March 17, 1937.
A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7:00 o'clock P. M. on the above date,
in the Council Chamber of the City Hall of said City, by Peter E. Binder,
Mayor.
ROLL CALL.
Councilmen Present: Hesser, Love, Selby and Mayor Binder.
Councilmen Absent: Gerow.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 10th day of March,
1937, were read. No errors or omissions appearing, it was moved by
Councilman Love, seconded by Councilman Selby, the minutes be approved as
read. Carried.

The following communications, which were read to the Council, were
disposed of in the manner indicated following the reference to each
hereinafter:
LOS ANGELES COUNTY LEAGUE OF AIJNICIPALITIES, dated March 11th, 1937,
advising of the holding of the 72nd Regular Meeting of said League in
Glendale, California, March 18th, 1937, and requesting that reservations
be.made for those.City officials of the City of E1 Segundo who plan to
attend said meeting.
Moved by Councilman Selby, seconded by Councilman Love, that Mayor
Binder and Councilman Gerow be authorized to attend the meeting of the
Los Angeles County League of Municipalities, to be held at Glendale,
California, March 18th, 1937, as representatives of the City of El
Segundo and to file their demand for their actual and necessary expenses
in connection therewith. Carried by the following vote:
Ayes: Councilmen Hesser, Love, Selby and.Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Gerow.
. RICHFIELD OIL CORPORATION, dated March 15th, 1937, being an application
for a permit to erect and construct steel derrick and appurtenant structures
to drill for oil in a portion of Section 18, T 3 S, R 14 w, S. B. B. & M.,
in the City of E1 Segundo, said well to be known as E1 Segundo No. 5.
Moved by.Councilman Hesser, seconded by Councilman Love, that
Resolution No. 362, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORBI,A, GRANTING TO RICHFIELD
OIL''CORPORATION A.PERMIT FOR THAT CERTAIN OIL
WELL IN SAID CITY DESIGNATED AND KNOWN AS "EL'..
SEGUNDO NO. 5 ",
which was read, be adopted. Carried by the following vote:
Ayes: Councilmen Hesser, Love, Selby and Mayor Binder.. '-

RICHFIELD OIL CORPORATION, dated March 15th, 1937, being an

No. 363, entitled:

CALIFORNIA, GRANTING TO RICHFIELD OIL CORPORATION A PEP.MIT
FOR THAT CERTAIN OIL WELL IN SAID CITY DESIGNATED AND KNOWN
AS "A. T. & S. F. NO. 1 ",
which was read, be adopted. Carried by the following vote:
Ayes: Councilmen Sesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Gerow.
Applications for employment by the City of El Segundo were received
from the following: WALTER C. AINSWORTH, JR., E. R. McCARTNEY, AND
JAI!FS THOMAS ECCLES. Each was read to the Council and ordered filed.

REPORTS OF STANDING COMMITTEES.
Councilman Hesser of the Public Works Committee, advised that Air.
John Markovich has requested that in event the City has any oil cake to be
disposed of, that it be wasted at the Westerly terminus of West Pine
Avenue.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
The City Engineer reported receipt of a communication from Works
Progress Administration to the effect that W. P. A. projects now under way
and incomplete on June 30th, 1937, may be closed on.that date as Federal
projects and that the City must agree to complete subsequent to that date
any unfinished unit with its own funds.
There was submitted with said communication a form of letter agreement
to be signed by the City's agent and returned to the Works Progress
Administration, which also was read to the Council.
Thereupon it was moved by Councilman Love, seconded by Councilman
Selby, that a copy of Works Progress Administration letter, dated March 13th,
1937, addressed to R. T. Hutchins, City Engineer, relative to the probable
termination of W. P. A. projects, June 30th, 1937, be filed in the office
of the City Clerk for identification and reference, and that the City Engineer
of the City of El Segundo be authorized and directed to sign, on behalf of
said City, and forvrard to the proper Federal agency, in accordance with the
instruction in said W. P. A. letter of March 13th, hereinbefore referred to,
the agreement, form of which accompanied said letter, releasing Works
Progress Administration from any obligation to complete any portion of the
improvement of Center Street or the Fire and Police Station Reconstruction
Project, which may be unfinished June 30th, 1937. Carried by the following
vote:
Ayes: Councilmen Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Gerow.
The City Attorney reported that he and Police Chief Hutchins had
attended, on March 15th, a meeting called by Sheriff Biscailus of Los Angeles
County, with reference to the enforcement of State laws respecting gambling.
He explained to the Council the reason for calling the meeting, what
transpired thereat and advised the Chief of Police and the City Council
with respect to their responsibilities in the matter of law enforcement.

PAYING BILLS.
The following demands, having had the approval of the Committee on
Finance and Records, were read:

be allowed and warrants ordered drawn on and paid out of the respective funds
covering the same. Carried by the following vote:
Ayes: Councilmen Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Gerow.
NEW BUSINESS.
Moved by Councilman Selby, seconded by Councilman Love, that E1 Segundo
Recreational Council be and it is hereby granted permission to use the City
Hall Auditorium on the evenings of April 9th and April 23rd, 1937, for the
purpose of conducting a public dance, no charge to be made for such use.
Carried.
No further business.appearing to be transacted at this meeting, it was
moved by Councilman Hepser, seconded by Councilman Selby, the meeting adjourn.
