A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7:00 o'clock P. M. on the .above date,
in the Council Chamber of the City Hall of said City, by Peter E. Binder,
Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Love, Selby and Ylayor Binder.
Councilmen Absent: None.
READING OF MINUTES OF PREVIOUS i-ZETING.
The minutes of the regular meeting held on the 12th day of May, 1937,
were read. No errors or omissions appearing, it was moved by Councilman
Love, seconded by Councilman Selby; the minutes be approved as read. Carried.
'"+'RITTEN C012JUNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated following the reference to each herein-
after:
LEAGUE OF CALIFORNIA MUNICIPALITIES, its Legislative Bulletin No. 12,
dated May 10th, 1937, advising as to the status as of the foregoing date,
of certain legislation affecting municipalities. Ordered filed.
LEAGUE OF CALIFORNIA TvUNICIP4ITIES, its Legislative Bulletin No. 13,
dated May 13, 1937, commenting upon certain Assembly bills referred to
therein by number, and which pertain to mandatory civil service, compensation
insurance for relief workers, and pollution of State water by the disposal
of sewage effluent, petrol, etc.
Only one of these measures appeared to affect the City of El Segundo
adversely, that being Assembly Bill 2365, which provides for a civil service
commission and a complete civil service system for fire departments in Fifth
and Sixth Class Cities, where a paid Fire Department is maintained.
Moved by Councilman Gerow, seconded by Councilman Selby, that the City
Clerk is hereby authorized and directed to communicate with Senator Oleson
and Assemblyman Tenney, advising each that the City of El Segundo is opposed
to the passage of A. B. 2365 and asking these Legislators to take cognizance
of this City's attitude when the measure comes upon the floor of the Senate
and Assembly respectively for a vote. The motion carried unanimously.
HONORABLE JACK B. TEJNEY, Assemblyman, 46th Assembly District, acknow-
ledging receipt of the City Clerk's letter of May 10th, which conveyed to
him the attitude of the City Council of the City of El Segundo with respect
to certain proposed State legislation. Ordered filed.
RICHFIELD OIL CORPORATION, dated May 19th, 1937, being an application
for permit to erect and maintain a steel derrick and appurtenant structures
-or the drilling of•an oil well in 8 portion of Section 18,. to be known as
"El Segundo No. 611.- • Moved by Councilman Hesser, seconded by Councilman
Gero, �, that ,Resolution No. 377,, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNNIA, GRANTING TO RICHFIELD OIL
CORPORATION A PER1VIIT FOR THAT CERTAIN OIL WELL IN

which was read, be adopted. Carried by the following vote:

CITY CLERK, CITY OF MANHATTAN BEACH, dated May 17th, 1937, quoting a
certain resolution adopted by the City Council of the City of Manhattan Beach,
..,ay 17th, 1937, respecting dangerous traffic conditions at the junction of
LaTijera Boulevard; Slauson Avenue and Overhill Drive and urging the con-
certed efforts of the various communities whose citizens find occasion to
use these intersecting thoroughfares, to the end that the traffic hazards
be corrected before serious injury and possible deaths result therefrom.
Moved by Councilman Gerow, seconded by Councilman Love, that the
following resolution be adopted:
WHEREAS, from time to time, members of this Council have
heard the comments of many of its citizens respecting vehicular
traffic hazards at the junction of La Tijera Boulevard and
Slauson hvenue due to the great number of automobiles which
traverse this intersection in making use of the short cut to
and from South Bay cities; and
i-HEREAS, the several members of this Council have themselves
observed said dangerous condition; and
I'THEREAS, this Council is now in receipt of a communication
from the City Council of the City of Manhattan Beach, further
c,illing attention to the fact and urging concerted action on
the part of the communities affected to the end that the hazards
be reduced so far as possible by the governmental agency having
authority so to do; and
T;'HEFEAS, it appears that the intersection referred to is
within the County of Los.Angeles and that therefore the Board
of Supervisors of said County is the governing body having
jurisdiction thereover;
N0,7, THEFEFORE, BE IT RESOLVED, that said Board of Super-
visors of said Los Angeles County be respectfully requested to
cause an investigation to be made of the matters herein referred
to and thereafter, so far as practicable, provide some method of
traffic control, rhich will enable motorists entering Slauson
Avenue from La Tijera Boulevard or entering La Tijera Boulevard
from Slauson Avenue to do so in safety; and
BE IT FURTHER RESOLVED, that the City Clerk of the City of
El begundo is hereby authorized and directed to transmit a copy
of this resolution to said Board of Supervisors.
The foregoing resolution was adopted by the following vote:

LEAGUE OF CALIFORNIA i "UNICIPALITIES, dated May 11th, 1937, acknowledging
receipt of the City Clerk's communication of May 10th, apprising the League
of the Council's opposition to certain proposed State legislation. Ordered filed.
BOARD OF PUBLIC VORKS OF THE CITY OF LOS ANGELES, dated.1.4ay 17th,
1937, advising that the practice of dumping sewage screenings on-the surface
oz the ground at a point northerly of.the City of .El Segundo,.betwem Pershing
Drive and the sand hills, for the purpose of drying such screenings so that
they might later be used for fertilization purposes, which practice was
declared to be a nuisance in a certain resolution adopted by this Council
April 28th, 1937, will be discontinued. Ordered filed.
SOUTHERN CALIFORNIA TELEPHONE COryiPANY, dated May 13, 1937, being an
application to move an anchor now located at a point on the north side of
El Segundo Boulevard, 33 feet westerly of Sepulveda Boulevard, to a point 6
feet easterly of its present location. On motion of Councilman Selby, seconded
by Councilman Love, which carried unanimously, this permission was granted.

LOS ANGELES COUI�JTY LEAGUE OF P�'TJTIICIPALITIES, dated May 13th, 1937,
advising of the 74th regular meeting of said League, to be held in Long Beach,
P.'ay 20th, 1937. Ordered filed.
LOGAN R. COTTON, dated Eay 14th, 1937, reporting the result of his
quarterly'a.udit of the accounts and records of the Cite of El Segundo for the
quarter ended March 31st, 1937. By general consent the same was ordered
received and filed.
EL SEGUNDO POST NO. 38, M- TERICAN LEGION, inviting the Mayor and other
Cit;T Officials to assist in the observance of Memorial Day and rea_uesting the
use of Library Park for the holding of its exercises.
Moved by Councilman Selby, seconded by Councilman Love, that El Segundo
Post No. 38, American Legion, be granted permission to use Library Park, Ieionday,
I, "ay 31st, 1937, for the purpose of conducting a P.emorial Day program, and
that the Street Superintendent of the City of El Segundo be authorized -and
directed to erect the portable speaker's platform at such location in said
Park as may be directed by said Post of the American Legion, and that such
municipal officers and employees as may find it convenient to do so, participate
in the exercises of the day. Carried.
SPECIAL ORDER OF BUSINESS.
The hour of 8:00 o'clock P. M. at this meeting having heretofore been
fixed as the time for further considering the bids received 1!ay 12th, for
X. the City of El Segundo with certain chlorinator equipment and said
hour having arrived, the Mayor announced the fact and declared that the Council
would now proceed to consider such bids.
The Council thereupon proceeded to further examine said bids and
discuss and ive consideration to the relative merits of the equipment bid
upon and the respective prices thereof. Yr. Arthur Taylor of the firm of
Taylor & Taylor, Consulting Engineers, was present at the meeting and advised
with the Council concerning the matter.
After lengthy discussion and consideration, it was moved by Councilman
Gerow, seconded by Councilman Selby, the following resolution be adopted:
Y:'"tIEREAS, it appears, after consideration of the bids
received Lay 12th, 1937, for furnishing the City of El Segundo
with certain chlorinator equipment, and from the statements
made by Mr. Arthur Taylor, a member of the engineering firm of
Taylor & Taylor, employed by this Council to advise it respecting
the water supply system of the City of El Segundo, and from the
statements made by Messrs. Fudge and Luippold, each representing
respectively the Chemical Equipment Company and Wallace & Tiernan
Sales Corporation, bidders on such equipment, that the prices
are too high and that the equipment proposed to be furnished by
Chemical Equipment Corporation, as described in its bid, may not
conform in all respects with the specifications for such chlorinator
equipment ado -oted by this Council and referred. to in its Notice
Calling for such bids, and that.consequently the best interests
of the.. City- of El Segundo. wrquld be s;zbserved-by the rejection of
the bids received and readvertising therefor, or purchasing the
necessary equipment in the open market;
NOW, THEREFORE, BE IT RESOLVED, that all of the bids
received May 12th, 1937, for furnishing* the City of El Segundo
certain chlorinator equi,-rent, e, advertised for, to—wit: the bid
of Wallace & Tiernan Sales Corporation in the sum of $2489.00, and
the bid of Chemical Equipment Corporation in the sum of $978.50,
be and the same are hereby rejected, and the City Clerk of the
City of El Segundo is hereby directed to return the bid deposits
of said bidders.

Discussion, was then had with reference to readvertising for bids for
the furnishing of the said chlorinator equipment as heretofore advertised
for, bias for which have just been rejected by this Council, and it aD�learing
that the members of the Council are clearly of the opinion that the said
chlorinator ec,ui-oment r.:a . be purchased and installed at a lower price in
tam open market, it was moved by Councilman Gerow,, seconded bT Councilman
Selby, the folio: -ing resolution be adopted:
T7H.FRF'rS1 this Council has heretofore advertised for and
hr.s received sealed pronosals or bids for furnishing the City
of E1 Segundo with certain chlorinator eauipment and installing
the same, as per plans and specifications therefor prepared by
the firm. of Taylor & Taylor, consulting engineers; and
this Council has heretofore rejected all bids
received for furnishing said equipment as being too high in the
opinion of this Council, and for the further reason that the
eoui_Tnent bid uron by one of said bidders may not conform in
all respects :" -ith the specifications for chlorinator equipment
a&o-'ted IZT this Council and specifically referred to in the
notice to bidders published in accordance with law; and
75H _'F'FAS, this Council beiieves that said equipment may
be purchased in the open market at a lover price and installed
more eoonomically by day labor;
IVNOZ ";, THEREFORE, BE IT RESOLVEr, that the Superintendent of
the eater Department of the Bity of El Segundo is hereby
autho_•ized and instructed to cause said chlorinator equipment
to be purchased in the open market and installed in the most
convenient and economical manner.

Kr. George P.'cLauchlin, formerly a police officer of the City of El
Segundo, recently assigned to the position of Departmental Relief Officer -
3rd Class, addressed the Council requesting that he be reinstated in the
Police Department. He was advised by the I'Yayor that the Council is un-
pre-oared at this time to answer his petition, but that his request will be
given due consideration_ at the Council's early convenience.
RFPOR TS OF OFFICERS AND SPECIAL C01,11ITTEES.
The City Clerk reported _having discussed with M.r. Robert Thorburn,
President of the Board of Trustees of El Segundo Unified School District, the
matter of said Board of Trustees mounting flood lights on top of the High
School building for the purpose of lighting the grounds in front of said
Hi,r--h Cc: -ool and the public street on such occasions as public events are
conducted in said High School in the night, time, and that Mr. Thorburn has
agreed to bring thee-matter to the attention.of said Trustees when said
Board meets on "TOnday, T(ay 24th, and tnereafter to advise this Council
respecting its decision.
The City Clerk reported the necessity of transferring money to the
LibrExy F,,.;n(: of the City of El Segundo, whereupon it was moved by Councilman
Love, seconded by Councilman Selby, that the sum of V62500.00 be transferred
from the General. Fund of the City of El Segundo to the Library Fund of said
City, and that the City Clerk and the City Treasurer of the City of El Segundo
be and they are herel�r authorised and directed to make the proper entries
in their resr:ective books of account. Carried by the following vote:

The Chief of Police reported that he has not as yet completed his
investigations respecting salaries, working schedules, etc. of police officers
in.adjacent cities, but expects to complete such investigations during the
coming week and will report thereon to this Council at its next meeting. .
The Street Superintendent reported that the-work of cutting weeds on
vacant property throughout the City is approximately 90% complete.
The City Attorney reported that he had communicated with the Railroad
Cormission of the State of California with respect to street lighting service
on a metered basis rather than a flat rate basis; that the two representatives
of the Cor1.mission consulted, knew of no instance where such arrangement has
been made, but that upon application of the City, the Commission would make
a thorough investigation and after determining the value of the public utility's
-Dole lines, street lighting equipment, etc. used in connection with furnishing
street lighting service, doubtless would fix and establish a rate for metered
street lighting service.
