November 17, 1937.
A regular meeting of the City Council of the City of E1 Segundo, California,
was called to order at 7 :00 o'clock P. M. on the above date, in the Council
Chamber of the City Hall of said City, by Peter E. Binder, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Selby and Mayor Binder.
Councilmen Absent: Love.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 10th day of November,
1937, were read. No errors or omissions appearing, it was moved by Councilman
Hesser, seconded by Councilman Gerow, the minutes be approved as read.
Carried.
WRITTEN COM14UNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated following the reference to each herein-
after:
J. A. CARMICHAEL, Attendance Officer, E1 Segundo Grammar School,
granting a permit to work to Paul Goodrich, 629 West Pine Avenue, E1 Segundo.
Carried.
SOUTHERN CALIFORNIA TELEPHONE COMPANY, dated November 12, 1937,
application to replace one pole on E1 Segundo Boulevard. Said application
having had the approval of the Street-Superintendent, it was moved by
Councilman Gerow, seconded by Councilman Selby, that Southern California
Telephone Company be and it is hereby granted permission to replace the
fourth pole on the North side of El Segundo Boulevard west of Sepulveda
Boulevard, the excavation for same to be 2 feet long and 2 feet wide, provided
said work is prosecuted and completed to the satisfaction of the Street
Superintendent of the City of E1 Segundo. Carried.
RALPH HETTICK, dated November 16th, 1937; and
RULON C. LAKE, dated November 17th, 1937, each being an application
for employment by the City of E1 Segundo. Ordered filed.
J. L. POMEROY, M. D., Los Angeles County Health Officer, calling
attention to the necessity for an indication by the City Council as to which
ordinance or ordinances of the City of El Segundo the City Council desires
the County Health Officer to enforce within said City under the provisions
of its contract with the City of El Segundo for the performance of health
services by the Health Department Department of Los Angeles County.

Resolution No. 425, entitled:
A RESOLUTION OF- =4 CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, AUTHORIZING THE HEALTH OFFICER
OF LOS'ANGELES COUNTY, CALIFORNIA, TO ENFORCE WITHIN
SAID CITY THE PROVISIONS 'OF CRDINANCE'NO. 95 THEREOF
RELATING TO PUBLIC HEALTH,

RICHFIELD OIL CORPORATION, dated November 15th, 1937, advising of its
abandonment of its well known as A. T. & S. F. No. 1. Ordered filed.

manner.provided by law, a notice inviting bids on one automobile for the
use of the Police Department of the City of E1 Segundo, said notice to be
in substantially the following form, to wait:

"NOTICE INVITING BIDS ON AUTOMOBILES.
NOTICE IS HEREBY given that the City Council of the
City of E1 Segundo, California, will receive bids for furnish-
ing the said City with the following motor equipment, to -wit:
One new 1938 model, two -door sedan type auto-
mobile, equipped with safety, shatter -proof glass
throughout, spare wheel, five six -ply tires and five
puncture proof tubes, tire cover and lock, front and
rear bumpers, one five inch S. & M. red spot - light,
or equal; a police radio and police type generator
for use in police work; in all other respects said
automobile is to be equipped with standard equipment.
Bidders shall state the names of the automobiles upon which
they are bidding and shall accompany their respective bids
with descriptive data thereon, and shall further state the
time within which such equipment will be delivered.
Bidders shall also state whether or not California State
Sales Tax or Use Tax is or is not included in the price bid.
Each bid must be accompanied by a certified or cashier's
check or bidder's bond in an amount not less than ten per
cent (10%) of the highest amount of such bid. The check or
bond of the successful bidder will be forfeited to the City
if the bidder fails to make delivery of the equipment bid
upon at the bid price within the time limited in his bid.
All bids must be either mailed or delivered so as to
be in the hands of the City Clerk of said City; on or before
the hour of 7 :15 o'clock P. Y. on Wednesday, the 1st day of
December, A. D., 1937, at which time and in the Council
Chamber of the City Hall of said City, all bids received will
be publicly opened, examined and declared by the City Council
of said City. T'
The Council reserves the right to reject any and all
bids, and any item or items of any bid, to compare the
relative merits of the automobiles offered, and to choose that
which in the opinion of the City Council will best serve the
needs of said City.
Pursuant to the laws of the State of California, said
Council, in the purchase of any manufactured articles for the
use of said City, shall always, price, quality and fitness being
equal, prefer such manufactured articles as have been manufac-
tured in the State of California, and shall next prefer such
as have been partially so ianufactured.
This notice is given by order of the City Council of
said City and is dated this 17th day of November, A. D., 1937.

OF OIL ARID GAS WELLS THEREIN; PROVIDING PENALTIES FOR
THE VIOLATION OF THE PROVISIONS THEREOF; AND REPEALING
ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT
which was read.

Moved by Mayor Binder, seconded by Councilman Selby, that from and
after this date and until the further order of this Council, the City Clerk
of the City of El Segundo is hereby authorized and directed, upon the filing
with him or in his office of any application for a permit to drill an oil
well in any part of the City of E1 Segundo lying northerly of the north
line of E1 Segundo Boulevard and westerly of the west line of Sepulveda
Boulevard, to immediately ascertain the name and address, so far as he is
able to do so, of the owner or owners of real property contiguous to the
lease described in any such application, but not forming a part of such
lease, if it appears that any parcel of land comprising less than one acre
is not included in any other lease described in any other application for
an oil well drilling permit theretofore filed with this Council, and upon
the ascertainment of the name and address of the owner of any such apparently
unleased land, to use his best efforts forthwith to communicate with such
owner or owners, apprising him or them of the circumstances and requesting
that the Council be immediately advised as to whether or not such apparently
unleased land is actually subject to an oil drilling lease, the information
thus obtained to be used by this Council in determining whether to grant,
refused or take under advisement the issuance of any such oil well drilling
permit applied for. Carried.

Resolution No. 427, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, ESTABLISHING RULES
AND REGULATIONS RELATING TO THE FILING AND
GRANTING OF APPLICATIONS FOR =- ORARY PERMITS
TO INSTALL, LAY, REPAIR, REMOVE OR ABANDON
PIPE LINES IN TEE PUBLIC STREETS AND PLACES OF
SAID C ITY,
which was read, be adopted. Carried by the following vote:
