1937 JAN 13 CC MIN258-N El Segundo, California. January 130.1937. A regular meeting of the City Council of the City of El Segundo, California, was called to order at 7:00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by the City Clerk, the Mayor being absent. Councilman Hesser was unanimously chosen Mayor pro tem and he immediately assumed the duties of the Mayor. ROLL CALL. Councilmen Present: Gerow, Hesser, Love and Selby. Councilmen Absent: Mayor Binder. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 6th day of January, 1937, were read. No errors or omissions appearing, it was moved by Councilman Selby, seconded'by Councilman Gerow, that the minutes be approved as read. Carried. WRITTEN COMMUNICATIONS. The following communications, which were read to the Council., were disposed of in the manner indicated following the reference to each herein- after: PEACE OFFICERS CIVIL SERVICE ASSOCIATION, undated, inviting City officials, business men, members of service clubs and citizens who are interested in its program, to attend the next meeting of said Association, to be held at No. 8101 Long Beach 1poulevard, South Gate, Monday, January 25th, at the hour of 7 :00 P. M., at which time new officers of the Association will be installed and a duscussion will be had respecting a State pension bill for 6th Class cities. Moved by Councilman Gerow, seconded by Councilman Lave, that Chief of Police Hutchins be directed to attend said meeting, and to file his demand for his actual and necessary expenses in connection therewith. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love and Selby. Noes: Councilmen None. Absent: Mayor Binder. Mayor Binder appeared at the meeting at this time, the hour being 7 :10 P. M. and he immediately took his seat at the Council table and assumed the duties of Mayor, Councilman Hesser thereupon ceasing to act as Mayor pro tem. APPLICATION OF WILLIAM R. HICKMAN, dated January 17th, 1937, for employment by the City of E1 Segundo. Ordered filed. WAR DEPARTMENT, U. S. ENGINEER'S OFFICE, dated January 4th, 1937, advising of an application made .by Redondo Properties.Gorporation - for a permit to construct three timber groins in Santa Monica Bay at Redondo Beach, and advising that objections must be submitted in writing in triplicate on or before January 14th, 1937. Ordered filed. BOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES.. dated December 29th, 1956, being a resolution respecting economic development of the County of Los Angeles and greater Southern California, requesting cooperation of all Departments of County Government and of the incorporated cities of Los Angeles County, in the matter of planning for development during the next ten years. Ordered filed. GEOFFREY F. MORGAN, ASSEMBLYMAN, 60th District, dated January 11th, 1937, acknowledging receipt of the Council's resolution respecting acquisition by the State of certain beach property North of Topango Canyon, and advising that he will take the matter up with Governor Merriam and with the State Director of National Resources, and is hopeful of enjoying their active cooperation. Ordered filed. THE TEXAS COMPANY,-dated January 11th, 1937, making application for a permit to erect one 136 foot steel derrick in a portion of Section 18, within the City of El Segundo, for the purpose of drilling for oil. Moved by Councilman Love, seconded by Councilman Hesser, that Resolution No. 358, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, GRANTING TO THE TEXAS COMPANY A PERMIT FOR THAT CERTAIN OIL WELL IN SAID CITY DESIGNATED AND KNOWN AS "SECURITY NO. I", which was read, be adopted. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. CHAS..KOEHLER, of Hawthorne, California, dated January 13th, 1957" being an application for a permit to move a one story corrugated -iron building into the City of E1 Segundo, said building being the property of and to be moved for The Republic Petroleum Company, Ltd. It appearing that the application for house moving permit was not in customary form and it appearing also•that the request should.be acted upon at this meeting in order to enable-the building to be brought into the City and be put to immediate use by•said Republic Petroleum Company, Ltd., it was moved by Councilman Hesser, seconded by Councilman Gerow, that Chas. Koehler, housemover of-Hawthorne, California, or Republic Petroleum Company, Ltd., whichever signs the formal application to be filed with the City - Clerk, be granted permission to move into the City of El Segundo, on trucks, one 12 a 20 corrugated -iron building, said building having been inspected by the Building Inspector of the City of El Segundo and approved as conforming with the building requirements of said City; provided, however, that before said permit is issued, application therefor on the form prescribed be filed with the City Clerk and the requisite fees be deposited with him. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. ORAL COMMUNICATIONS. None. REPORTS OF STANDING COMMITTEES. Councilman Selby reported having studied the ordinance of the City of Inglewood creating a Recreation Commission and stated that he believed such form .could be adapted to the, requirements of the City of El Segundo in connection with its proposed Recreation Commission. It was agreed that he and the -City Attorney would further confer respecting the matter. Mayor Binder reported having attended, on January 12th, a meeting called by the Board of Supervisors for the purpose of discussing the matter of the County Flood Control District taking over the care of the beaches. He stated that not a great deal was accomplished at this meeting, but that the Chairman of the Board of Supervisors had appointed County Surveyor Jones to call another meeting of Mayors for the purpose of formulating some plan for reference to the Board of Supervisors. 2W- N REPORTS OF OFFICERS AND SPECIAL COMMITTEES. The City Engineer reported having received from Philip Boron, a six page report on inspections of electrical equipment, which he did not read in full. He drew the Council's attention to the important features of the report and advised that all of the electrical apparatus of the Sewer and Water Depart- ments of the City is now in good condition. UNFINISHED BUSINESS. Moved by Councilman Gerow, seconded by Councilman Selby., that Ordinance No. 206, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, MAKING CERTAIN REGULATIONS WITH REFERENCE TO THE KEEPING OF SWINE WITHIN SAID CITY, which was introduced xxdx3awd at a regular meeting of the City Council held on the 6th day of January, 1937, and read in full at this meeting, be adopted. The Chief of Police announced his appointmdnt of John Thompaoni as a Special Police Officer of the City of E1 Segundo, following which it was moved by Councilman Gerow, seconded by Councilman.Love, that this appointment be ratified and approved. Carried. Moved by Councilman Love, seconded-by Councilman Hesser, that the following riesolution be adopted: RESOLVED, that Harry Miller be and he is hereby appointed a Police Officer of the City of E1 Segundo, to assume the duties of his office immediately at the pleasure,of the Chief of Police of the said City. Said officer shall be assigned to such duty at such times as the discretion of the Chief of Police dictate*, and he shall service as such officer during the pleasure of the Chief of Police of the City of El Segundo and of the City Council of said City; until the further order of this Council said appointee shall be designated Police Officer of the Fifth Class, and shall be compensated in accordance with the provisions of Resolution No. 313 of the City of E1 Segundo as amended to date. The foregoing resolution was adopted by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. No further business appe$ ring to be transacted at this meeting, it was moved by Councilman Gevow, seconded by Councilman Love, that the meeting adjourn. Carried.
