A regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7 :00 otclock P. lt�. on the above date, in.the Council Chamber of the City Hall of said City, by Peter E. Binder, Mayor. ROLL CALL.' Councilmen Present: Gerow, Hesser, Love and Mayor Binder. Councilmen Absent: Selby, Other Officers Present: City Attorney - Clyde Wooduorth. City Engineer - R. T. Hutchins ` Consulting Engineer - L. .;. Alexander. City Clerk - Victor D. IcCarthy. READING OF MINUTES OF PREVIOUS 15E1.11ING. The minutes of the regular meeting held on the 3rd day of August, 1938 vrere read. No errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Hesser, the minutes be approved as read. Carried. WRITTEN COI.r lUNICATIONS . The following communications, which were read to the Council, were disposed of in the manner indicated following the reference to each herein- af ter: WILLTAIA N. KEE and others, dated August 10th, 1938, complaining about the noise vrhich emanates from the diaphone air receiver on the North side of the City Hall at such times as the air compressor 'in 'the 'City Hall basement is operating to maintain pressure in said air receiver at sufficient poundage to operate the fire whistle. Moved by Councilman Gerow, seconded by Councilman Hesser, the following resolution be adopted: RESOLVED, that the communication from William N. Kee and others, dated August 10th, 1938, respecting the noisy operation of the air compressor at the City Hall, be received and placed on file in the office of the City Clerk; and BE IT FURT.HER RESOLVED, that said City Clerk be and he is hereby directed to advise the writers that this Council will take all means possible to eliminate the cause of complaint; and BE IT FURTHER RESOLVED, that the matter be referred to the City Engineer and to Councilman Gerow for the purpose of investigation and correction, with power to act. BOOR, Consulting Engineer, dated August 8th, 1938, advising that he has terminated his connection with the engineering staff of the P. ,11. Moved by Councilman Hesser, following resolution be- adopted: seconded by Councilman Love, that the RESOLVED,,that the communication from the Recreation Commission of the City of El Segundo,' California, dated August 10th, 1938, be placed on file in the. office of the City Clerk for reference;: and BE IT FURTHER RESOLVED, that the request of said Commission be and the same is hereby approved and that there is hereby allocated, reserved and set aside from the General Fund -of the• said City into a new fund to be knovin and designated as "Recreation Fund" the sum of X450.00, which said sum shall be expended upon proper demands therefor to be presented, audited and allowed in the usual manner for the lawful use and purposes indicated in the communication of said Commission above referred to. 4.7 1 The foregoing resolution was adopted by the following vote: Ayes: Councilmen Gerow, Hesser, Love and Mayor Binder. Ordered filed. APPLICATIONS of JOHN FRS WILSON, Verlon Elmer Boyer, Kenneth Garland Bogan, for employment-by the City of E1 Segundo. Ordered filed. SPECIAL ORDER OF BUSINESS. The hour of 7:30 o'clock at this meeting, having heretofore been fixed as the -time and place for the reception of bids on garbage, the Mayor announced the hour of 7:29 and asked if there were any.person or persons present who desired to file bids for purchasing garbage collected by the City of El Segundo. - The hour of 7:30 P. M. having arrived and all bids being in, the ?Mayor declared the time for receiving bids on sale of garbage as advertised 'for, closed. The Clerk announced that three bids had been received, whereupon it was moved by Councilman Gerow, seconded by Councilman Love, that the Council proceed immediately to open,'examine and publicly declare all bids received this date for purchasing garbage collected by the City of El Segundo, Carried, The Council proceeded to open, examine: and publicly, declare said bids so received, which said bids were found by said Council to be as follows, • to -wit: Bid of C. J. ZE OW INC., as follows, to =wit: - • "August 10, 1938. Pursuant to the Notice -to Bidders on Garbage heretofore published, July 28th and August 4th, 1938, the undersigned, C. J. Lydns, Inc., a California corporation, hereby proposes to purchase from the City. of E1 Segundo in accordance with the terms and.conditions P 46 set forth in said Notice to Bidders, garbage collected by the said city on the basis of a contract for the period of twp years.from the date of contract to be awarded to the successful bidder, the undersigned agreeing to pay for said garbage on the basis of a-two year period the sum of $10.75 per month. Said bid was accompanied by Cashiers Check No. 512434, drawn on Venice Branch Security -First National Bank of Los Angeles, payable to the City of E1 Segundo in the sum of 4100.00. Bid of Ed. Newburg, as follows, to -wit: "August 10, 1938. In accordance with your advertised notice for bids for the removal of garbage I hereby offer to pay the sum of $20.00 per month for all garbage collected in the City of El Segundo for 1, 2 or 3 years. Said.bid was accompanied by Certified Check No. 1336, drawn on Inglewood Branch, Bank of America National Trust a4d Savings Association, payable to City of El Segundo in the sum of $100.00. Bid of- Luther W. Andrews, as follows, to -wit: "I, Luther W. Andrews, hereby submit the following bid: to collect and dispose all garbage from your hopper, according to the specifications advertised in your paper, for the sum of $10.00 per month for a term of 3 (three) years. I, Luther We Andrews, have hauled your garbage from the hopper for the past 2 (two) years and. -am acquainted -with the work. If I am the successful bidder I will continue, to give the same service as in the past.: Respectfully, Route 1, Box 27 LUTHER W. ANDRMUS." Torrance, Calif. . Said bid was accompanied by Check No. 481, drawn on Torrance National Bank, payable to City of E1 Segundo in the sum of $100.00. Thereupon it was moved by Councilman Love, seconded by Councilman Gerow, that all bids received this date for purchasing the garbage collected by the City of El Segundo, as advertised for, be taken under advisement- iintil the hour of 7:30 P. 11. at the regular meeting of this Council to be held August 17, 1938. Carried. Pursuant to previous.order of the Council, fixing the hour of 7:30 P. M. at this meeting for further consideration of bids heretofore received for funnish-ing -the City of Fl Segundo with certain pumps and motors for use at its water treatment plant, the Council at this time proceeded with a further consideration of such bids. Consul.ing Engineer L. J. Alexander and City Engineer R. T. Hutchins, who.were present at the meeting, made recommendations to the Council with respect to their investigation.and studies of the equipment offered, and as to the efficiency of such equipment in relation to the duty same is to perform. These officers were interrogated by members of the Council and by the City Attorney respecting their several recommendations, after which it was moved by Councilman Love, seconded by Councilman Gerow, that Resolution No. 463, entitled: A RESOLUTION OF THE CITY COUNCIL OF TEE DITY OF EL SEGUNDO, CALIFORNIA, AVIARDLZ CERTAIN CONTRACTS OR ORDERS FOR FURNISHING SAID CITY '1= CERTAIN PUU PS AND MOTORS FOR THE Vllk R TREATL PLANT OF SAID CITY, which was read, be adopted. Councilman Hesser of the Public;lokks Committee reported that a number of ,persons had approached him with the request that some method be devised for protecting automobile traffic entering Imperial Highway from Sheldon Street. Following discussion, it was moved by Councilman Hesser, seconded by Councilman Gerow, that the Street Superintendent be authorized and directed to purchase and install at.an aclvarttageous location adjacent to the intersection of ,Imperial Highway and Sheldon Street, a reflectorized "Side Road" sign, the, total cost thereof not to, eNceed 01,00000"­Carried by the following vote: Ayes: Noes: Absent: Councilmen C;erow, Hesser, Love and Mayor Binder, Councilmen Done. ' Councilman Selby. ' REPORTS OF OFI;ICERS l TD SPECIAL CONMITTEES. The City Engineer reported having received a communication fromIR. T. Dorsey, Traffic Engineer.of the Police Department of Los Angeles, said communication being dated August 8th, 1938, bearing File No. 7053, imiquiring whether or not the City of El Segundo would be willing to pay approximately $4QO.00 as its proportionate shere of the cost of installing traffic signals at,Imperial Highway and Inglewood Redondo Road. Following discussion,-the City Engineer was directed to further confer with Pair. Dorsey respecting the matter and to report back to the Council at a later date. The City Engineer at this time reported that the Engineering Department of the City of Los Angeles had requested this city's cooperation in sharing the cost of lowering a certain culvert crossing Imperial Highvray adjacent to Inglewood- Redondo Road. He explained the reasons for the projected change of location of said ci4vert, and members of the Council'suggested other methods of treatment of the problem involved. At the conclusion of the discussions, it was moved by Councilman Gerow, seconded by Councilman Hesser, that the City Engineer of the City of El Segundo be authorized and directed to discuss with the City Engineer of the "City of Los Angeles, the mpat�er of culvert reconstruction at Imperial Highway and,Inglewood- Redondo Road, with authority to obligate the City to pay its share of such treatment.of the problem as may be mutually agreed upon. C. Bixler until August 15th, 1938, and thereafter and until the return to -duty of the Fire Chief, under the supervision and direction of 0. H. Barber.
