1938 AUG 17 CC MINP El Segundo, California. August 17th, 1938. A regular meeting of the City Council of the City of El Segundo, California, was called to order at 7:00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by,Peter E. Binder, Mayor, ROLL CALL. - Councilmen Present: Hesser, Love and Mayor Binder, Councilmen Absent: Gerow and Selby. Other Officers Present: R. T. Hutchins - City Engineer. Lester 0. Luce - Representing City Attorney Clyde Woodworth, Victor D. McCarthy - City Clerk, READING OF MINUTES OF PREVIOUS 1.1EETING. The minutes of the regular meeting held on the 10th day of August, 1938, were read. No errors or omissions appearing,..it was moved.by _ Councilman Love, seconded by Councilman Hesser, the minutes be-approved as read. Carried. I ,qRITTEN CO11MT1CATIONS. The following communications, which were read to the Council, were disposed of in the manner indicated following the reference to each hereinafter: Application of Arthur T. Comstock for employment .by the City of E1 Segundo. Ordered filed. H. L. BYRAMT, Tax Collector, Los Angeles County, dated August 12th, 1938, making demand upon the Council to provide funds for the payment of all delinquent assessments in connection with special assessment bonds issued for the improvement of Oak Avenue, within the City of El Segundo, pursuant to the provisions of Resolution of Intention No. 210 of the City Council of said City. Moved by Councilman Love, seconded by Councilman Hesser, that the City Clerk of the City of E1 Segundo be and he is hereby authorized and directed to acknowledge receipt of the communication of the Tax Collector of Los Angeles County, Califorhia, dated August 12th, 1938, making demand upon the City Council of the City of El Segundo, as required by law, to provide funds for the payment of all delinquent assessments in connection with special assessment bonds issued-for the improvement of Oak Avenue, within said City, and to advise said County Tax Collector that any amounts needed in order to comply with his demand will be transferred from the General Fund of the City of E1 Segundo to the Oak Avenue Improvement Bond Interest and Sinking Fund. Carried by the following vote: Ayes: Councilmen Hesser, Love and Mayor Binder, Noes: Councilmen None.' Absent: Councilmen Gerow and Selby. LOS ANGELES =OST NO. 8, AMERICAN LEGION, requesting that the City of El Segundo have an entry in the first annual bathing beauty contest to be held at Redondo Beach, Sunday, August 28th, 1938. By general consent the matter was referred to i.ir. J. F. Kemp, Recreational Director. .ALLEY L. NELSON, dated August 15th, 1938, being application to move a one story frame building out of the City of E1 Segundo. P 51 Moved by Councilman Hesser, seconded by Councilman Love, that Allen L. Nelson be and he is hereby granted permission to move a one story frame building from its present location in a portion of Section 7 within the City of E1 Segundo to a point outside said City. Said building shall be moited upon rubber tired dollies, and during the course of such removal shall be routed easterly on E1 Segundo Boulevard from a point approximately.l /4 mile easterly of Sepulveda Boulevard to the easterly City Limits. Such removal shall take place on the 18th day of August, 1938, beginning at or about the hour of 9 :00 A. Li. and shall proceed under.the direction of the Police Department of the City of El Segundo as to traffic safety and in all other respects shall be 'prosecuted to the satisfaction of the Street Superintendent of said City. DE ART1,1E11T OF COY, IERCE, Bureau of Air Commerce, dated August 10th, 1938, responding to a communication previously addressed to said Bureau by the City Clerk pursuant to direction of the Council, advising that said Bureau is interested at all times in safe and sane flying and recommending that a committee designated by the Council confer with Richard B. Barnitz, Director of the Los Angeles Llunicipal Airport in an endeavor to work out a flying procedure which will eliminate low flying over the City of El Segundo. Oa motion of Councilman Love, seconded by Councilman Hesser, which carried unanimously, Mayor Binder, Councilman Love, City Engineer Hutchins and City Clerk I,= cCarthy were named as a committee to confer with Colonel Barnitz, Director of .Los Angeles Municipal Airport, and the City Clerk was directed to arrange for a time and place for such conference and to invite a representative of the Bureau of Air Commerce to attend said meeting. LOGAN R. COTTON, dated August 16th, 1938, making application for employment as Auditor of the books and accounts of the City of El Segundo for the fiscal year 1938 -39. Ordered filed. ORAL COIUMCATIONS - Mr. R. M. Dingnan addressed the Council briefly relative to the matter of airplanes flying at low altitude over the City of E1 Segundo, and he was advised that the matter is having the Council's attention. REPORTS OF STANDING COMLffTTEES. None. REPORTS OF OFFICERS AND SPECIAL CO1Z11TI -" -S - The Chief of Police reported'that* pursuant to the Council's direction, he had addresse4 Mr. R. T. Dorsey, Street Traffic Engineer of the Police Department of the City of Los Angeles relative to the proposal made by Ku. Dorsey to install automatic traffic signals at the intersection of Imperial HS.ghway and Inglewood- Redondo Road, and that I1r. Dorsey had further'informed ham that he is in accord with the Counci.l's belief that signals are not required at the named intergeclion at the present time. City Engineer Hytdllins reported that under date of August 17th, 1938, he had addressed a commun.icatign to the Board of Public Works of the City•of Los Angeles relative to the.enlargement�of the drainage structure under Imperial Highway westerly oC Inglewood- Redondo Road and had been advised ovally that it is cuite'lik@ly.the City.of Los Angeles will perform all of the necestary labor, provided tl�e Qity of E1 Segundo will furnish the necessafy pine and materials and - resurface the roadway. Following dideussion, it was movad by Councilman Lova, secohdAd by Council -nan Hesser, that the City Engineer of the City of El Segundo be and he is hereby authorized and directed to cooperate with the City of Los Angeles in enlarging the drainage facilities under Imperial Highway adjacent to Inglewood - Redondo Road, by furnishing such labor, - materials and /or equipment as may represent the proper share of the City of E1 Segundo in the expense of said work, provided the cost to the City of El Segundo shall not exceed the sum of $250.00. Carried by the following vote: • 3 P 52 Ayes: Councilmen Hesser, Love and Mayor Binder. Noes: Councilmen None, Absent: Councilmen Gerow and Selby. SPECIAL ORDER OF BUSINESS. The hour of 7:30 o'clock P. M. at this meeting having heretofore been fixed as the time and place for considering bids received August 10th, 1938, for purchasing garbage collected by the, City of E1 Segundo and said hour having arrived, the Mayor announced the fact and stated that the Council would at this time proceed with the consideration of said bids so received. The Council then proceeded to and did consider said bids, after which it was moved by Councilman Love and seconded by Councilman Hesser, that all bids received August 10th, 1938, for purchasing garbage collected by the City of El Segundo, which said bids were on said date taken under consideration until this time at this meeting, be and the same are hereby taken under further consideration until the hour of 7:30 P. M., Wednesday, August 24th, 1938. Carried, UNFt,INISEED BUSINESS. Councilman Hesser introduced Ordinance No. 216, entitled: AN ORDINANCE OF THE CITY OF EL SEGiJr]DO, CALIFORNIA, FIXING THE AMOUNT OF MONEY NECESSARY TO BE RAISED BY TAXATION UPON THE TAXABLE PROPERTY FEIN AS A REVENUE TO C4MY ON = VARIOUS DEPARTMENTS (INCLUDING TIB EL §EGUNDO PUBLIC LIBRARY) AND PAY THE BONDED INDEBTEDNESS OF SAID CITY FOR THE CURPENT FISCAL YEAR, 1938- 19399 which was read. The Superintendent of the Water Department advised the Council that there are 27 water consumers' accounts, which he considers uncollectible on the books of the 7iater Department and he reauested authority to write the same off. The Superintendent of the 77ater Department reported to the Council th`t the grater produced in Water. Tuell' No. 4 has characteristics which make it'undersirable for domestic use notyrithstanding a long period of pumping and various procedures taken to clarify the production. He recommended that no'additional monies be spent upon the same and that authority be given to' abandon and plug the well. Thereupon, by general consent, the Superintendent of the 17ater Department eras directed to proceed with the abandonment and sealing off of .later Department Water ;`Tell No. 4, and that before proceeding with the plugging of said well, he investigate to determine the best engineering practice with respect to sealing or plugging water wells, Flo further business appearing to be transacted at this meeting, it was moved by Councilman Hesser, seconded by Councilman Love, the meeting adjourn.
