A regular meeting of the City Council of the City of E1 Segundo, California,
was called to order at 7:00 o'clock P. Id. on the above date, in the Council
Chamber of the City Hall of said City, by Peter E. Binder, Mayor, _

The minutes of the adjourned regular meeting held on the 4th day of
April, 1938, were read. No errors or omissions appearing, it was moved by
Councilman Selby, seconded by Councilman Gerow, the minutes be approved as
read. Carried.
The minutes of the regular meeting held on the 6th day of April, 1938,
were read, without error or omission beinC- noted. It was thereupon moved by
Councilmen Selby, seconded by Councilman Gerow, the minutes be approved as
read. Carried.
MITTEN C0I2,10NICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated follmving the reference to each herein-
after:
STATE BOARD OF E Q,UALIa- =OI1, dated April 7th, 1938, motifieation
that Roy Edgar Dulin, doing business as Penny Profit Market, at 102 -106 West
:'lest Grand Avenue, El Segundo, had applied for an Off -Sale Distilled Spirits
License, an Off -Sale Beer and Sine license: and a Wine Bottling License. Ordered
filed.
Redondo Beach Chamber of Commerce, dated April 5th, 1938, requesting
this Council to take appropriate action to induce the State Highway Commission
to construct the incompleted stretches of Sepulveda Boulevard. Moved by
Councilman Selby, seconded by Councilman Hesser, that the City Clerk l?e
instructed to direct a communication to S. V. Cortelyou, District Engineer of
the Division of Highways of the State of California, for the purpose of
ascertaining why certain portions of Sepulveda Boulevard remain incomplete and,
what might be necessary to do to cause the work of completion to be started
at an early date. Carried.
Kr. William R. Groger, dated April 13th, 1938, complaining of the
noise made by machinery in use in the oil fields adjacent to his home, and
requesting the Council to take some action to eliminate the disturbance. By
general consent the matter was referred to Mayor Binder for investigation and
report.
DEPART= OF I:.OTOR VEEICLES OF THE STATE OF CALIrORNI.L, dated
Larch 28th, 1938, with reference to the intercity safety contest conducted during
1937 and inquiring whether or not there would be value in repeating the contest
in 1938. • BJr general consent the mutter was referred to .the. Chief of Police
for investigation and report to the Council.
APEX PETROLMI CORPORATION, LTD., dated April 13th, 1938, applying
for a permit to drill an oil well on a certain portion of Block 33 within the
City of E1 Segundo. By general consent action on the matter ryas delayed until
the next regular meeting of the Council.

The Street Superintendent reported receipt of a comrmnication.from the
Automobile Club of Southern California, requesting permission to erect certain
-- signs on Sepulveda Boulevard and Imperial Highway, directing automobile
traffic to Inglewood Race Track.
Moved by Councilman Hesser, seconded by Councilman Selby, that permission
be granted the Automobile Club of Southern California, in so far as this Council
may lavrfully grant such permission, to erect traffic direction signs on
Sepulveda Boulevard and Imperial Hight••ralr at points to be approved by the Street
Superintendent of the City of El Segundo, for the purnose of directing vehicular
traffic to Inglewood Race Track. Carried.
The Superintendent of the ;`,later Department reported having conferred with
Lr. Hatch of the Pittsburg -Des I:Ioines Steel Company, vrith reference to increasing
the height of the elevated water tank at the municipal water works site; that
1:r. Hatch stated he would be in El Segundo in a week or two, at which time he
would inspect the tank and give his report thereon; or in event of his failure
so to do, would have one of his engineers perform the service.
The City Clerk reported that the garbage contractor has not settled his
account for the months of January, February and Parch, 1938, whereupon the
Street Superintendent was directed to confer with the contractor to ascertain
the difficulty.
The City Clerk reported receipt of $1600.00 from the County Board of
Supervisors, said sum to be used in connection with the proposed improvement
of E1 Segundo Boulevard westerly of Sepulveda Boulevard.

Vacation Schedules, applying to the Street, Engineer, Sewer, dater and
Police Departments were presented to the Council at this time by the City
Engineer, who, at the same time, asked that he be permitted to take with his
current vacation, the two weeks vacation to which he was entitled in 1937 but
did not take.
I:_oved by Councilman Hesser, seconded by Councilman Selby, that the'Vacation
Schedules of the Street, Engineer, Sewer, later and Police Departments of the
City of El Segundo, as presented to this Council this date, be and the some are
hereby approved as the vacation schedules for the several municipal employees
whose names appear thereon, and that R. T. Hutchins, City Engineer, be and he is
hereby granted permission to take two weeks vacation in addition to that shown
on the schedules hereinbefore referred to, in lieu of his 1937 vacation which
was not granted him. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and I:iayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
At this point, the hour being 7:50 o'clock P. V., the Chair declared a
recess of 30 minutes. At 8:30 o'clock P. 7. the Council reconvened, all
Councilmen being present except Councilman. Love. l'
Loved by Councilman Gerow, seconded by Councilman Hesser, that the J
purchase of 350 feet of waxed and gum treated, double jacketed, 11" fire
hose, coupled, branded Booster, be and the same is hereby ordered purchased,
at the price of 701 per foot, f.o.b. E1 Segundo, including California State
Sales Tax, less 25 discount if the bill therefor is paid within 30 days from
date of delivery. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Liayor Binder.
Toes: Councilmen none.
Absent: Councilman Love.
No further business appearing to'be transacted at this session, it-was
moved by Councilman Gerow, seconded by Councilman Hesser, the meeting adjourn
until Londay, the 18th day of April, 1938, at the hour of 4:30 o'clock P. M.
