1937 JUN 16 CC MIN®-43 El Segundo, California. June 16, 1937. A regular meeting of the City Council of the City of E1 Segundo,-California, was called to order at 7 :00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Hesser, Love, Selby and Mayor Binder. Councilmen Absent: Gerow. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 9th day of June, 1937, were read. No errors or omissions appearing, it was moved by Councilman Selby, seconded by Councilman Love, the minutes be approved as read. Carried. WRITTEN COMMUNICATIONS. The following communications, which were read to the Council, were disposed of in the manner indicated following the reference to each hereinafter: LEAGUE OF CALIFORNIA MUNICIPALITIES, dated June 10th, 1937, its Legislative Bulletin No. 16, respecting the disposition of certain bills which were before the recently adjourned State Legislature for consideration. Ordered filed. SOUTHERN CALIFORNIA HORTICULTURAL INSTITUTE, undated, expressing concern about the careless practice of a few of the lot cleaning departments and contract lot cleaners in this vicinity, and asking that the best efforts of those repponsible for this class of work be exercised to preserve trees, plants, shrubs and vines. Ordered filed. STANDARD ENGINEERS, undated, soliciting the City's patronage. Ordered filed. WALTER C. AINSWORTH, JR., applying for a position as Police Officer of the City of El Segundo. Ordered filed. PRESTON D. OREM, dated June 10th, 1937, addressed to the Mayor, stating that he would be pleased to submit a proposal for auditing the records of the City of E1 Segundo for the year ending June 30th, 195&. Ordered filed. INTERSTATE AIRCRAFT AND ENGINEERING CORPORATION, dated June 15th, 19372, requesting permission to place a 12" conduit under the roadway of Northrop Street adjacent to Imperial Highway, such conduit to be buried to a depth of 36" or more. Moved by Councilman Selby, seconded by Councilman Love, that Interst_lte Aircraft and Engineering Corporation be and it is hereby granted a temporary revocable permit to place a 12" conduit under the roadway in Northrop Street adjacent to Imperial Highway, within the City of El Segundo, for the purpose of conducting a telephone line into its Administration Building now under construction on the South side of Imperial Highway, westerly of said Northrop Street; provided, however, that this Council reserves the right to revoke the said permit without cause, without notice and without liability at any time in its discretion.— Carried'by the following vote: Ayes: Councilmen Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Gerow. Councilman Gerow appearing at the meeting at this time, the hour being 7 :30 o'clock P. M. and he immediately took his seat at the Council table. F. L. GREGORY, undated, being a report of his attendance at a meeting of California Association of Park Administrators, held at Santa Ana, California, June 11th, 1937. Ordered filed. 44-0 r C M. H. McINTIRE, dated June 16th, 1937, requesting that he be granted a six months leave of absence from his duties as a Police Officer of the City of E1 Segundo, beginning July lst, 1937. Moved by Councilmen Love, seconded by Councilman Gerow, that M. H. McIntire, Police Officer of the City of El Segundo, be and he is hereby granted a six months leave of absence, without salary or compensation, beginning July 1, 1937. RAILROAD COtSTISSION OF THE STATE OF CALIFORNIA, dated Jame 2, 1937, captioned File No. 183 -Wp announcing further consideration of the matter of grade crossing protection, looking to appropriate changes, if any, in the Commissionts General Order No. 75-A, and advising that two informal con- ferences will be held in the Commission's offices, one at San Francisco and one at Los Angeles, Tuesday, June 22nd, 1937 and Tuesday, June 29th, 19372 respectively, both to be held at 10:00 A. M., and inviting participation therein. Accompanying said communication was a copy of the Commission's General Order hereinbefore referred to. By general consent the City Clerk was directed to deliver the copy of the Railroad Commission's General Order No. 75-A. accompanying said before mentioned communication, to the City Engineer for his information and said City Engineer was directed to investigate the matter and to attend the conference June 29th, 1937 if, in his opinion, the City of El Segundo is interested. LOS ANGELES COUNTY LEAGUE OF MUNICIPALITIES, dated June 11th, 1957" giving notice of the holding of the 75th Regular Meeting of said League, Thursday, June 24th, 1937, at Whittier, California. Ordered filed. M. R. BOWEN, Secretary of-Representatives of various Cities of Los Angeles County, dated June 10th, 1937, and from the same writer, dated June 14th, 1937, the former advising that said representatives of various cities of Los Angeles County will meet with the Board of Supervisors of said County at the Hall of Records, Los Angeles, at 10 :00 A. M., Jame 18th, 1937, and the latter advising that said Committee will meet at Whittier City Hall, June 17th, 1937, at 2:00 P. M., a day prior to the meeting with the Board of Supervisors. Moved by Councilman Selby, seconded by Councilman Love, that Mayor Peter E. Binder be and he is hereby authorized and directed to attend the meetings of representatives of various cities of Los Angeles County, to be held at Whittier, California, June 17th, 1937, and at Los Angeles, California, June 18th, 1937, as representative of the City of E1 Segundo at each of said meetings, and that his actual and necessary expenses in connection with attendance at said meetings be paid upon his filing of a proper demand therefor. EATON, Secretary Treasurer, International Association of Oil Field, Gas Well and Refinery Workers of America, Local No. 299, dated June 16th, 1937, advising that he is the representative of E1 Segundo City Employees .of the.City'and County Workers Union, 'and was authorised to. present the statements contained in said communication for an increase in wages and certain improved working conditions for certain City employees named in said communication. Following brief questioning of Mr. Eaton by the Mayor,- it was moved by Councilman Gerow, seconded by Councilman Love, that the matter referred to in the communication of Carl W. Eaton, filed with this Council this date, be taken under advisement by this Council with the view that the writer be given an answer on or before Tuesday.. June 22nd, 1937. Carried. 