A regular meeting of the City Council of the City of Fl Segundo, California,
was called to order at 7t00 o•clock P. M. on the above date, in the Council
Chamber of the City Hall of said City, by Peter E. Binder, Mayor.
BOLL CALL.
Councilmen Presents Gerow, Hesser, Love, Selby and Binder.
Councilmen Absent: None.,
BEADING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 25th day of August, 1937,
were read. No errors or omissions appearing, it'was moved by Councilman Love,
seconded by Councilman Hesser, the minutes be approved as read. Carried.
WRITTEN CICATIONS.
The following communications, which were read to the Council, were disposed
of in the manner indicated following the reference to each hereinaftert
CITY OF SANTA BARBARA, dated August 24th, 1937, advising that said city has
extended an invitation to the League of California Municipalities to hold its 1938
Convention in Santa Barbara and requesting the support of the City of El Segundo in
its efforts to be named the Convention city. The communication was ordered received
and filed and the City Clerk instructed to notify the Mayor of Santa Barbara that
such representatives of the City of El Segundo as may attend the 1937 Convention at
Santa Barbara will be authorized to use their discretion in voting for next year•*
meeting place.
MR.•AXD MRS. CLAIRE ROVE, MR. AND MRS. CHAMBERLAIN, MR. AND MRS. RUSSELL STOUT,
AND MR. AND MRS. HARRY H. SNOW, dated August 30th, 1937, expressing appreciation of
the picnic facilities provided in Grand Avenue Park for public use, and gratefully
acknowledging that the writers had benefited by the use thereof.
STANDARD OIL COMPANY OF CALIFORNIA, dated August 30th, 1937, transmitting a
copy of the log of its "Refinery No. 3" well to a delbth of 1000 feet. The communi-
cation was ordered filed and the copy of the log was delivered to the Superin-
tendent of the Water Department.
ROYALTY SERVICE CORPORATION, LTD., dated August 23rd, 1937, applying'for a
permit to drill its "El Segundo No. 3" well. Moved by Councilman Gerow, seconded
by Councilman Hesser, that Resolution No. 397 entitledt
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, GRANTING TO THE ROYALTY SERVICE CORPORATION,
LTD. A PERMIT FOR THE DRILLING OF THAT CERTAIN OIL WELL IN
SAID CITY DESIGNATED AND KNOWN AS "ROYALTY SERVICE -EL SEGUNDO
• N0. 3"
which was read, be adopted. The motion carried by the following votes
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.

-Moved by Councilman Gerow, secondod,by Councilmem Hesser, that the following
resolution be adopteds
W$EREAS, Royalty Service Corporation,,Ltd., neglected to file with
its application for a permit to drill its "E1 Segundo No. 3" oil well a map of
the lease upon which proposed well is to be drilled; and
WHEREAS, the filing of such a map is a condition precedent to the
granting of oil well permits; and
WHRREAS this Council is informed that the proposed well
is to be drilled upon a lease of considerable size in an
un- subdivided area, and that the interests of no property
owner will be prejudiced by the.granting of said permit at
this time; and
WHRREAS, this Council is not desirous of delaying the
operations of said Royalty Service Corporation, Ltd* in
connection with the drilling of said proposed well, although
it does. not, by the action herein or heretofore taken, intend
to indicate or infer that it will, in the future, waive the
filing of maps with applications for proposed oil wells,
NOW THEREFORE BE IT RESOLVED, that the Building Inspector
of the City of E1 Segundo is hereby instructed and directed
not to sign the permit granted Royalty Service Corporation,
Ltd., in Resolution No. 397 of this Council for the drilling
of its "E1 Segundo No. 3" well, unless, and until said
corporation shall have filed, with the City Clerk, a map
satisfactory to said Building Inspector, showing the
extent of the lease upon which the said well is to be
drilled.
The foregoing resolution was adopted by the following voter
Ayes: Councilmen Gerow,-Hesser, Love, Selby and Mayor Binder.

ORAL COMEWCATIONS.
Mr. C. Johnson, 713 West Mariposa Avenue, addressed the Council relative
to the installation of some type of traffic control sign adjacent, to the
intersection of Hillcrest Street and Mariposa Avenue for the purpose of
minimizing traffic hazards due to impaired visibility at this location..
Mr. Samuel DeMond made a similar request with respect to the intersection
of Cypress Street with Imperial Highway. The Mayor referred the matter
to Councilmen Gerow and Rosser and City Engineer Hutchins for investigation
and recommendation to the Council.

Toimship to *sit in the City Court in the City of B,_ Segundo as and when necessary
during said vacation period*

September let, 1987, and until the further order of this Council, B. 3. Ssarlea,
and fig. L. Owens, heretofore employed in the Police Department of the City of
El Segundo as officers of the Third Class, be designated and classified as
officers of the Second Class, said officers, to be pompensated for services
rendered the City of E1 Segundo as such Police Officers in the manner provided
in Resolution Bo. 589 of the City of El Segundo, rAspecting working schedules

The'City Attorney handed the City Clerg, for delivery to the City Treasurer,
Fbrms of'Agresment for the Deposit of Public Funde'with the Security First NationAl
Bank of Los Angeles, which said forms he approved, subject to the elimination of
two exceptions, to wits
1. The insertion of the maximum amount of money to be deposited*
2.; The Treasurers signature to be affixed to the agreement.
Moved by Councilman Selby, seconded -by-Councilman Love, that Councilmen
Gerow and Reeser, Mayor Binder, City Clerk Victor D. McCarthy, and City Engineer
8. T. Hutchins be and they are hereby authorized to attend the convention of the
California League of Municipalities, to be held in San Joee,California, September
18th to 16th Incl., 1957, as delegates of the City -of El Segundo, and that each be.
authorized to file his demand against the City for his actual and necessary ex-
penditures in connection with such attendance and representation of the City.
Carried by the following vote:

Moved by Councilman Selby, seconded by Councilman Reeser., that the purchase
of one 9D5 J1917 Ditto Xachine Complete for the uim of the various departments
of the City of E1 Segundo be and the same is hereby authorized 4nd directed,
provided; however, that -the used, old-style Ditto Machine now owned by and in
the service of the City be accepted by the vendor as a trade-in or sold by it
for the account of the City of El Segundo at a pries not loss than $35 *001, and
that the total net cost of the new Ditto machine to. the City of El Segundo
should not exceed the svm of $130.00, plus California State Sales Tax. Carried
by the following voter
