A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7:00 o'clock P. M. on the above date,
in the Council Chamber of the City Hall of said City, by Peter E. Binder,
Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Love, Selby and Mayor Binder.
Councilmen Absent: None.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 24th day of March,
1937, were read. No errors or omissions appearing, it was moved by
Councilman Selby, seconded by Councilman Love, the minutes be approved-as
read. Carried.
WRITTEN COMMUNICATIONS.
The following communications were read and disposed of as indicated:
HIRAM W. JOHNSON, United States Senator, acknowledging receipt of the
Clerk's letter respecting H.R. 4212, the Eicher Bill, and advising that
when the proposed legislation comes before the Senate, the views of the
City Councill will have his full consideration. Ordered filed.
THE TEXAS COMPANY, dated March 29th, 1937, requesting permission to
erect an oil derrick in a certain portion of Section 182 T 3 S,.R 14 W,
S. B. B. & M., in the City of E1 Segundo.
Moved by Councilman Hesser, seconded by Councilman Gerow, that
Resolution No. 366, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, GRANTING TO THE TEXAS COMPANY
A PERMIT FOR THAT CERTAIN OIL TELL IN SAID CITY
DESIGNATED AND KNOR'N AS "SECURITY NO. 2 ",
which was read, be adopted. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.

THE TEXAS COMPANY, dated March•29th, 1937, forwarding a Copy of the
log of Security No. 1 Well to a depth' of 1000 feet. Ordered filed.
LEAGUE OF CALIFORNIA MUNICIPALITIES, its Bulletin No. 8, respecting
the status before the State Legislature of certain proposed new legislation.
Ordered filed.
TAYLOR AND TAYLOR, Consulting Engineers, dated March 60th, 19370
submitting their report on the E1 Segundo water situation and their proposals
for correcting the conditions which have been the cause of complaint for
sometime past. Copies of the report were supplied each of the Councilmen,
who desired to study the same before taking any action.
W. H. NICHOLAS, Park Superintendent, City of Pasadena, dated March
23rd, 1937, requesting that-the man in charge of parks in the City of E1
Segundo be instructed to attend a meeting to be held in the Griffith Park

Golf Club House, Los Angeles, at noon, Friday, April 19th, for the purpose
of forming an organization which will be beneficial to park superintendents
of Southern California cities and in turn benefiting the respective communi-
ties which these men serve.
Moved by Councilman Hesser, seconded by Councilman Love, that Fred L.
Gregory and Kenneth E. Campbell be authorized to attend the said meeting and
to file their demand for their actual and necessary expenses in connection
therewith. Carried by the following vote:

TRAFFIC SAFETY COMUISSION OF CALIFORNIA, undated, enlisting the co-
operation of the City of E1 Segundo in a state -wide intercity traffic safety
contest, the purpose of which is to make the traveling public safety minded
and reduce the death, accident and property dana.ge record. By general consent
the matter, correspondence and forms submitted therewith were referred to
the Chief of Police.

Mr. Kenneth E. Campbell reported at - length respecting his attendance
at the Western Shade Tree Conference recently held at Santa Barbara.
Street Superintendent Hutchins reported having conferred with the
office of Mr. Dorsey, Traffic Engineer of the City of Los Angeles, respecting
the re- striping of Imperial Highway between Sepulveda Boulevard and Inglewood -
Redondo Road and received assurance that this will be done in the not distant
future.
Street Superintendent Hutchins reported that W. G. Henry, an employee
in the Street Department, began a sick leave Monday, March 29th, 1937.
UNFINISHED BUSINESS.
Moved by Councilman Hesser, seconded by Councilman Love, that Ordinance
No. 207, entitled:
AN ORDINANCE OF THE CITY OF EL SFGUNDO, CALIFORNIA,
AMENDING ORDINANCE NO. 95 OF SAID CITY OF EL SFGUNDO,
ENTITLED: "AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, FEGULATING THE KEEPING OF DOGS AND THEIR
RUNNING AT LARGE WITHIN THE SAID CITY ", PASSED, APPROVED
AND ADOPTED ON THE 7TH DAY OF AUGUST, A. D., 1923, BY
REPEALING SECTION 5 THEREOF,
which was introduced and read at a regular meeting of this Council held
March 24th, 1937, and re -read at this meeting, be adopted. Carried by the
following vote:

NEW B USINESS.
Moved by Councilman Gerow, seconded by Councilman Love, that the
Street Superintendent be authorized and instructed to paint white stripes on
Coast Boulevard and on E1 Segundo Boulevard, within the City of El Segundo, at
a total cost of not to exceed $190.00. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
The City Clerk advised that a committee representing E1 Segundo
Kiwanis Club had inquired vrhether or not it might rent the City Hall Auditorium
one day each week for the purpose of holding its luncheon meeting, due to the
fact that it must discontinue its present arrangement and there is no other
meeting place available in the City at the present time.
Following consideration of the matter, wherein it was pointed out
that the meeting is held mid -day, not requiring the use of lights or any extra
expense to the City on account of heat, it was moved by Councilman Gerow,
seconded by Councilman Love, that until the further order of this Council, El
Segundo Kiwanis Club, if it elects so to do, may use the City Hall Auditorium
temporarily, for its luncheon meetings Tuesday of each week, at a rental price of
$1.25 per meeting. Carried by the following vote:

Absent: Councilmen None.
Moved by Councilman Hesser, seconded by Councilman Love, that Resolution
No. 367, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, AMENDING RESOLUTION NO. 340 OF
SAID CITY,COUNCIL, ENTITLED: "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA,
ADOPTING A SCHEDULE OF RATES FOR WATER AND CERTAIN
RULES AND REGULATIONS WITH REFERENCE TO THE SERVICE
OF RATER WITHIN SAID CITY FROM THE MUNICIPAL WATER
WORKS DEPARTMENT THEREOF, AND REPEALING ALL PREVIOUS
RESOLUTIONS IN CONFLICT THEREW TH ", PASSED, APPROVED
AND ADOPTED ON THE 24TH DAY OF JUNE, A. D. 1936, BY
AMENDING SECTION 12 THEREOF,

AND EMPLOYEES OF SAID CITY, AND REPEALING ALL RESOLUTIONS
AND ORDERS AND PARTS OF RESOLUTIONS AND ORDERS IN CON-
FLICT THEREWITH,
which was read, be adopted. Carried by the following vote:
