M. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Binder, Mlayor. ROLL CALL. Councilmen Present: Gerow, Hesser, Love, Selby and Mayor Binder. Councilmen Absent: None. READING OF I, INUTES OF PREVIOUS T EFTING. The minutes of the regular meeting held on the 28th day of April, 1937, were read. No errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Gerow, the minutes be approved as read. Carried. i` RIT , E N COr�',�UNICtTIONS. The following communications, which were read to the Council, were disposed of in the manner indicated following the reference to each hereinafter: APPLICATIONS FOR EL- PLOrYENT OF P:�A��ION H. CRASIER, 317 Pest Palm Avenue, El Segundo, and IVA1T If. PADGETT, 608 Hilicrest Street, El Segundo. Ordered filed. SOUTHEFdi CALIFORNIA IDISON COITANY, LTD., dated April 29th, 1937, explaining several methods which may be used to provide better illumination in the public street in front of E1 Segundo High School at such times as public events are held thereat. During the discussion of the matter which followed, the City Engineer advised that he had caused a further check to be made of the nigh School electric wiring system and it is felt that should the Council decide to mount projectors on top of the High School Building, it will be practical to take electrical energy off a spare switch in the High School lighting circuit switch panel. The matter was tabled for the period of one week. BOARD OF PUBLIC WORKS OF THE CITY OF LOS ANGELES, advising that the Council's resolution adopted April 28th, 1937, with reference to sewage screenings dumped upon the ground in a portion of the City of Los Angeles northerly of the City of E1 Segundo, has been referred to the City Engineer of the City of Los Angeles and that as soon as said Engineex'reports'with' respect to the matter, the Council will be further advised. Ordered filed. GEORGE PARRISH, N. D., Health Officer of the City of Los Angeles, advising that resolution of the City Council of the City of El Segundo, adopted April 28th, 1937, respecting sewage screenings dumped upon the surface of the ground Northerly of the City of El Segundo, will be referred to the Los Angeles City Health Commission this week and following that Board's action, he v:ill notify this Council. Ordered filed. G. L. SKUTT, General Chairran, California Association of Park Administrators, requesting the Council to encourage its parl-,.administrators to participate in the activities of said Association. By general consent the- City,-Clerk was.directed to present-copies of said letter to Kenneth E. Campbell, City Forester and to Fred L. Gregory, Gardener, and to request them to ascertain more about the requirements of membership dues, frequency of meetings, etc. and to advise with the Council respecting the same. RICHFIELD OIL CORPORATION, dated Iicay 5th, 1937, applying for permit to erect and construct steel derrick and appurtenant structures for an oil well on Lots 404 and 405, Block 123, El Segundo. 10-0 Moved by Councilman Gerow, seconded by Councilman Hesser, that Resolution No. 373, entitled: A RESOLUTION OF THE CITY COUNCIL OF' THE CITY OF EL SEGUNDO, CALIFORNIA, GRANTING TO RICHFIELD OIL CORPORATION A PERMIT FOR THAT CERTAIN OIL TELL IN SAID CITY DESIGNATED AND KNOWN AS "ELSIE 140. 1 ", which was read, be adopted. THE TEXAS COTIPANY, dated Yay 4th, 1937, making application for permit to erect derrick and appurtenant structures for the drilling of an oil well to be known as "Security No. 311, on a portion of Section 18, T 3 S, R 14 W, within the City of E1 Segundo. Yoved by Councilman Hesser, seconded by Councilman Gerow, that Resolution No. 374, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, GRANTING TO THE TEXAS CONIPANY A PERMIT FOR THAT CERTAIN OIL WELL IN SAID CITY DESIGNATED AND KNOWN AS "SECURITY NO. 311, which was reed, be adopted. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and 1!ayor Binder. Noes: Councilmen None. Absent: Councilmen None. RAYSEY & WALLACE, dated April 30th, 1937, being application for a permit to drill a.well to be known as "Ramsey — Wallace Well No. 1" for the purpose of drilling for and producing oil, gas and othery hydrocarbon substances on Lot - 344, Block 123, within the City of E1 Segundo. Moved by Councilman Selby, seconded by Councilman Gerow, that Resolution No. 376, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, GRITTING TO MAPSEY & WALLACE A PERMIT FOR THAT CERTAIN OIL VELL IN SAID CITY DESIGNATED AND KNOT TT AS ""RAMiSEY— WALLACE WELL NO. 1", which was read, be adopted. CORTELYOU, District Engineer, Division of Highways of the State of California, submitting in triplicate First Supplemental Memorandum of Agreement providing for the expenditure of additional 1/4¢ gas tax on State Highways for the 1935 -1937 biennimm. It appearing that the estimated expenditures therein listed conform with those submitted to the Division of Highways of the State of California by the City Engineer of the City of E1 Segundo, it was moved by Councilman Selby, seconded by Councilman Love, that the Mayor of the City of El Segundo, California, in the name of said City and on its behalf, be and he is hereby authorized and directed to execute in triplicate that certain First Supplemental Memorandum of Agreement for expenditure of 140 Gas Tax on State Highways, with reference to Sepulveda Boulevard (State Highway Route 60) within the City of El Segundo, until June 30th, 1937, and that the City Clerk of said City be authorized to attest the same and to forward copies of said Agreement to the r C 0-It Department of Public Works of the State of California for execution by the duly authorized officers of said Department and upon return to him of a copy of said Agreement, duly executed, to file said copy in his office for reference. CALIFORNIA MUNICIPAL UTILITIES ASSOCIATION, its Legislative Bulletin No. 