A regular meeting of the City Council of the City of E1 Segundo,
California was called to order at 7:00 o'clock P. M. on the above date
in the Council Chamber of the City Hall of said city by Peter E. Binder,
Mayor.
ROLL CALL
Councilmen Present: Gerow, Love, Selby and Mayor Binder.
Councilmen Absent: Nesser.
WRITTEN COMMUNICATIONS
The following communications which were read to the council, ^ere

MARGARET ELIZABETH MORRISON, dated July 21, 1937, an application for

SOUTHERN CALIFORNIA GAS COYPA.NY, dated July 20, 1937, acknowledging
receipt of the City Clerk's letters of July 9 respecting gas leakage and
the absence of shut off valves on service connections and advising that these
matters are being investigated and that the city will again hear from the
company the latter part of July. Ordered filed.

in the City of El Segundo. Moved by Councilman Selby, seconded by Councilman

S.B.B.& M. in the City of El Segundo. Moved by Councilman Love,
seconded by Councilman Gerow that Resolution No. 383 entitled:

HAWTHORNE TAX LEAGUE and
HA("THORNE CIVIC LEAGUE, dated July 12, 1937, inviting the members
of the Council and citizens of the community to attend a meeting at the
Hawvthorne stadium Sunday, July 25, for the purpose of discussing the
refunding of street bonded indebtedness and advising that Doctor
Arthur E. Briggs, President and Dean of Metropolitan University Law
College will be the speaker of the evening. Ordered filed.
DUNCAN A. MORTON, dated July 16, 1937, written on behalf of
Calvary Church of E1 Segundo requesting permission to install a loud
speaker on the Woman's Club building, Standard Street and Mariposa
Avenue, so that portions of special religious services to be held in
said building July 25th to 30th2 inclusive, may be heard on the outside.
It appearing that there is no ordinance regulating such matters, by
general consent the City Clerk was instructed to so advise Heir. Morton.
ORAL COM'!,1UNICATIONS
MR. FRANK E. STUCK addressed the council relative to his written
application for employment filed with the Council this date. He was
informed by the Mayor that the Council would give consideration to his
application and was advised to consult with R. T. Hutchins, Street
Superintendent, at a later date, respecting the Council's decision.

REPORTS ON STANDING COMMITTEES
REPORTS ON.OFFICERS AN]) SPECIAL COMMITTEES
The City Clerk advised the council that in order to pay principal
and interest on certain street improvement bonds which fell due July 2,
1937, it All be necessary to transfer moneys from the General Fund to
certain Street Improvement Interest and Redemption Funds. It was there-
upon moved by Councilman Love end seconded. by Councilman Gerow that
$2041.13 be transferred from the General Fund and allocated as a loan
to the following funds;^the amounts shown after each fund named, to —wit:

Grand Avenue and Lateral Sewerage District
No. 1, Bond Interest and Redemption Fund 493.06

and that the City Clerk and the City Treasurer of the City of El Segundo
be and they are hereby authorized and directed to make appropriate
entries of such tranfer in their respective books of account. Carried

The Cheif of Police reported to the Council that he had granted
Kenneth Searles, police officer *,a leave of absence so that he might
go East to attend his brother, rho was seriously injured in an accident,
and that the vacancy in the police department thus created was being
filled by other members of the department not employed on a monthly basis.
The Council, by general consent, approved of this action.
Street Superintendent, R. T. Hutchins reported to the Council that
K. E. Campbell and Jack Powers each desired a leave of absence of one
week effective at the termination of their respective vacations. Moved
by Councilman Selby, seconded by Councilman Love that K. E. Campbell be
and he is hereby granted a leave of absence of one week beginning August
2, 1937, and terminating August 9, 1937, and Jack Powers be and he is
hereby granted a leave of absence of one week beginning July 26, 1937, and
ending August 2, 1937, such leaves of absence to be z1thout pay for the
duration thereof. Carried by the following vote.

demands be abed and warrants drawn on and paid out of the respective

NEW BUSINESS
Loved by Councilman Gerows seconded by Councilman Love that A. K.
Tennis, janitor, be and he is hereby granted his customary annual two
weeks vacation beginning August 2, 1937. Carried by the following vote.
Ayes: Councilmen Gerow, Love, Selby and Mayor Binder.
Noes: None.
Absent: Councilman Hesser.
At this point the City Engineer informed the council that the roof
of the City Hall and the City Hall Annex need replacement and that -
Jerry Plitt, roofing contractor of Manhattan Beach, had filed proposal to
furnish all the labor and materials necessary- to do the Pork for $269.00
and '656.00, respectively. It was moved by Councilman Love, seconded by
Councilman Selby, Resolution No. 384 entitled:

CALIFORNIA, AWARDING TO JERRY WITT, A CERTAIN CONTRACT FOR
ROOFING THE CITY HALL AND THE CITY HALL ANNEX,

Absent: Councilman Hesser.
Moved by Councilman Gerow, seconded by Councilman Love that C. 1.
McConnell be and he is hereby granted his customary annual two weeks '
vacation beginning July 26, 1937, and in addition thereto a three weeks
leave of absence beginning August 9, 1937 and terminating August 30, 19379
together with permission to leave the state of California for all or any
part of such vacation or leave of absence period and that during the said
vacation period, 0. H. Barber be and he is hereby designated Acting Chief
of El Segundo Fire Department for the period of July 26, 1937 to August 23,
1937, and that J. C. Bixler be and he is hereby designated Acting Chief of
El Segundo Fire Department for the period August 23, 1937 to August 30, 1937.
Carried by the following vote.

No further business appearing to be transacted at this meeting it was
moved by Councilman Selby and seconded by Councilman Love that the
meeting adjourn. Carried.
