A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7:00 o'clock P. M. on the above date,
in the Council Chamber of the City Hall of said City, by Peter E. Binder,
Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Love, Selby and Mayor Binder.
Councilmen Absent: None.
READING OF HIINUTES OF PREVIOUS I EETING.
The minutes of the regular meeting held on the 19th day of May, 1937,
were read. No errors or omissions appearing, it was moved by Councilman
Selby, seconded by Councilman Love, the minutes be approved as read. Carried.
WRITTEN CO;.UrUNI CAT IONS.
The following communications, which were read to the Council, were
disposed of'in the manner indicated following the reference to each herein-
after:
LEAGUE OF CALIFOF_'dIA P. Uij_TCIPALITIES, its Legislative Bulletin No. 14,
dated Yay 22, 1937, advising with respect to the present status of certain
bills pending before the State Legislature. The same was ordered filed
and the City Attorney directed to study the provisions of A. B. 2607, a
11aunicipal Employees Retirement Act, and advise this Council with respect
thereto, so that the adoption of its provisions with respect to employees
of.the City of El Segundo may be given consideration.
LEAGUE OF CALIFORNIA TYUNICIPALITIES, its Report No. 11, dated May,
1937, entitled: "Municipal and County Disaster Preparedness Plans ".

1ALLACE ELDER CAI.IPBELL, dated Ylay 24, 1937, applying for position as
Police Officer of the City of El Segundo. Ordered filed.
EL SEGUNDO WOMAN'S CLUB, dated Tciay 22, 1937, requesting permission
to borrow 250 chairs for use at Grand Avenue Park, June 9th, 1937, and
recuesting same be delivered to the Park and returned to the City Hall
by the City. Moved by Councilman Selby, seconded by Councilman Love,
that the Street Superintendent be authorized and directed to deliver 250
chairs to the Grand Avenue Park, June 9th, 1937, for use of E1 Segundo
Woman's Club on said date and to cause the same to be returned to the City
Hall Auditorium at the conclusion of the breakfast card party proposed
to be held on said date by said Club. Carried.
STsIDPD OIL COr "PAiN1Z' OF CALIFORNIA, dated Ylay 24th, 1937, transmitting
a copy of the log of its Refinery Tell No. 1 in accordance with the
provisions of Paragraph 4 of the permit issued to it for the drilling of
said well. Ordered filed.

The City Clerk reported that he had, pursuant to previous instructions
of the Council, examined several makes of dry line markers for athletic

fields, and he described to the Council the designs and types of construction
of the several examined by him and quoted the prices thereon.. Thereupon it
was moved by Councilman Love, seconded by Councilman Hesser, that the purchase
of a dry line marker be and the same is hereby authorized and directed at a
total cost of not to exceed $25.00. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen :lone.
The City Clerk reported that the sponsors of the Bible Study Hour,
which has been using the City Hall Auditorium for religious purposes on
Tue --day evenings of each v,,eek for several weeks last p_,.st, has advised him
they are unable to find other quarters in which to hold said meetings and
had reouested the further indulgence of the Council. By general consent said
Body was granted permission to use the City Hall Auditorium for an additional
month upon the terms heretofore fixed.
The Superintendent of the eater Department reported that the aeration
system is now completed in the water : -,orks reservoir.
The Chief of Police reported that he had delivered to the Mayor a
recanituiation of personnel set —up and salaries paid employees by adjacent
cities, which information he had previously been instructed to gather.
The data was preoared for and will be used in connection with consideration
of the petition of certain of the City employees for salary adjustment.
The City Attorney reported briefly respecting several visits he has
made to Sacramento during the past few weeks in the interest of certain
proposed legislation favorable to cities.
Kenneth E: Campbell, City Forester, reported having purchased 100
small and 100 large street trees and that about one half of the.large trees
have been planted in parkings, replacing trees which had been frozen during
the printer.
UNFINISHED BUSINESS.
Moved by Councilman Love, seconded by Councilman Gerow, that Ordinance
No. 209, entitled:
Aid OFFDINI-iCE OF THE CITY OF FL SEGUIdDO, CALIFORNIA,
REGULATING THE TRAIT SPORTATION OF GARBAGE, RUBBISH,
REFUSE, 1- .ANURE, OFFAL AND SEWAGE SCREENINGS OR OTHER
OFFEI SIVE OR iTAUSEOUS SUBSTAIXES IN, UPON OR ALONG
THE PUBLIC STRLFTS, ROADS, LANEES, AVENUES, ALLEYS,
rAYS OR PLACES,
which was introduced and read at a regular meeting of the City.Council held
on the 19th day of May, 1937, and reread at this meeting, be adopted.
Carried by the following vote:

Absent: Councilmen None.
At this point the Council considered the purchase of chlorinator
equipment.for use in the .ester distribution system of the City of E1 Segundo.,
and at the conclusion of a lengthy discussion, it was moved.by Councilman
Gero-�,i, seconded by Councilman Selby, that the offer of Chemical Equipment
Corporation of California to install its equipment, v,ithout cost to the City
of El Segundo, for the purpose of proving its efficiency and that it will
function in a satisfactory manner, be reduced to writing and submitted to the
City Attorney `or the preparation of an agreement between said supplier and
the City of El Segundo for the use of said equipment, said agreement when
prepared, to be presented to this Council for further consideration and action.

NEW BUSINESS.
Proved by Councilman Gerow, seconded by Councilman Selby, that the Street
Superintendent of the City of El Segundo be and he is hereby authorized and
directed to oil unpaved streets throughout the City of El Segundo where
necessary to control dust. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
Proved by Councilman Love, seconded by Councilman Hesser, that the purchase
of five appropriate badges for officers of the Fire Department of the City of
E1 Segundo be and the same is hereby authorized, the total cost thereof not to
exceed the sure of $37.50, plus California State sales tax. Carried by the
following vote:

to begin flushing of the entire distribution system of said Department on

is to be served upon each of'the rater consumers on the municipal system.

apnlying to the Board of Supervisors to distribute certain gasoline tax_
monies among the cities of Los Angeles County, and that he be authorized to
file his bill for his actual and necessary expenses in connection with his
attendance at such meeting. Carried by the following vote:
