A regular meeting of the City Council of the /City of El Segundo, California, eras called to order at 7:00 o'clock P. 11. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Binder, Mayor, ROLL C-yM. Councilmen Present: Germ, Hesser, Love, Selby and Mayor Binder. Councilmen Absent: Done. READING OF OF PREVIOUS MEETING* The minutes of the regular meeting held April 20th, 1938, were read, without error or omission appearing. Love, seconded by Councilman Selby, that rssistant City Engineer Frank Chilson and any member of the City Council desiring to attend said meeting be authorized to do so and to file his demand uith the City for his actual and necessary expenses in connection therevrith. BOY= OF TRUST-22S, EL SEGUNDO UirIFIED SCHOOL DISTRICT, dated April 27th, 1938, ac_-- nowledging receipt of the City Clerk's letter of April 8th, 1938, together with a cony of Resolution Yo. 448 of the City Council of the City of El Segundo, advising that the sage was approved by said Board of Trustees at its meeting held April 25th; that said Board nominates Mr. Pl, M. Dennis as its choice from the citizens at large to serve on the Recreation Corission, but that the selection of a representative from its otm Body will be delayed for a short time. Ordered filed. By general consent the City Clerk was authorized to cause notices of the holding of the School of Government to be posted at the municipal warehouse and at other points .•There the sane might be seen by municipal employees who might be interested in the same and that action respecting a subscription to meribershins be deferred until a later date. Chilson for R. T. Hutchins, Street Superintendent, it eras moved by Councilman Love, seconded by Councilman Selby, that Southern California Telephone Company be and it is hereby granted permission to excavate in the South side of West Pine Avenue, between Loma Vista and Valley Streets, for the purpose of moving one pole and one anchor from their present locations to points 43 feet westerly thereof, provided }254 said t7ork is prosecuted and completed to the satisfaction of the Street Superintendent of the City of El Segundo. S, IITC., dated April 26th, 1938, being an application for a rermit to move a one story frame building through the City of El Segundo, along Sepulveda Boulevard from Imperial Higlmvay to Rosecrans Avenue. Lloved by Councilman Gerow, seconded by Councilman Hesser, that Star House I.Iovers, Inc. be granted permission to move a one story frame building on dollies through the City of E1 Segundo, over Sepulveda Boulevard from Imperial Highway to Rosecrans Avenue, such removal to take place on the 28th day of April, 1938 and to begin at or about the hour of 6:00 A. Li.; it.bein provided that to insure traffic safety, said 'house movers shall be governed by directions of the Police Department of the City of El Segundo and that in other respects the removal shall be prosecuted to the satisfaction of the Street Su?)erinterdent of said City. COITTOIT GOLDEI: JUBILEE COMA , dated April 23rd, 1938, inviting the City Council and other city officials to participate in the observances of the 50th anniversary of incorporation of the City of Compton during a three day celebration, May 19th, 20th and 21st, 1938, and requesting advice as to whether or not this Council will so favor said City. By general consent action was deferred until the next regular meeting of the Council. 0?PjL COLI(.IUNICATIOI:S. Ls. Lewis B. Kirkland, Manager of a recently organized local baseball team, addressed the Council, advising that said team will play its first game at E1 Segundo, Sunday, I.Iay 1st, 1938, and inviting all city officials to be present. None, REPORTS OF ST JTDIIJG COIITITTEE REPORTS OF OFFICERS RAND SPECIAL COMaTTEES., Councilman Selby recormlended to the Council that the flat rate of >1.50 to grater consumers of the municipal grater department of the City of El Segundo, effective during the month of April, be extended to cover the month of L`ay, inasmuch as the flushing of water lines has not been completed. I.1oved by Councilman Love, seconded by Councilman Gerow, that domestic consumers of water, patrons of El Segundo 17ater Department, be charged only a flat rate of $1.50 for the month of April 25th to Hay 25th, 1938. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love,'Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. Mayor Binder recommended that during the time that the water supply is disturbed due to flushing, consumers of El Segundo Water Department be - rermitted to fill their ovin containers at the water works site from lines leading directly from the wells and that a loading rack be provided for this purpose at some convenient point adjacent to the water works. By general consent the acting Superintendent of the Water Department iras instructed to provide the necessary facilities. c 0-255 The City Attorney reported having CD examined and approved as to form the general specifications of the proposed water works treatment plant. Mr. Frank