0-45 None. REPORTS OF STANDING COMMITTEES. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. Street Superintendent Hutchins reported that he had conferred with Mr. Lane respecting the necessity for the improvement of Pine Avenue between Center Street and Lomita Street and Mr. Lane stated that in his opinion there is not' sufficient travel upon or use for said Pine Avenue between said points at the present time to warrant the cost of improving the same. It was determined, therefore, by general consent, that consideration of the matter of improvement of Pine Avenue betrr.�een Center Street and Lomita Street be closed. None. UNFINISHED BUSINESS. PAYING BILLS. The following demands, having had the approval of the Committee on Finance and Records, were read: Moved by Councilman Love, seconded by Councilman Selby, that the demands be allowed and warrants ordered drawn on and paid out of the respective funds covering the same. The City Engineer submitted Project Statement No. 4, dated.June 16th, 1937, for the maintenance,of StateHighways within the City of E1 Segundo for the ,biennium!1937i-39, and,Project Statement No. 3, dated June 16th, 1937, fop the maintenance of Streets of Major Importance within the City of E1 Segundo, for the fiscal year 1937 -38, which were read and explained to the Council, following which it was moved by Councilman Hesser, seconded by Councilman Selby, that Project Statement No. 4, dated June 16th, 1937, being an estimate of the cost of the general maintenance of Sepulveda Boulevard (State Highway Route 60), within the City of E1 Segundo, for the biennium 1937 -39; and Project Statement No. 3, dated June 16th, 1937, containing an estimate of the cost of general maintenance of Streets of Major Importance within the City of E1 Segundo, to -wit: Imperial Water Works Fund General Fund Chemical Equipment Corp. $15.45 J. Moved by Councilman Selby, seconded by Councilman Hesser, that the action of this Council taken at its last regular meeting directing the Superintendent of the Water Department of the City of E1 Segundo to cause the interior. of the steel water tank of said City be sand - blasted and painted at a cost of not to exceed $250.00, which said authorization is of record at Page 0-42, Minutes of the proceedings of this Council on file in the office of the City Clerk of said City, be and the same is hereby rescinded, without prejudice to the taking of further action with respect to the same matter at this or any subsequent meeting of this Council. Moved by Councilman Gerow, seconded by Councilman Hesser, that the Street Superintendent be authorised and directed to cause the elimination of the fire hazard existing in and adjacent to that certain grove of eucalyptus trees on E1 Segundo Boulevard, betreen Bungalow and Nevada Streets, within the City of El Segundo, by burning the dry, grass and weeds on the vacant and unimproved property lying westerly of said Bungalow Street and between El Segundo Boulevard and Franklin Avenue. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. Moved by Councilman Love, seconded by Councilman Gerow, that the purchase of two portable Indian Fire Pumps for the Fire Department of the City of El Segundo be and the same is hereby authorized and directed, at a total cost of not to exceed $20.00. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder, Noes: Councilmen None. Absent: Councilmen None. The Superintendent of the Water Department thereupon advised the Council that he had received from Industrial Maintenance Engineering Company a proposal to furaish-l.abor� material and equipment necessary to sand blast and paint the interior and exterior of the steel water.tank of the City of E1 Segundo, and the tank legs, ladder, etc. for the total sum of $295.00. Following consideration, it was moved by Councilman Hesser, seconded by Councilman Gerow, the following resolution be abopted: RESOLVED, that that certain communication bearing date the 8th day of June, 1957, addressed to City of El Segundo Water Department, Attention: R. T. Hutchins, Superintendent, by Industrial Maintenance Engineering Company, be received and placed on file for the purposes of identification and reference; and Cb r C 0 -47 BE IT FURTHER RESOLVED, that the offer and proposal contained in said communication be and the same is hereby accepted by and on behalf of the City of E1 Segundo, California; and BE IT FURTHER RESOLVED, that the City Council hereby finds and determines that the minimum rates of per diem wages which now prevail in said City for the various types of labor and craft necessary to be employed in connection with the execution of the work contemplated in said communica- tion are as follows, to -exit: Painters - - - - - - - - $6.00 per day Helpers - - - - - - - - 4.00 " " and for Sundays and Holidays the same rates shall prevail, and the said Industrial Maintenance Engineering Company shall pay not less than the said rates for services rendered in connection with the said work. The foregoing resolution was adopted by the following vote: Ayes: Councilmen Gerow, Hesser, Lave, Selby and Mayor Binder. Noes: Councilmen None, Absent: Councilmen None.
