A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7:00 o'clock P. M. on the above date,
in the Council Chamber of the City Nall of said City, by Peter'E..Binder,
Mayor.
ROLL CALL.
Councilmen Present: .' Gerow, Hesser, Love, Selby and Mayor Binder,
Councilmen Absent: None.
Other Officers Present:
City Attorney: Lester 0. Luce, representing Clyde Wbodwor;,h.
City Engineer: R. T. Hutchins,
City Clerk: Victor D. McCarthy.
READING OF MINQTFES OF PREVIOUS I- EETING.
The minutes of the regular meeting held on the'27th day of July, 1938,
were read. No errors or omissions appearing, it was moved by Councilman
Love, seconded by'Councilman Selby, the 'minutes be approved as read. Carried.
14RIT''EN C OU.11UNICATIONS.
The following communications, which were read to the. Council, were
disposed of in the manner indicated, following the reference to eachiherein-
after:
DIVISION bF OIL AND GAS,.Department of Nhtural Resources, State of
California, dated July 28th, 1938, advising that certain oil companies, which
had obtained permission from the Division of Oil and Gas to dispose of salt
water behind or between strings of easing in wells drilled in-the El Segundo
field had withdrawn their proposal, advising further that the Division is
interested in the.proper protection of the surface and domestic water supply
and will cooperate in any way possible to .a solution of the problem in hand.
Ordered filed.
HONORABLE FRANK, L. SHAW, Mayor of the City of Los Angeles, inviting
the City Council and other members of the City Government to attend the 4th
Annual Convention of the Western.Safety Conference, to be held at Los Angeles,
September 12th to 16th, 1938, and requesting a response as to this Cityl.s
participation.. By general consent action in the matter was deferred one week.
RAY-INGELS, Chairman, Traffic Safety Committee, Department of Motor
Vehicles, State of California, dated July 26th, 1938, advising that at a
Convention of the State Traffic Safety Committee held in Fresno, California,
early this year,.a resolution was adopted requesting areas not now having such
an ordinance,.to enact one, making it unlawful fora person to be and appear
in a public place in a drunken condition, thus to make it possible for an
officer to arrest an obviously intoxicated person before he enters an automobile
to drive she same rather than after he has caused an accident.
It appearing the City of E1 Segundo has such an ordinance in effect,
the'co=Lunication was ordered filed without further action being taken thereon.
BAY DISTRICT PXPEZTY OIaJNEPS ASSOCIATION, dated July 27th, 1938,
with reference to inauguration of a bus transportation system. Ordered filed. '
souTHERTT CALIFORNIA EDISON COMPANY, dated August 2nd, 1938; with
reference to.the lighting of streets as a crime deterrent and traffic safety
factor, and offering the services of its lighting engineers in an advisory -
capacity with reference to additional street lighting. Ordered filed.

