M. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Love, Selby and Mayor Binder. Councilmen Absent: Gerow and Hesser. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 5th day of Play, 1937, were read. No errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Selby, the minutes be approved as read. Carried. WRITTEN COMMUNICATIONS. The following communications, which were read to the Council, were disposed of in the manner indicated following the reference to each herein- after: THE OHIO OIL COMPANY, dated May 11th, 1937, being application for a permit to drill, construct and operate a well for gas and oil within the City of E1 Segundo, to be known as "Gough No. 5." Moved by Councilman Selby, seconded by Councilman Love, that Resolution No. 376, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, GRANTING TO THE OHIO OIL COPLTPAITY A PEFXIT FOR THAT CERTAIN OIL WELL IN SAID CITY DESIGNATED AND KNOVJN AS "GOUGH NO. 511, which was read, be adopted. THE TEXAS COMPANY, dated May 11th, 1937, transmitting copy of drillers' log of its Security No. 2 well to a depth of 1000 feet. Ordered filed. COUNTY AUDITOR OF LOS ANGELES COUNTY, dated May 7th, 1937, advising of recent amendments to the Street Lighting Act of 1919, Street Lighting Act of 1931 and Weed Cleaning Act of 1915, and outlining certain procedures which must be followed each year if assessments are levied under the provisions of said Acts. CITY CLE_ ,_K, CITY OF LOS ANGELES, dated May 4th, 1937, acknowledging receipt of a certified copy of a certain resolution adopted by the City Council of the City of E1 Segundo, protesting against the dumping of sewage screenings on the surface of the ground in the City of Los Angeles northerly of the City of E1 Segundo, and advising that said resolution was referred to the City Engineer of the City of Los Angeles for report to the Public Works Committee of said City. McI'NTIRE and twenty -five other employees of the City of El Segundo, dated May 3rd, 1937, requesting that pre - depression salary rates be restored to all City employees. Councilmen Hesser and Gerow appeared at the meeting at this point, the hour being 7 :12 o'clock P. Pfi,., and each immediately took his seat at the Council table. Following consideration of the petition, it was moved by Mayor Binder, seconded by Councilman Love, that the Chief of Police of the City of E1 Segundo ascertain salary schedules, working schedules and vacation arrangements of surrounding cities, together with such other data as may. be utilized in comparing working conditions in the City of El Segundo with those of neighboring cities and report his findings to this Council at his early convenience. The n "ayor having made the motion, the o_uestion was put by the City Clerk and the same carried unanimously. SPECIAL ORDER OF BUSINESS. The hour of 7 :15 o'clock P. i,,. at this meeting having heretofore been fixed as the time and date for receiving bids for furnishing the City of E1 Segundo With certain chlorinator equipment, the i:,ayor announced that the hour of 7:14 o'clock P. P,". had arrived and requested that any person or persons present desiring to file bids on said equipment do so immediately. The hour of 7 :15 o'clock P. M. having arrived, the TJayor announced the time for receiving of bids for furnishing the City of El Segundo Yrith certain chlorinator ecu_nment as advertised for, closed. The City Clergy; thereupon announced that three bids had been received. I -roved by Councilman Love, seconded by Councilman Gerow, that the Council proceed immediately to open, examine and publicly declare all of the bids received for furnishing the City of El Segundo with certain chlorinator equipment. Carried. El Segundo California The undersigned proposes to furnish and install at the City's reservoir, and all according to the accompanying plans and specifications, One Solution Feed Vacuum Type Chlorinator installed, ready for use together with-all necessary appurtenances and accessories, and bids the following: :A. The undersigned agrees to temporarily furnish and install not later than 5 days after notice of award, the free use of a Solution Feed Vacuum Type Chlorinator, manually controlled, until delivery of the ordered equipment is installed. It is further understeco that thi� Trial chlorinator shall be used for the purpose of determining the chlorine demand and uron its determination, the selection of the rate of feed will be made for the ordered chlorinator. The accompanying certified check of not less than 5% of the bid is the guarantee of the undersigned that he mill enter into a contract satisfactory to the City within 5 days after date of award. Failure to do so perr..its the City to appropriate said check as liquidated damages. Accompanying are two copies of manufacturer's detailed plans, snecificetions and guarantees. That appeared to be a third bid, due to the endorsement appearing on the envelope in which the copmunication hereinafter quoted was received, was found by said Council to be only an explanation of the writer's failure to bid, which communication reads as follows: "THE PARDEE ENGINEERING COIJLPAirY Chlorinators 3915 -29th Street, Long Island City, N. Dear Sir: I regret to inform you that we are unable to enter a tender in response to your bid call for chlorinating equipment which is due for opening on May 12, 1937. 0 -19 The specifications, on the bidders sheet, stipulates that the vendor shall agree to install, within 5 days of notice of award, a Vacuum Troe Chlorinator for test purposes. No alternate is provided. Te stock in Los Angeles pressure Type.units. Our vacuum type deliveries are made from factory stock. Respectfully submitted, FRED C. RANAGA.N." Following the reading of the bids, in anticipation of the presence at this meeting of Mr. Arthur Taylor, of the engineering firm of Taylor & Taylor, which made the recommendation for the installation of a chlorinator, for which bids were received at this meeting, it was by general consent agreed to lay the bids on the table for further consideration until the order of "Unfinished Business" at this meeting. ORAL COISMNICATIONS. Hr. Frank Snow, representing El Segundo Recreational Council, inquired if the City Council has made any progress in the matter of the appointment of an official Recreational Commission. Councilman Selby explained to the speaker that the City Council has had the matter under consideration for several creeks, but that due to the unatioidble absence from several meetings of various members of the Council and other circumstances beyond the control of the Council, it has been unable to give the matter the consideration it deserves and therefore the problem is as yet unsolved. Mr. Snow was advised that the matter would be set for a hearing at the next regular meeting of the Council. Mr. Bishop addressed the Council requesting that it not adopt Ordinance No. 208, relating to sale and use of firecrackers and /or fireworks within the City of E1 Segundo, in its present form, as introduced at the last regular meeting of this Council, but that it amend the same so as to permit the sale of fire - :rorks for a longer period prior to the 4th of July, or the day celebrated as such. He was advised that the Council has given serious and prolonged consideration to the matter and is unanimous in its decision to brohibit the sale and use of fireworks for a period longer than is recited in said Ordinance No. 208 and that the ordinance would be adopted as introduced. REPORTS OF OFFICFRS AND SPECIAL C011— MITTEES. Mir. K. E. Campbell, City Forester, advised of his inability to locate suitable trees for planting in parkings in the City of E1 Segundo, and it was suggested by Councilman Gerow that he interview Mr. Southard, who formerly operated a nursery in Los Angeles and from whom the City made its initial tree purchase, in the belief that he might learn from h1r. Southard the best method for the City to pursue in planting and raising its own trees. 11r. Campbell asked for authority to .purchase three sacks of bone meal, whereupon it•was moved by douncilman Gerow, seconded by Councilman Hessen, that tree" purchase •of three sac_:s •of bone meal for use in fertilizing street trees be and the same is. hereby authorized at a total cost of not to exceed ,8.00, plus California State Sales Tax. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. The City Engineer reported that the County Sanitation Districts had this date begun the construction of the sewer trunk line in County Sanitation District No. 5, which includes a portion of the City of El Segundo. 