Chilson, Asst. City Engineer, reported that I.:r. E. 17. Brockman, the contractor to whom was awarded the contract for drilling and completing ,'later Jell No. 4 of the City of-El Segundo, had moved his equipment into the water works property Lionday last and is' ready to proceed with the work. -- The.sane officer reported that the discing of lots throughout the City is about 25% complete and that on Friday next the warehouses of two suppliers selling used hoists will be visited for the putpose of checking prices on this equipment, preparatory to procuring a hoist for the mechanical department of the City of E1 Segundo, as instructed at a previous meeting of the Council. UILT 32TISIET BUSII3SS. - Councilman Love informed the Council that a public address system, rented for use at E1 Segundo baseball grounds April 10th and April 24th, had proved very satisfactory; that it would appear that there will be freauent use for the sane; that in his opinion it would be more economical to purchase the device outright than to continue renting it at $2.00 per day; whereupon it was moved by Councilman Hesser, seconded by Councilman Selby, that the purchase of a public address system, including radio, one inside and one outside speaker, microphone, etc. complete, from H. H. Baker, at a cost of not to exceed $95.00, plus California State Sales Tax, be and the same is hereby authorized and directed, and that in consideration of the use of such public address sytem at E1 Segundo baseball grounds April 10th and 24th, the stun of $4.00 be paid to said H. H. Baker upon his filing proper demand therefor. Carried by the foll(xving vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Floes: Councilmen None. Absent: Councilmen None. Mayor Binder stated that he had.conferred with Mr. W. R. Groger respecting his complaint that certain oil field machinery is operated with so much noise as to disturb the peace of residents in close proximity to the oil field, that thereafter he had made a personal investigation and had talked with the -men in charge of certain of this machinery, that he was informed that efforts are being made to remedy the situation and following said report, by general consent the City Clerk was directed to address a communication to Wilshire Oil Company, calling its attention to the noisy operation of the pump on its Security No. 2 well and requesting said Company to do all possible to minimize the noise. Alice hope be and they are hereby designated and appointed members of the Recreation Commiksion created by said before mentioned Resolution, from the members of the City Council and the citizens at large respectively, such appointments to be for the terms set forth in said Resolution. Coddington be employed as caretaker of the baseball grounds for Sunday baseball and as custodian of such municipal property as may be used thereat, his com- pensation in full for such services to be $1.00 per Sunday. Gerow be and he is hereby appointed co=mittee:°!an, with Dower to act, as representative of the City of El Segundo on said committee. Loved by Councilman_ Love, seconded by Councilman Gerow, that the Street Superintendent be and he is hereby authorized and directed to cause the City's tables and benches in Grand Avenue Park to be painted and to cause certain electric lines to be installed, so as to provide apple light for stoves and sinks in said Park, all at a cost of not to exceed $50.00. I:loved by Councilman Gerow, Seconded by Councilman Hesser, that during; the absence of Chief of Police Hutchins on vacation, J. A. Cummings, Captain of E1 Segundo Police Department, be and he is hereby appointed Acting Chief of Police, and that in view of the additional responsibilites he will assume as such Acting Chief of Police, he be allowed additional compensation of 010.00. Hutchins, Street Superintendent and Superintendent of the later Department of the City of El Segundo, Frank Chilson, Assistant City Engineer, be appointed acting Street Superintendent and acting Superintendent of the ;'rater Department of said City, and that in view of the additional duties and responsibilities he will assume as such, he be allowed additional compensation of :910.0018 Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. At this point Councilman Selby nominated Peter E. Binder for the office of L'ayor of the City of El Segundo. There being no other nominations, it eras thereupon moved by Councilman Love, seconded by Councilman Selby, that Peter E. Binder be declared the unanimous choice of this Council for office of L:ayor of the City of El Segundo. The motion carried unanimously. At this time 1.:r. Louis. 1. Alexander, associated with 1.1r. Carl Wilson in the pre,)aration. of plans and specifications for the construction of a :•rater treatment slant for the City of El Segundo, presented said plans and specifications. The same were examined and the provisions thereof discussed, after which by general consent their approval was held over until the next regular meeting of the Council.