BELYEA`TRUCK COMPANY, dated August 3rd, 1938, applying for permission
to move a ona story frame corrugated iron warehouse building out of the City
of El Segundo.
Requisite deposits in connection therewith having been made to the
City Clerk, it was moved by Councilman Hesser, seconded by Councilman Gerow,
that Bejyea Truck Company be and it is hereby granted permission to move 'a
one story frame corrugated iron sheath warehouse building from its present
location on a portion of Section 18 within the City of E1 Segundo to a point
outside of said City, said removal to take place on the 5th day of August,
1938, beginning at or about the hour of 3 :00 A. LT.; said building, during
the course of such removal, to be routed easterly on El Segundo Boulevard from
a point approximately 1/2 mile westerly Of the easterly city limits to
Inglewood- Redondo Road; provided said building is moved upon rubber tired
dollies, with tread conforming in size with the requirements of the Motor
Vehicle Act of the State of California, and that said removal is performed
to the satisfaction of the Street Suterintendeht 9nd under the supervision
of the Police Department of said'City. Carried.
E. B. ':iORITZ FOUNDRY, dated Tuly 28th, 1938, soliciting an order for
traffic safety signs. Ordered filed.
APPLICATIONS of William R. Hutton, Clyde 0. Dean, Fred E•. Kenney,
Ralph B. Freese, Sebastian J. Aimino and Daniel E. Bettencount for employment
by the City of El Segundo. Ordered filed.
DIVISION OF HIG KAYS OF THE STATE OF CALIFORNIA,. dated July 27th,
1938, submitting for execution by the'proper officers of the City of E1
Segundo, Memorandum of Agreement; in triplicate, for expenditure of 1144
gas tax on Streets of Major Importance within the City of El Segundo, for
the fiscal year 1938 -1939. Moved by Councilman Selby, seconded by Councilmen
Love, the following resolution be adopted:
VEEMM S, the State of California, through its f _
Department of Public Works, Division of Highways, has
presented a memorandum of agreement in accordance with -J
a project-statement submitted.by the City for expenditure
of the 1/4¢ gas tax for the fiscal year 1939 allocated
for Streets of P,Sajor Importance other than State highways
in the City of El Segundo; and
WHEREAS, the City Council has heard read said
agreement in full and is familiar with the contents thereof,
and desires to approve the same;
TE= -FORE, be it resolved "by the City Council of
the City of El Segundo that said agreement for expenditure'
of 1/4 cent gas tax allocated for Streets of Major
Importance other than State highways-be and the same is
hereby approved and the Mayor and City Clerk are directed
to sign the same on behalf of said City.
The foregoing resolution was adopted by the following vote
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None,
Absent: Councilmen None.
REPORTS OF.STANDING COMMITTEES.
Councilman Gerow of the Public •Works Committee, advised that
complaints had been made to him respecting the low flying of airplanes j
over certain portions of the City, following which, by general consent,
the City Clerk was directed to'write the Department of Commerce,
Division of Aeronautics, calling the matter to its attention and
requesting that relief in this regard be given.
REPORTS OF OFFIGEM AND SPECIAL COWTTEES.
The City Clerk reported that. Desk Sergeants Felix DeMond and Robert
Dietrich were eligible August 1st, 1938 for change in base rate of.pay
_from hourly basis to a monthly'basis, whereupon it was moved by Councilman
Love, seconded by Councilman Gerow, that beginning August lst, 1938, Snd'
until the further order of this.Council, Felix Demond and Robert Dietrich,
.be classified as Police Officers of the.5th Class, and be compensated' •
therefor at the rate and subject to otaer applicable provisions of Resolution
.No. 389 of the City Council_of' the City of El-Segundo, regulating the'hotirs
.of employment and rates of pay'of officers and employees of the City Of '
.El Segundo. Carried by the following vote:
Ayes: Councilmen Gerow, HesseT, Love, Selby and Mayor Binder.

• Attorney Lester 0. Luce, speak..ing ror Attorney Clyde Woodworth, advised
that if it wishes, the Council' may adopt a resolution'regulating the disposal
of water from oil wells within the City of El Segundo and following a
discussion of the subject, the City Attorney's office was, by general consent,
directed to prepare such an ordinance en.d submit the Same to this Council
for its further consideration.*
SPECIAL'ORDER OP BUSINESS.
The hour of 7:30 P. M. at'this meeting having heretofore been fixed as
the date and time for further considering bids received July 27th, 1938
for furnishing the City of E1.Segundo %ith materials and equipment specified
for motors and pumps as advertised for, and said hour having arrived, the
•kayor announced the Council would proebed with such-consideration,
The City Engineer thereupon advised the Council that Mr. L. J. Alexander,
.consulting engineer on the tim- er treatment project, had requested an
additional week to give further study to the bids received, whereupon•it-
.was moved by Councilman Selby; seconded by Councilman Gerow, that brids
heretofore received by this Council and taken under advisement July 27th,
.1938, for furnishing the City bf El Segundo with materials and- equipament
specified for pumps and.mo*rs, be taken under fta.rther advisement until the
.hour of 7:30 P. M., Wednesday; August 10th, 1938. Carried.

Moved by Councilman Gerow, seconded by Councilman Hesser, that the purchase
of one small second hand pick -up• truck, one mattox, 1000# blood meal, 1000#
bat quano, two tons alfalfa hay, five tons bean straw, two gallons tree seal,
one cubic yard peat humus and•a quantity of carob tree seed, for use in
connection with street trees, be and the same is hereby authorized, at a total
cost of not to exceed $200.00. Carried by the following vote:
Ayes: Councilmen Gerow,•Hesser, Love, Selby and Mayor Binder,
Noes: Councilmen None.
Absent: Councilmen•None. -
No further business appearing to be transacted at this meeting, it was
moved by Councilman Gerow, seconded by Councilman Love, the meeting adjourn.