8, dated April 27th, 1937, and LEAGUE OF CALIFORNIA NiNICIPALITIES, its Legislative Bulletin No. 11, dated April 26th, 1937, each advising with respect to certain proposed legislation now pending before the State Legis- lature at Sacramento. Yoved by Councilman Love, seconded by Councilman Hesser, that the communications be filed and the City Clerk be directed to address a communication to the California Municipal Utilities Association, the League of California Municipalities, Honorable Jack B. Tenney, Assemblyman 46th Assembly District and Honorable Culbert L. Olson, Senator 38th Senatorial District, advising each as follows: 1. That while the City Council of the City of El Segundo has not read and is not entirely familiar with all of the provisions of Senate Bill 1121, and therefore does not endorse it in toto, it does approve the principles of civil service and the method of control therein enunciated. 2. That said Council is opposed to the passage of Senate Bill 186 and to any limitations of expenditure measure which will tie the hands of City Councils with respect to the maintenance mg and operation of essential governmental functions, to administer which their constituency placed them in office, and to substitute therefor, State supervision or control. 3. That said Council believes ZIA that Cities of the State of California; which desire to maintain a municipaPin'spection service, should not be prohibited from doing so by State legislation and that therefore this Council is opposed to the passage of Assembly Bill 2848, or to any measure in the same tenor. 4. That this Council endorses in principle the legislation proposed in SentLte Bill 70; and asking each, in so far as consistently possible, to use their good office in support of this Council's attitude with respect to the matters herein referred to. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. ORAL COMMUNICATIONS. A Mr. Bishop, who is desirous of operating a fire works sales establish- ment during the present year, addressed the Council, asking that if it con- templates amending the existing fire works ordinance, that it do so as soon as it may conveniently,.to enable him to. arrange for the leasing of a desirable location and to place -his order for stock. He was advised by the Nlayor that the matter is having the Council's attention and that doubtless the matter would be settled later during this meeting; that he might remain until the subject is disposed of or learn from the City Clerk on Thursday what action the Council took respecting the matter. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. The City Engineer reported that as instructed at the last regular meeting of this Council, he had conferred with the City Engineer of the City of Irlanhattan Beach, relative to the latter city's resolution heretofore filed 12-0 Q C C with this Council, with reference to the underpass at Rosecrans and Wiseburn Avenues; that he learned that the City of Manhattan Beach is not desirous that the construction of the overhead railroad crossing at this point be altered, but that it contemplates a realignment of the highway_on the easterly and westerly sides of the viaduct, thereby giving motorists a clearer vision and thus minimize automobile accidents at this point. Following consideration, it was moved by Councilman Gerow, seconded by Councilman Hesser, that the following resolution be adopted: WHEREAS, the City Council of the City of Manhattan Beach, on the 15th day of April, 1937, adopted a resolution requesting the Board of Supervisors of Los Angeles County to authorize and instruct the Road Department of said County to make necessary surveys and prepare the necessary data and maps in order to eliminate the dangerous and hazardous cond't'on which may exist at Rose- crans and Wiseburn Avenues in the City of ; irected that a copy of said resolution be filed with this Council and requested similar action be taken by the City of El Segundo; and WHEFEAS, this Council has caused its City Engineer to ascertain what changes or alterations the City of Manhattan Beach had in mind;-and ZEEREAS, it appears that the alteration desired is a realignment of Rosecrans Avenue on the easterly and westerly sides of Wiseburn Avenue; and WHEREAS, it further appears that such proposed realignment is feasible and will afford the many motorists using Rosecrans Avenue as a means of ingress and egress to and from the City of Manhattan Beach an unobstructed view of said Rosecrans Avenue when realigned and that such realignment should greatly reduce the accident hazards at this locality; N017 THEREFORE, BE IT RESOLVED, that the City Council of the City of E1 Segundo does hereby goon record as endorsing the proposal of the ,City of Yanhattan Beach and hereby directs that a copy of this resolution be sent to the Honorable Board of Supervisors of the County of Los Angeles, with the request that it fully investigate and give due consideration to the proposal to the end that if said Board's views are in harmony with those of the City Councils of Manhattan Beach and E1 Segundo, it may authorize its Road Department to proceed with the improvement out of available County funds. Thereafter it was moved by Councilman Love, seconded by Councilman Gerow, that the vacation schedule for employees in the Street, Plater, Sewer and Police Departments of the City of E1 Segundo, as submitted to this Council this date by the City Engineer, be and the same is hereby approved and adopted as the 1937 Vacation Schedule for the municipal employees therein named, subject, hoFtever, to such amendment or modification as the head of any of said Depert- ments may find necessary in order to facilitate the conduct of the Cityls. business, and it is hereby ordered that said Vacation Schedule be placed on file in the office of the City Clerk for identification and reference.
