A regular meeting of the City Council of the City of E1 Segundo, California, was'ealled to order at 7:00 o'clock P. 1% on the above date, in the Council - Chamber of the City Hall of said City, by Peter E. The minutes of the regular meeting held on the 30th day of March, 1938, vrere read. No errors or omissions appearing, it was moved by Councilr.= Love, seconded by Councilman Hesser, the minutes be approved as read. Carried. The minutes of the special meeting held on the 31st day of March, 1938; were read without error or omission "being noted, and were approved as read upon motion of Councilman Love, seconded by Councilman Hesser, which carried unanii iously. Councilman Gerow appeared at the meeting at this time, the hour being - 7:11 o'clock. P. I=.# and imediately took his-seat at the Council table. - vMITTEII COID.TI MCATIONS. The following communications, which were read to the Council, were disposed of in the manner indicated follovring the referance to each hereinafter: C_-ZIFOR1,1IA STATE RELIEF ADI.2IIIISTR�LTION, dated March 31st, 1938, urging that the Federal Work Program be used to the fullest.possible extent to reduce the direct unemployment relief load, and advising in vj.at manner and to what extent the State Relief Administration will assist in financing worthy projects. The co=,anication was ordered filed and the City Clerk authorized to in4_uire whether or not the said Administration would approve a clerical project in his office. Councilman Selby appeared at the meeting during the reading of the before mentioned conr=ication, at the hour of 7:13 o'clock P. 111. and he ir,nediately took his seat at the Council table. HONORABLE JOHN F. DOCI,vEI=, dated March 30th, 1938, acknowledging receirt of the Clerk's letter respecting Federal appropriations for higYnvay aid, stating that he has appeared before the Committee in favor of this appeal. LEA, dated Harch 30th, 1938, acknowledging receipt of the City Clerk's letter of VI—arch 4th, 1938, respecting Federal aid roads, and stating that he appreciates the necessity of continuing our road improvement program. Ordered filed. �,j _IRE OIL COL PIXI, Ti;C. , dated March 30th, . 1938, notifying the City that said Company has abandoned that certain lease known as "El Segundo Corr=ity Lease No. S—B ", dated Marchr31st, 1937, in which the City of Rl Segundo, as the owner of Lots 1, 2 and 3, Blook 65, is named as Lessor, and stating that on March 29th, 1938, said Company executed a quitclaim deed respecting all of the land embraced in said lease, and had delivered said quitclaim deed to the County Recorder of Los Angeles County for recordation. The corr.=ication eras ordered referred to the City Attorney. 0-237 IJr. Tilford .'lork, representing the Los Angeles Newspaper Service Bureau, addressed the Council relative to Assembly Bill No. 27 now pending before the Governor for signature, which bill provides additional methods whereby land deeded to the State for delinquent taxes may be offered for sale and vrhich also increases the reouirements for publication of notices of such sales. He urged the Council to adopt a resolution for transmission to the Governor, urging that executive to sign the bill. The bill was explained briefly by the City Attorney, after which it was moved by Councilman Hesser, seconded by Councilman Love, the following resolution be adopted: VTEREAS, the City Council of the City of E1 Segundo, California, after due consideration, believes that Assembly Bill ho. 27, adopted at the 1937 Special Session of the Legislature, has great merit and should become a law, as it will have the beneficial effect of restoring delinquent nroperties to a tax paying basis and at the same time offers adequate safeguards and provisions for ample notice to delis ^uent owners; NO "..T.-'"' ^'FORE, BE Ii RESOLVED, that the City Council of the City of E1 Segundo respectfully requests His Excellency, the Honorable Frank F: Merriam, Governor of the State of California, to sign the said bill. The foregoing resolution was adopted by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None, Absent: Councilmen None, REPORTS OF ST:J DING CO111! Councilman Gerow expressed his belief that it is now time to consider the matter of weed cutting throughout the City and the matter was referred to the City Engineer for the purpose of making a survey and estimate of the cost. Stewart, Street Li ;kiting Rate Attorney and City of El Segundo, which was referred to him at the last regular meeting of this Council for approval as to fort:_. He reported that the form is satisfactory and that he has endorsed his approval thereupon; whereupon it was moved by Councilrkan Hesser, seconded by Councilman Gero:ar, that the Li yor of the City of El Segundo be and he is hereby authorized and .directed, for and on behalf of the City of E1 Segundo, to sign that certain contract, dated April 6th, 1938, between the City of El Segundo, first party, and L. H. Stewart, second party, for the prosecution by the latter, on behalf of the City of E1 Segundo, of an action before the Railroad Commission of the State of California, to secure a reduction in street lighting rates, and the City Clerk of said City is authorized and directed to attest the same, and to hold the same in his files to be delivered to Mr. Stewart if and vrhen not less than seven cities, including the City of E1 Segundo, have delivered to said City Clerk for transmittal to lr. L. H. Stewart, duly signed contracts of a similar nature, it being.the intent of-the City of El Segundo not to associate .itself in the prosecution of the application for .a reduction i4 street lighting rates unless at least seveh cities are so associated. The Street Superintendent announced that beginning April lst, 1938, Mato Rahan, formerly classified as Garbage Service Ilan of the City of El Segundo, was reclassified as Laborer First Class. It was thereupon moved by Councilman Gerow, seconded by Councilman Love, that the action of the Street Superintendent of the City of El Segundo, R. T. Hutchins, in reclassifying Ilato Rahan from Garbage Service Iran to Laborer First Class of the City of El Segundo, as of April lst, 1938, be and the same is hereby ratified and approved, and that the salary or compensation of said Lato Rahan be adjusted accordingly as provided in Resolution No. 389 of the City Council of the City of El Segundo, to -wit: From $115.00 per month to $110.00 per month. Carried by the follovring vote: Ayes: Councilmen Gerow, Hesser, Love, Selby. and Mayor- Binder. Noes: Councilmen None. Absent: Councilmen None. Mayor Binder announced that Sunday baseball would begin Sunday, April 10th, 1938, and inquired as to the Council's attitude with respect to providing a public address system for use at said games. Discussion was had relative to renting or purchasing such a machine, during which it was stated that one might be rented for $2.00 per day, but no quotation was made as to a purchase price. r 0 0-235 Following this discussion, it was noved by Councilman Gerorr, seconded by Councilman Hesser, that the matter of providing a loud sneaker for use at Sunday baseball games be and the same is hereby referred to I:ayor Binder and Councilman Love as a cor,¢nittee with pourer to act, to determine whether or not such a machine shall be rented only, rented with option to purchase, or purchased outright. The motion was carried by the following vote: Ayes.: Councilmen Gerow, Hesser, Love and Selby. Noes: Llayor Binder. Absent: Councilman None. No further business appearing to be transacted at this meeting, it was noved by Councilman Gerow, seconded by Councilman Hesser, the meeting adjourn. Carried.
