1937 MAR 24 CC MINEl Segundo, California. March 24th, 1937. A regular meeting of the City Council of the City of El Segundo, California, was called to order at 7:00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Hesser, Love and Mayor Binder. Councilmen Absent: Selby. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 17th day of March, 1937, were read. No errors or omissions appearing, it was moved by Councilman Love, seconded -by Councilman Hesser, that the minutes be approved as read. Carried. WRITTEN COA�MUNICATIONS. The following communications were read and disposed of as indicated: UNION OIL COAITANY OF CALIFORNIA, dated March 18th, 1937, requesting a permit to drill an oil well, to be known as its E1 Segundo No. 2 well, on a certain portion of Section 18, within the City of E1 Segundo. Moved by Councilman Love, seconded by Councilman Gerow, that Resolution No. 364, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, GRANTING TO UNION OIL COMPANY OF CALIFORNIA A PERMIT FOR THAT CERTAIN OIL WELL IN SAID CITY DESIGNATED AND KNOWN AS "EL SEGUNDO NO. 2 ", which was read, be qLdopted. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love and Mayor Binder. Noes: Councilmen None. Absent: Councilman Selby. REPUBLIC PETROLEUM COMPANY, dated March 24th, 1937, requesting permits to drill two oil wells to be known as . "Republic No. 7" and "Republic No. 8 ", in portions of Section 18, within the City of El Segundo. Moved by Councilman Hesser, seconded by Councilman Gerow, that Resolution No. 365, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, GRANTING TO REPUBLIC PETROLEUM COMPANY PERMITS FOR THOSE CERTAIN OIL WELLS IN SAID CITY DESIGNATED AND E21OWN AS "REPUBLIC NO. 7" AND "REPUBLIC NO.'8", which was read, be adopted. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love and Mayor Binder. Noes: Councilmen None. Absent: Councilman Selby. 4 CALIFORNIA MUNICIPALITIES ASSOCIATION, dated March 22nd, 1937, its Legislative Bulletin No. 3; respecting recent United States Supreme eourt decisions relative to income taxes levied upon the salaries of employees of Municipal Utilities and commenting briefly upon pending.State Legislation. Ordered filed. Y. CALIFORNIA IMNICIPAL UTILITIES ASSOCIATION, dated March 15th, 1937, soliciting membership of the City of El Segundo in its organization. Ordered filed. PETITION OF S. C. SMITH and others, requesting the City Council to amend the City's ordinance respecting the licensing of dogs, so that the fee charged for speyed females will be the same as that charged for male dogs. „The subject was discussed at considerable length, Messrs. S. C. Smith and Wm. Jefferies engaging therein, the Council concluding that in view of an existing contract with the Inglewood Humane Society to perform the services of poundmaster in and for the City of E1 Segundo, which does not expire until June 30th of this year, the terms of which were based upon existing license fees, that it is not practical to amend the ordinance at this time but that further consideration would be given the matter when negotiations for a new contract are under way. During the discussion hereinbefore referred to, Councilman Selby appeared at the meeting, the hour being 8 :00 olclock P. M. and he immediately took his seat at the council table. None. REPORTS OF STANDING COMMITTEES. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. The City Engineer reported having conferred with Mr. Compton, engineer in the office of Los Angeles County Sanitation Districts, with reference to the matter of having the plans for the construction of a trunk line sewer in the easterly part of the City of E1 Segundo, which will connect with the trunk sewer of Los Angeles County Sanitation District No. 5, first approved by Mrs. Bohan, whose property said sewer will serve and who has contributed $2000.00 toward the cost thereof, or by her representatives, Mr. Warfield or Seeurity- First National Bank of Los Angeles. None. None. UNFINISHED BUSINESS. PAYING BILLS. NEW BUSINESS. Moved by Councilman Love, seconded by Councilman Hesser, that James F. Kemp be employed for the purpose of preparing plans for and to conduct and supervise a Hobby Exhibition, within the City of E1 Segundo, at such date in the near future as may be found practical, and to receive as compensation for such services the sum of $50.00, which said sum shall be payable upon the filing with the City Council of his report respecting said plans and his activities in connection therewith, and a demand in usual and proper form for said sum. Carried by the following vote: Ayes: Councilmen Hesser, Love, Selby and Mayor Binder. Noes: Councilman Gerow. Absent: Councilmen None. Moved by Councilman Gerow, seconded by Councilman Hesser, that the Street Superintendent of the City of El Segundo be and he is hereby authorized and i directed to repair and so far as possible make waterproof,.the casting pool in the Grand Avenue Park, at a total cost of not to exceed $35.00. Carried by the following vote: Ayes: Councilmen Gerow, Hesser; Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. IV'ti Councilman Love introduced Ordinance No. 207, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING ORDINANCE NO. 95 OF SAID CITY OF EL SEGUNDO, ENTITLED: "AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, REGULATING THE KEEPING OF DOGS AND THEIR RUNNING AT LARGE WITHIN THE SAID CITY ", PASSED, APPROVED AND ADOPTED ON THE 7TH DAY OF AUGUST, A..D., 1923, BY REPEALING SECTION 5 THEREOF, which was read. No further business appearing to be transacted at this meeting, it was moved by Councilman Hesser, seconded by Councilman Gerow, the meeting adjourn. Carried.
