A regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7:00 o'clock P. 11. on the above date, in the Council Chamber of the City Hall of said City, by Peter•E. Ordered filed. SOV=GN OIL CORPORATION, dated April 20th, 1938, being an application for a permit to drill an oil and /or gas well in a certain portion of Block 32 within the City of E1 Segundo. It appearing that the application was complete and satisfactory in all respects and that all of the lots in Block 32 are included in the lease under which said oil and /or gas well is to be drilled, it was moved -by Councilman Hesser, seconded by Councilman Gerow, that-Resolution No. 451, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL • SEGUNDO, CALIFORNIA, GRANTING TO SOV7EIGN OIL CORPORATION A PERT FOR THAT CERTAIN OIL t"TvT T' IN SAID CITY DESIGNATED AND KNO;711 AS "SOVE11EIGN OIL CORPORATION 0012 - UNITY #2 ", which was read, be adopted. Carried by the following vote :. Ares: Councilmen Gerow, Hesser, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Love. SPECLZ ORDER OF BUSINESS. The hour of 7:15 o'clock P. I::. at this meeting, having heretofore been fixed as the time for receiving bids on a certain oil lease as advertised for, and bids for drilling, casing and completing a crater well far the City of E1 Segundo, as advertised for, the Yayor announced the arrival of 7:14 o'clock P. Y. 148 and asked that any person or persons present who desired to file bids for either item,xtm do so immediately. The hour of 7:15 ofelock P. M. having arrived and all bids being in, the Idayor announced the time closed for receiving bids on oil lease covering certain property of the City of E1 Segundo and for drilling, casing and completing a crater well for said City. The Clerk thereupon announced that no bids had been received pursuant to the published notice inviting.bids on an oil lease covering certain real property of the City of El Segundo, and that three.bids had been received for drilling, casing and completing a crater well in and for said City, in accordance with published notice therefor. It i -ras thereupon moved by Councilman Gerow, seconded by Councilman Selby, that the Council proceed to open, examine and publicly declare all of the bids received for drilling, casing and completing a crater well in and for the City of El Segundo, Carried. The Council thereupon proceeded to open, examine and publicly declare said bids, which said bids were found by said Council to be as follows, to wit: Bid of E. 1% BROCY,? AI7, 918 ;'lest Sixth Street, Corona, California, as follows: 111. Following bid on a well to be drilled on site selected by the City Council of the City of E1 Segundo on Block 34 of El Segundo Sheet No. 7, as per nap recorded in Book 22, at Pages 54 and 55 of 1.1aps, in the records of the County Recorder of the County of Los Angeles, California. 2. I will drill a sixteen (16) inch crater well to an approx- i.,mate_depth of 350 feet below the surface of the ground, or into strata producing flow of crater which the City.Council of El Segundo, California, considers sufficient, and will furnish all labor, materials, machinery, tools, equipment and supplies for drilling, and will paint the inside surface of the outer casing and the outside surface of the innter casing with red lead and oil as the casing is installed, and trill furnish proper,and acceptable . performance bonds, and will carry complete worlmar! t s compensation and complete public liability insurance as a protection to the City of E1 Segundo and the contractor as signed below, for a total price of $6.18 per foot, or for a lump sun as set forth above, 350 feet - - - - - - - - - - - - - - - - - - - - - - - - - -- $2,162.00 3. I will furnish and set test pump and z--rill run it for 48 hours for a total additional cost of - - - - - - - -- - - 350.009 and should the City Council desire to run the test beyond 48 hours the cost will be $2.50 per hour after the first 48 hours, the City of El Segundo to furnish power and deliver at snitch board. The test pump will consist of an electric driven turbine pump set at 2150 feet and which will be capable of delivering 700 to 800 gallons per minute and which will give accurate reading of drawdocrn at the different levels and the gallonage pumped. 4. Should the well be drilled beyond 250 feet but not more than 500 feet, the price per foot beyond 350 feet becomes, per foot - - - -- ----- - - - - -- - - - - -- 5.90 Should the well be drilled beyond 500 feet but not more titan 700 feet, the price per foot beyond 500 feet becomes; rerfoot -- - -- - - - -- --- - - - - -- - - - - -- -- 6.40 5. Should the undersigned bidder receive the contract - he will accept full responsibility for the job and will not hold the City of El Segundo or its officers in any tray liable for anything which may happen during the course of the work on said o7ell no. 4. Furthermore, no part of this contract will be sublet without permission of the City Council of the City of El Segundo. 61 Any revision of the terms of this bid or the contract, if it is let to this bidder, will be with the full knowledge and consent of both the contractor herein bidding and the City of E1 Segundo thru its properly authorized executive body or person. 71 Should 1 be awarded the contract, I will start work within ten days after execution of contract and will complete 350 feet of well within thirty days thereafter. I -•rill drill the well straight and plumb and will drive the casing straight and plumb. 8. Undersigned bidder vrill furnish accurate log of strata of the well upon completion of the well. 9. Perforations will be accomplished in conformance to instructions of the City Engineer and the perforator will be equipped with a seam finding device to prevent perforations at the sawn . 10. The material used will be 1 plain 16 x 12 x 1 shoe, 12 feet of 3 ply starter, 8 feet of 2 ply starter, and 330 feet of 16 gauge double hard red steel water well casing and the ends of successive joints will butt before joint is secured. 11. Undersigned contractor will clean out, develop plug and test the well. 12. All equil-!ent, wells rig and machinery will be kept at all tines in a safe and satisfactory operating condition in conformance with any instructions from the City Engineer. 13. I will hire and put on the job an experienced driller perfectly competent to take care of any eventualities which might arise, and prevailing wages for this job will be in conformance to paragraph 110" in the specifications. 14. Bidder's bond to the amount of $300.00 accompanies this bid. .15. Contractor holds State Contractor's License No. 15263." Said bid was accompanied by Bidder's Bond in amount of $300.00, with United States Fidelity and Guaranty Company as Surety and E. 77. Brockman as Principal. Bid of Roscoe MIoss Company, as follows: "Reference is made to your notice inviting bid and attached specifications for the drilling of a 16 inch water well; and we beg to herewith submit our proposal for the drilling of your well in strict 'compliance with the specifications. We will furnish complete 'drilling machinery, with competent men to operate same, together with 1 - 16" x 1" x 1" shoe, 121 - 16" No. 10 gauge 3 ply starter, 81 - 16" No. 10 gauge 2 ply starter, 3301 - 16" No. 10 gauge double well casing, all oil and red lead for the painting of casing; and drill, paint, case, perforate and sandpump well in good and workmanlike manner to the depth of 350 feet, for $2,162.00. For sruch portions of well as may be drilled, cased, painted, perforated and sandpumped to a greater or less depth than 350 feet to a maximum depth of 500 feet, add or deduct ?5.90 per lineal foot. We will furnish turbine Tn mn with bo -•rls set at 250 feet below the surface with suction extended near bottom of the well, and with a capacity of 1,000 gallons per minute with suitable motor and switchboard, and operate this equipment with energy to be furnished by yourselves, and develop and test your well for a period of 48 hours for $350.00. for such •period of••time as you may desire to operate the pump in excess of 48 hours the charge for labor and equipment will be $2.50 per hour, We would expect to commence work in less than 10 days after execution of the contract, and complete the work in less than 30 days allowed in your specifications. RIMFIET, OIL COI PORYTIOII, dated April 20th, 1938, applying for a nermit to excavate in the public streets in the City of El Segundo for the purpose of installing a certain pipe line. The Street Superintendent, reporting thereon, stated that the application had just been received and that therefore he had not had opportunity to check the same or the locations at which said Company proposes to lay said gas line, but that he felt that said line should be located in a different location than that shown on the drawing of the proposed installation, which accompanied the applications as it appears from said dravring that said pipe line will be laid inside of what would be the curb line if curbs ever are constructed in the East side of Maryland Street. REPORTS OF S AIMING CO=TTEES. Councilman Gerow reported that ITr. E. J. Growl the T.amicipal Ilechanic, had indicated a need for a hoist, capable of elevating any of the motor vehicle equipment of the City, so that the same may be worked on more advantageously. By general consent the riatter was referred to the Street Superintendent for investigation and report. REPORTS OF OFFICERS AIrj) SPECIAL COLu.IITTEES. The Superintendent of the plater Department reported his inability to collect a delinouent water bill from the Hoviard Oil Company, whereupon -on motion of Councilman Gerow, seconded by Councilman Hesser, which carried unanimously, the matter was referred to the City attorney with instructions to tare such stets as are necessary to collect the bill: Reporting upon the failure of the garbage contractor to make settlement of 8nounts due under his contract for the months of January, February and I:Iarch, 1938, the Street Superintendent reported having conferred with Lir. Willis of Frogge and Willis, the contractors, and having learned that the said contractors had assigned their contract to a third party; that they indicated, however, that in event their assignee does not make settlement of amounts due the City of El Segundo, they will do so. The Chief of Police announced the revocation of the a_nnointment of Rush F. Linch as-a special police officer. The Chief of Police announced the appointment of John Oliver Eclonan as a special police officer and reouested the Council's approval of such anointment. It iwas thereupon moved by Councilman Hesser, seconded by Councilman Selby, that the appointment by the Chief of Police of John 0. Ecknan as a special police officer be and the same is hereby ratified and approved. Carried. The City Clerk advised the Council that he is receiving numerous requests for the use of the night baseball grounds and that the hardball baseball season has started and he inquired if the Council is disposed to provide care- taker seen i ces as in former years. It was thereupon moved by Councilman Selby, seconded by Councilman Gerow, that until the farther order of this Council, E. L. Coddington be employed as caretaer of the baseball grounds of the City of E1 Segundo, and that in consideration of the services he small render as such caretaker, which services shall include controlling the lighting system, marking the base lines, caring for the equipment of the City used at such ball games, etc., he shall be compensated at the rate of $1.00 per night for each night that games are actually played upon said grounds and said er,nloyee is actually engaged in performing the services hereinbefore referred to.
