A regular meeting of the City Council of the City of El Segundo, California,
V.-as called to order at 7:00 otclock P. N. on the above d&te, in the Council
Chamber of the City.Hall of said City, by Peter E. Binder, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Love, Selby and Mayor Binder.
Councilmen Absent: None.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 29th day of September,
1937, were read. No errors or omissions appearing, it was moved by Councilman
Love, seconded by Councilman Selby, the minutes be approved as read. Carried.
V,RITTEN CO1,11� UNIC.ATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated following the reference to each herein -
after:
SOUTHERN CALIFORiIIA TELEPHONE COMPANY, dated October 4th, 1937, re-
questing a permit to set four poles and one anchor in the east side of
Loma Vista Street bet..een E1 Segundo Boulevard and Grand Avenue. Said
application having had the approval of the S"treet Superintendent, it was
moved by Councilman Love, seconded by Councilman Selby, that Southern
California Telephone Company be and it is hereby granted permission to set
four poles and one.ar_chor in the east side of Loma Vista Street, between
E1 Segundo Boulevard and Grand Avenue, at the points indicated on the
drawing a.ccoEnanying its application for this permit, all of said work to
be prosecuted and completed to the satisfaction of the Street Superintendent
of the City of E1 Segundo. Carried.
JOE VARGA and JOHN J. CAPLIS, SR., dated October 1, 1937, requesting
permission to operate an advertising and sound truck through E1 Segundo on
Thursdays of each week. Moved by Councilman Gerow, seconded by Councilman
Hesser, that pursuant to their application therefor, Joe Varga and John J.
6aplis, Sr. be and they are hereby granted a temporary permit to operate a
motor vehicle, displaying advertising matter thereon, over and upon the
public streets of the City of E1 Segundo, on Thursdays of each week;
provided, however, that the permittees shall not be permitted to use any
broadcasting or loud speaking device in connection therewith; provided further
that this permit may be revoked at any time in the discretion of the Council,
without notice and without liability on the part of the City of El Segundo
or any of its officers or employees. Carried.
JOH -A SPE.AR, dated September 30th, 1937, referring to the drilling
of oil wells within the City of E1 Segundo. Ordered filed.
GEORGE T. JOaES, Road Commissioner, County of Los Angeles, dated
September 28th, 1937, outlining the special procedure necessary to be taken
by the Council in order that the amount of gasoline tax monies allocated to
'the City'of El Segundo by the Board of Supervisors of Los Angeles County
may be paid into the City Treasury. By general consent the Street Superin-
tendent was directed to confer with County Road Commissioner Jones for the
purpose of obtaining more detailed information.

for a permit to drill its Refinery No. 6 Fell. Moved by Councilman Hesser,
seconded by Councilman Gerow, that Resolution No. 410, entitled:

which was read, be adopted. Carried by the following vote:

LAKESIDE OIL COMPANY, dated October 5th, 1937, being an application
for a permit to drill its Fell No. 10 -1 within the City of E1 Segundo.
Said application was accompanied by a map showing the name and proposed
location of its proposed well, together with the property under lease and
upon which lease said well is expected to be drilled.
Pursusnt to action of the Council heretofore taken, said application
eras ordered taken under advisement until the next regular meeting of the
Council.
ORAL C013q NICATIONS.
1.:r. Bu-" ^cCray addressed the Council requesting that it give considera-
tion to legislation which would restrict the drilling of oil wells vrithin
the subdivided area of the City of E1 Segundo to not more than one well for
each three acres approximately.
Speaking in favor of such regulations were Mr. Larson of the California
Oil and Gas Association, Mr. Pat McCray and Mr. Underwood. Others addressing
the Council upon the matter were Mr. and Mrs. Wm. L. Lane, Mr. and Mrs. Harold
K. Wilhite, Floyd Carr and Mr. Joe D. Hyde. No action was taken by the Council.
None.
REPORTS OF STANDING COMMITTEES.
REPORTS OF OFFICERS AND SPECIAL C014WITTEES.
The Street Superintendent reported that a meeting of California
Association of Park Administrators will be held in Pomona, California,
October 15th, 1937; whereupon it was moved by Councilman Gerow, seconded by
Councilman Hesser, that Mr. Fred L. Gregory and Mr. K. E. Campbell, City
Gardener and City Forester respectively be and they are hereby authorized to
attend the meeting of the California. Association of Park Administrators, to
be held in the City of Pomona, Friday, October 15th, 1937, and that their
actual and necessary expenses in connection with such attendance be paid upon
the filing of a demand in proper form. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
The matter of disposing of the communication of E1 Segundo Grammar School,
dated and filed with this Council September 15th, 1937, was brought up for
consideration and after discussion the City Clerk, by general consent, was
directed to arrange through Mr. Broadwater for a meeting between the City
Council and the School Trustees for a discussion of the project.
At this point a °r. Roy G. Webb,* representing Pacific Indemnity Company,
explained to the Council a form of public liability insurance which his
Company writes and advised that the annual premium thereon for limits of
$50,000.004100,000.00 would be $878.00, the same coverage for a 3-year
term would be $2371.00.
Discussion of the subject ensued, at the conclusion of which on motion
of Councilman Love, seconded by Councilman Hesser, which carried unanimously,

or rejection by this Council of a policy as outlined by said Company's spokesman.

Monday morning; and

occasionally, it may be necessary to provide janitor service

NOW THE; ?EFORE, RE IT RESOLVED, that until the further
order of this Council, whenever in the discretion of the City
Clerk it becomes necessary to have janitor work performed in
the City Hall between Friday noon and suaceeding Monday morning
of any week, that he be authorized to emnloy some person to
perform such janitor work, any person so employed to be com-
pensated at the rate of 70¢ per hour for such time as such
;person so employed is actually engaged in the performance of
such janitor i:ork.

prepare nlans for a Halloween Celebration to be held in the City
of El Segundo on the 30th day.of October, 1937, to supervise the
execution of said plans, the total compensation for such services,
when rendered, to be the sum of $50.00, which shall be payable
upon +:Z e filing of a proper demand therefor.

October 7th, 1937, Itlargaret 11orrison be employed as Clerk in the 'Dater Department
of the City of E1 Segundo to relieve Frances Lloyd while she is on vacation;
said employee to be compensated at the rate of 60¢ per hour for such time as she
is actually engaged in the performance of said clerical services for said
Department. Carried by the following vote:

Downs be employed to decorate the offices of the City Clerk, City Engineer
