at this meeting having heretofore been
fixed as the time and place for giving further consideration to the bids heretofore
received for drilling, casing and completing a water well for the City of E1
Segundo, to be known as Water Well No. 5, and said hour having arrived, the
Mayor announced the fact and that the Council would at this time proceed with
a further consideration of said matter.
After consideration of said bids, it was moved by Councilman Selby,
seconded by Councilman Hesser, that all bids heretofore received for drilling,
casing and completing'Water Well No. 5 for the City.of E1 Segundo be taken under
further advisement until the hour of 7 :15 o'clock P. M, at the regular meeting
of this Council to be held December 14th, 1938. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder,
Noes: Councilmen None.

The hour of 7:30 o•clock P. M9 at this meeting having heretofore been
fixed as the time and place for giving further consideration to the bids
heretofore received for furnishing the City of El Segundo with certain 12"
10 gauge welded pipe and said hour having arrived, the Mayor announced the fact and
that the Council would proceed with the further consideration of said bid.
After such consideration, it Was moved by Councilman Hesser, seconded by
Councilman Selby, that the bid of American Pipe & Steel Corporation, received
November 16th, 1938, for furnishing the City of El Segundo approximately 3000
feet of 12" - 10 gauge welded pipe be taken under further consideration by this
Council until the hour of 7 :30 o'clock P. M. at the regular meeting of this
Council to be held December 14th, 1938. C9rried by the following vote:

REPORTS OF OFFICERS AND SPECIAL COINATITTEES.
The City Attorney reported that he, the City Clerk and Councilman Gerow
had this date attended the hearing before the Railroad Commission respecting
the application of the City of El Segundo, et al for a reduction in overhead
street lighting rates, which hearing had been adjourned from a prior date
to the hour of 10 :00 A. M. this date; that Mr. L. H.-Stewart, who-is-
prosecuting the application on behalf of the cities, had put Mr. M. E. Summers,
Engineer, on the stand to testify and that he had explained in detail additional
exhibitions which were filed with the Commission and designated as Exhibit
Nos: 24 and 25;-that it is antidipated that Southern California Edison Company,
Ltd. will present its case beginning January 12th, 1939 and continue until
its presentation is concluded and that the-City's representatives may file
their arguments at a further hearing which it is anticipated will be on
January 25th, 1939.
The City Clerk reported that he had received from the Escrow Department
of Security -First National Bank of Inglewood, a form of deed for acceptance,
executed by Robert Mehler, an unmarried man, conveying title to Lot 5, Block 8,
Tract 1685, E1 Segundo, to the City of E1 Segundo.
The deed having been approved as to form by the City Attorney, it
was moved by Councilman Gerow, seconded by Councilman Hesser, that the
following resolution be adopted:
'RESOLVED, that that certain Grant Deed from Robert
Mehler, an unmarried man, dated the 23rd day of November,
1938, conveying to the City of•El Segundo the following
described real property in the City of El Segundo, County
of Los Angeles, State of California, to -wit:
Lot Five (5),,,iri7Block Eight (8), in Tract
Sixteen Hundred Eighty -five (1685), as per
map Book 21, page 98 of Maps, records on file
in the office of the County Recorder of Los
Angeles County, California,
for'publ-ic purposes, be and the same is hereby accepted by
and.on behalf of the-City o° -El Segundo;
AND By IT FUP.Tf R RESOLVED, that the City Clerk be
and he is hereby authorized and instructed to cause the said
Deed to be placed of record in the office of the County
Recorder of Los Angeles County, California.
The foregoing resolution was adopted by the following vote:

Mayor Binder reported that Mr. McIlwaine is in need of pipe tree stakes
and that he believes at least 500 feet of discarded pipe suitable for the
purpose may be procured from the Salvage Department of the Standard Oil Company.
It was thereupon moved by Councilman Selby, seconded by Councilman Hesser,
that the - Street Superintendent by and he,is hereby authorized to purchase
used .pipe for making tree stakes, the cost thereof not to exceed $50.00.
Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
Councilman Gerow reported that there are in the municipal warehouse some.
rugs which had been placed in storage after the fireman's living quarters in
the City Hall were abandoned and that if same were cleaned and sevred they
might be used in the proposed men's recreational quarters.
Moved by Councilman Hesser, seconded by Councilman Selby, that rugs owned
by the City in storage at the municipal warehouse be cleaned and sewed and
conditioned for use in the proposed men's recreational quarters, all at a cost
of not to exceed $6.00, plus California State Sales Tax, if any. Carried by
the following vote: .

The City Clerk reported he desired to purchase a new typewriter desk for
use in his office, and that the desk he would then discard would be turned over
to the Assistant City Engineer. It was thereupon moved by Councilman Gerow,
seconded-by Councilman Hesser, that the City Clerk be authorized to purchase a
new typewriter desk for use in his office at a total cost of not to exceed $45.00,
plus California State Sales Tax. Carried by the following vote:

• Assistant City Engineer ChUson reported he had been advised that the
W. P. A. storm drain project will ,open December 13th, 1938" e:}d he thereupon
presented a memorandum of pipe requirements fqr this project.
Following examination of the same, it was moved 1y Councilman Selby,
seconded by Couneilman.Genow, that a copy of "Pipe Requirements for Storm
• Water Project for the City of El Segundo, dated December 7th, 1938';, Rresented
• this Council this date, be filed with the City Clerk for identification and
• reference; that the City Attorney.be and he is hereby directed to prepare a
• notice calling for bids on the requirements as indicated therein and that the
• City Clerk be authorized and directed to advertise Cor bids for furnishing the
City of El Segundo the materials described therein in time, form and manner
as required by law. Carried by.the following vote:

After examination of the same, it was moved by Councilman Gerow, seconded
by Councilman Hesser, that that certain report of the City Engineer, entitled:
"Description of Pump and Motor To Be Advertised For in Connection With 1VPA
Storm Water Project ", dated December 7th, 193$, be placed on file in the office
of the City Clerk for identification and reference; that the City Attorney be
authorized and directed to prepare a notice calling for bids upon the same, and

that the City Clerk be authorized and directed to advertise for bids for
furnishing the City of El Segundo with said equipment, said notice to be
published in the time, form and manner required by law. Carried by the
following vote:

Assistant City Engineer Chilson advised that weather conditions are
advantageous for oiling the shoulders and banks of the fill recently made in
El Segundo Boulevard westerly of Sepulveda Boulevard; that it is possible
at this time to borrow from the Standard Oil Company equipment necessary to
do such work; and that the cost thereof would not exceed $75.00.
It was thereupon moved by Councilman Selby, seconded by Councilman Gerow,
that the Street Superintendent be and he is hereby authorized and directed
to cause the shoulders and banks of that certain fill in El Segundo Boulevard
westerly of Sepulveda Boulevard to be oiled, at a cost of not to exceed
$75.00. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.

Assistant City Engineer Chilson reported that the flushing of water mains
of the City of E1 Segundo is now about 35% completed.
