0-33 E1 Segundo, California. June 2, 1937. A regular meeting of the City Council of the City of E1 Segundo, California, - -- was called to order at 7 :00 o'clock P. P,2. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Hesser, Love, Selby and Mayor Binder. Councilmen Absent: Gerow. READING OF I:iINUTES OF PREVIOUS EEETING. The minutes of the regular meeting held on the 26th day of Mlay, 1937, were read. No errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Selby, the minutes be approved as read. Carried. TRITTEN CO11rvTUNIC1,,.TIONS. The following communications, which were read to the Council, were disposed of in the manner indicated following the reference to each herein- after: SOUTHERN CALIFORNIA EDISON COMPAi4Y, dated May 26th, 1937, replying to the City Clerk's letter of I�ay 5th, 1937, and advising that said Company has no rate that would allow it to bill the City of El Segundo on a metered basis for street lighting where the Company owns the lighting system as it does in the City of El Segundo. Said letter advised also that if the City wished to increL,se the amount of light on the streets at night, it could substitute 2500.1umen lamps for the 600 lumen lamps now in use, thereby obtaining about four times the amount of light at a little more than twice the present cost. The communication wa.s ordered filed for future discussion. CHX4BER OF COP3,`:ERCE OF REDO +1DO BEACH, advising of the holding of a meeting in Gardena, California, June 3rd, 1937, at 8 :00 P. INT., for the purpose of discussing better railroad transportation and that representatives of the Pacific Electric Railway Company would attend.said meeting. Ordered filed. EL SEGU`1DO POST NO. 38, AMERICAN LEGION, by E. C. Persell, Chairman of P.'emorial Day Committee, thanking the Mayor and Council for their cooperation and assistance in connection with the recent Teiemorial Day Observance. Ordered filed. THE UNIiERSITY OF SOUTHERi1 CALIFORNIA, dated liay 25th, 1937; submitting copy of the schedule of courses offered in the Ninth Annual Institute of Government, to be held at the University, June 14th to 18th, inclusive, 1937, and suggesting that the City purchase transferable memberships for its officials and employees. LEAGUE OF CALIFORNIA Aa INICIPALITIES, its Bulletin No. 15, dated May 29th, 1937, reporting respecting the disposal of certain legislation which had been presented to the recently adjourned Legislature of the State of California. Ordered filed. A. I.'STE?ART, Vice Chairman, Pasadena Board of City Directors, urging . the adoption of a resolution calling upon all citizens of Southern California to treat the tourists who will visit this section this summer and succeeding summers, with courtesy and consideration, so that having experienced real California hospitality, they will again return and urge their friends to do so. Councilman Gero going communication, at the Council table. w appeared at the meeting during the reading of the fore — the hour being 7:30 P. Yi. and immediately took his seat 34-0 Following discussion of the subject m�:tter of the next before mentioned communication, it was moved by Councilman Gerow, seconded by Councilman Hesser, the following resolution be adopted: WHEREAS, each year tourists in number so great they would populate a city the size of Los Angeles, visit California from all the States and nossessions of the United States and from many foreign countries, intent upon recreation, diversion and enjoyment of the climate, scenery, natural playgrounds, and other attractions of this region; and V.- TIEREAS, it is anticipated that the number of visitors to tour Southern California this summer will be the greatest which our communities have been called upon to entertain; and +aIEREAS, it is recognized that the average Southern Californian has lost sight of the reputation for hospitality for which California pioneers were famous and thus has neglected to concern himself with visitors in the manner expected of a good host; and 1HEREAS, little acts of courtesy, such as directing pukzled motorists as to the routes to take to reach their desired destination, recommendations as to points of interest to be visited, etc. are always welcome and apnreciated by strangers in any community, and Californians particulary should be alert to nroffer to visitors in our midst that welcome and helpfulness heretofore so well known and :!rhich any of us would appreciate if traveling in unfamiliar country; NOT, THE'�IEFORE, the City Council of the City of El Segundo, Los Angeles County, California, does hereby proclaim a state of courtesy, to continue without end, in said City of El Segundo, and does respectfully request the residents of said City and environs to show the tourists in California the hospitality and courtesy which will make California known throughout the world as "The friendly vacation land ", and said Council does further respectfully request that motorists particularly be patient and considerate of all other motorists, whether visitors or residents, to the end that such a spirit of tolerance and consideration may develop and grow as will speedily reduce the large and unnecessary number of motor vehicle traffic accidents i ,.,hich recently have visited permanent injuries and death upon many of our citizens. The foregoing resolution was adopted by the following vote: Ayes: Councilmen Gerow, Hesser, Lovq, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. M. R. BOR'EN, City Engineer of the City of Whittier, California, advising that representatives of 24 cities in Los Angeles County recently held a meeting in the City of Los Angeles, for the purpose of formulating a proposal to be submitted to the Board of Supervisors of Los Angeles County, whereby said Board of Supervisors would return to all of the cities of the County, on a predetermined equitable basis, a certain portion of gasoline tax monies now received by the County, instead of making haphazard allocations from time to time as at present; that.at said meeting a method satisfactory to a majority of the cities was approved a.nd•a form of resolution respecting the same prepared, with the request that the same be adopted by the City Councils-of the several cities of Los Angeles County: The resolution, as submitted, was read to the Council, whereupon it was moved by Councilman Hesser, seconded by Councilman Love, the following resolution be adopted: WHEREAS, the methods that have been pursued by the Board of Supervisors of Los Angeles County during the past several years, in the distribution and expenditure of moneys accruing to the County of Los Angeles from motor vehicle license fees and fuel C 0-35 taxes, have been unsatisfactory to the municipalities of the County because: 1. The municipalities have not known at the time of making their budgets the amount of money they would receive during the fiscal year. 2. There hasp been no relationship between the source of the tax and the benefits derived by the municipalities. 3. The distribution has been inequitable and not based on any recognized or established plan, and WHEREAS, the Board of Supervisors adopted a resolution on May 4th, 1937, in which it is stated that the present method of distribution is unsatisfactory from its point of view; and WHEREAS, according the 1930 Federal census, 85.47/ of the population of Los Angeles County is in the incorporated cities, and therefore the desires of the cities should be given very serious consideration by the County authorities; and WHEREAS, the municipalities of Los Angeles County, re- presenting 85% of'the population, assessed valuation, re- gistration of automobiles and contribution of license fees and fuel taxes, desire that the Board of Supervisors adopt a plan of distribution of motor vehicle license fee and fuel. tax money that will give proper and adequate consideration to the street and traffic needs of the municipalities, which plan will at the same time give due consideration to the assessment relief program being carried on by the County authorities and the value of roads in the unincorporated areas to city residents, while at the same time not over - looking the value of roads and streets within municipalities to the residents of the unincorporated areas; and WHEREAS, the amount of money accruing to the County of Los Angeles from license fees and fuel taxes has, within the past few years, grown into a sum of money so large that its expenditure upon any other well - considered and equitable plan cannot properly be justified or condoned; and WHEREAS, it is estimated by the State Department of Public Works that the County of Los Angeles w2_11, in the fiscal year beginning July 1, 1937, receive approximately $1,500,000 from license fees and $5,900,000 from fuel taxes or a total of $7,400,000; and WHEREAS, the Board of Supervisors of Los Angeles County has for several years been expending $1,500,000 per year fvr relief of assessment districts; and WHEREAS, it is understood that the budget of the Road Depart- ment of Los Angeles County for expenditures in the unincorporated area of the County and detention camps was $2,730,000 in the fiscal year 1936 -37, which budget is approximately $490,000 over the amount expended for these purposes in 1935 -36; and WHEREAS, approximately the above amounts would be left under the jurisdiction of the Board of Supervisors of Los Angeles County if the Board would adopt the policy of distributing 67% of the moneys accruing from fuel taxes each year to the incorporated areas of the County on a population basis; and WHEREAS, the population basis of distribution very closely follows motor vehicle registration, source of funds and traffic needs; NOVI THEREFORE, BE IT RESOLVED, that the City Council of the City of El.Segundo, California, does hereby earnestly petition and urge the Board of Supervisors of•Los.Angeles County, to put into effect at the beginning of the fiscal year 1937 -38, the plan of distributing 67% of the motor vehicle fuel taxes accruing to Los Angeles Countir to the incorporated areas of the County on a population basis, provided that the minimum allocation to any city shall be $7500.00 per fiscal year, it being understood that the Board of Supervisors will continue to allocate, from the funds left under their control, such moneys as, in their opinion, are adequate to carry on the assessment relief program; and 36 -© C BE IT FURTHER RESOLVED, that the governing body of each city be given the full discretion of expending the funds so allocated, subject to the provisions of the State Lair. The motion to addnt said resolution carried unanimously. REDONDO BEACH LODGE NO. 1378, B. P. 0. Elks, inviting the Mayor and members of the City Council to join with said Lodge in the observance of Flag Day at its home in Redondo Beach, on Tuesday, June 15th, 1937, at 8:00 P. M., the services being open to the public. The communication was ordered filed and on motion of Councilman Gerow, seconded by Mayor Binder and unanimously carried, the City Clerk was directed to acknowledge its receipt and to advise said Lodge that those members of the Council who find it possible to do so will attend the services. At this point the City Clerk advised the Council that he was about to read a letter presented by Chemical Equipment Corporation relating to chlorination equipment, for which the City is in the market. A representative of a competing company, who was present at the Council meeting, requested permission to address the Council relative to the . product of his principal. This permission was granted and Mr. G. T. Luipnold thereupon asked permission to submit a proposal which he felt would compare with that about to be submitted by said competitor. The Council gave consideration to the request and determined that sufficient time already had been accorded the suppliers of chlorinators to describe their equipment and that inasmuch as said Council had made a decision at its prior meeting to permit the Chemical Equipment Corporation to install its apparatus for test purposes, that it would not alter its plan. Thereupon the City Clerk proceeded to and did read to the Council the proposal of Chemical Equipment Corporation, dated June 2, 1937, to install, at its own cost and expense, for the purpose of making a test demonstration, its chlorination equipment, at the water works plant of the Water Department of the City of E1 Segundo. Said communication was ordered received and placed on file in the office of the City Clerk for identification and reference and it was thereafter moved by Councilman Gerow, seconded by Councilman Love, that the proposal of Chemical Equipment Corporation, as set forth in its letter dated June 2, 1937, on file in the office of the City Clerk, be accepted and that said Chemical Equipment Corporation be authorized and permitted to install, at its own cost and expense, it chlorination equipment at the plant of the Plater Department of the City of E1 Segundo, the same to be operated in accordance with the terms and conditions of the before mentioned proposal, until the further order of this Council. Councilman Gerow reported that he and Street Superintendent Hutchins had made a survey of the unpaved streets of the City which need dust — proofing, and decided that Acacia Avenue, from Virginia Street to Cedar Street, should be oiled immediately. It was thereupon moved by Councilman Selby, seconded by Councilman Gerow, that the Street Superintendent of the City of El Segundo be and he 0 -37 is hereby authorized and directed to construct an oil surface in Acacia Avenue, between Virginia Street and Cedar Street, within the City of E1 Segundog Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Chief of Police Hutchins made an oral report to the Council respecting an injury sustained by Officer Allee while on duty at approximately 2 :30 A. RI. ,"'lay 31, 1937.