20-0 The City Engineer reported also that he had made further inquiry with respect to the cost of erecting flood lights on the roof of the El Segundo High School, that the installation of the requisite wiring will cost approximately $200.00 and he inquired whether or not he should obtain competitive bids for the doing of the work from electrical construction contractors. Following discussion, the City Clerk was instructed to confer with the Trustees of El Segundo Unified School District for the purpose of ascertaining whether or not said Board of Trustees would defray the cost of the proposed street lighting installation. The City Clerk reported that 1,1r. C. N. Elgan, District 11anager of Southern California Edison Company had called at his office this date and discussed orally the matter of placing the street lighting system of the City of E1 Segundo on a metered basis instead of a flat rate charge basis as at present. The Clerk advised the Council that Pair. Flgan represented that his Company's charges for street lighting in El Segundo are in accord itr street lighting tariffs as approved by the Railroad Cop - mission of the State of California, and that a metered rate for the type of service furnished the City of El Segundo is not available. Realizing that this sort of reply would not be entirely satisfactory to the Council, the Clerk reported that he had suggested to Mr. E1gan that the matter be given further consideration, suggesting also the possibility of annlying to the State Railroad Commission for authority to develop and adopt a metered rate schedule for street lighting. Mr. Flgan agreed to do this and to advise the Council in rriting in the near future. UNFINISHED BUSINESS. I.ioved by Councilman Gerow, seconded by Councilman Love, that Ordinance No. 208, entitled: IN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, AP-!TAWDING ORDINANCE NO. 16 OF SAID CITY, ENTITLED, "AN ORDINANCE OF THE CITY OF EL SEGUNDO, REGULATING THE USE OF FIRECRACKEFS, TORPEDOES, FIREVORKS AND DISPLAY EXPLOSIVES OF ALL KIiJDS VYITHIN SAID CITY." By A' ENDING SECTION 1 THEREOF, which was introduced and read at a regular meeting of the City Council held on the 5th day of Mlay, 1937, and reread at this meeting, be adopted. The matter of considering the bids heretofore received for furnishing the City of El Segundo with one chlorinator system came on for hearing. 11r. Arthur Taylor, of the firm of Taylor & Taylor, Consulting Engineers, who recommended the installation of the chlorinator equipment in the vaater system of the City of E1 Segundo, having failed to make an appearance at this meeting, it was moved by Councilman Selby,•seconded by Councilman Love, that all bids received this date for furnishink the City of El-Segundo with certain .chlorinator'equipinent, as advertised for, be taken under consideration until the hour of 8 :00 o'clock P. Y. at the regular meeting of this Council to be held stay 19th, 1937, and that the Superintendent of the Water Department request Mr. Arthur Taylor, of the firm of Taylor & Taylor, Consulting Engineers, to be present at said meeting to advise with this Council respecting the accevtance of one of the bids. Moved by Councilman Selby, seconded by Councilman Hesser, that the salary or compensation of E. L. Coddington, as caretaker of the night baseball grounds of the City of E1 Segundo, be and the same is hereby fixed at the sum of $1.00 per night for each night said employee is actually engaged in controlling the'lighting, marking the base lines, caring for the equipment of the City used at such ball games,-etc., such rate of pay to be retroactive to April 27th, 1937, and that the action herein taken hereby repeals all former actions or resolutions of this Council fixing the amount of compensation to be paid the caretaker of said night baseball grounds. Moved by Councilman Selby, seconded by Councilman Gerow, that E1 Segundo Recreational Council be granted permission to use the City Hall Auditorium on the evenings of June 4th and 18th, 1937, for the purpose of conducting a public dance, no charge to be made for such use. Moved by Councilman Hesser, seconded by Councilman Love, that Young Catholic Peoples' Club be granted permission to use the City Hall Auditorium on the evening of May 28th, 1937, for the purpose of..,holding a- dance, the rental charge for '-such use to be $2.50. Moved by Councilman Gerow, seconded by Councilman Love, that in order to expedite the completion of the repairs to the City Hall Building, Ed Cote be employed to do the necessary plastering therein, at a total cost of not to exceed X175.00. Moved by Councilman Love, seconded by Councilman Selby, that Jerry Plitt, Roofing Contractor, be employed for the purpose of laying the roofing on the roof of the reservoir of El Segundo Prater Works, for a total compensation of not to exceed $142.00. Moved by Councilman Selby, seconded by Councilman Hesser, that the purchase of plants, shrubs and trees as per requisition of the City Gardener read to the Council, be and the same is hereby authorized, at a total cost 1 of not to exceed $60:00, plus California State Sales Tax.
