1937 JAN 06 CC MIN252- . • El Segundo, California. January 6th, 1957. A. regular meeting of the City Council of the City of El Segundo, California, was called to order at 7:00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Hesser, Love, Selby and Mayor Binder. Councilmen Absent: Gerow. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 50th day of December, 1956, were read. No errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Selby, that the minutes be approved as read. Carried. WRITTEN COMMUNICATIONS. The following communications, which were read to the Council, were disposed of in the manner indicated following the reference to each hereinafter: Application for employment of ELLERY CHARLES BADGERO, dated January 6th, 1957. Ordered filed. FISH AND GAME DEVELOPMENT ASSOCIATION, dated January 2nd, 1957, requesting the Council to communicate with the Senator and Assemblyman from this District, urging their support of a proposed'bill which has for its purpose__ the control of sardine fishing. Ordered filed. WUIS H. BURKE, Legal Counsel, League of California Municipalities, dated December 50th, 1956, with reference to the creation of a Recreational Council and submitting therewith a copy of a letter which he had addressed to the Attorney of another City, which had made inquiry respecting the same matter, as well as a copy of an Ordinance of the City of Montebello, creating a special commission in that City. The matter was referred to Councilman Selby for examination and recommendation. THE OHIO OIL COMPANY, dated December 50th, 1956s submitting a copy of the log of its Gough No. 2 well to a depth of 1659 feet. Ordered filed. ASSOCIATION OF CITY PLANNERS OF LOS ANGELES COUNTY, dated December 50th, 1956s requesting that a letter be written to Governor Merriam, with reference to the acquisition by the State of private beach area North of Santa Monica Canyon, and that a resolution be adopted with reference to the same matter, a copy of which should be sent to Honorable Geoffrey Morgan, Assemblyman from the 60th District. Following discussion, it was moved by Councilman Selby,.seconded by Councilman Love,.that the following resolution be adopted: "WHEREAS, in 1928 the people of the State of California voted a bond issue of six million dollars ($60000,000), to be expended in the purchase of state parks and beaches, with the specified provision that the expenditure of all of these moneys was to be on a cooperative basis whereby at least one- half was to be contributed from sources other than the bond issue; and, W EREA.S, the County and City of Los Angeles have recently acquired by lease with option to buy a total of 5,685.34 feet of beach for public use, situated•entirely within the city limits of the City of Los Angeles, and lying somewhat to the north and west of the present public beach at the mouth of Santa Monica Carryon; and WHEREAS, there is now available for purchase approximately 5000.feet more or less of additional beach in this same general area; and, 'WHEREAS, said beach frontage offers such unparalleled opportunities for public bathing and recreation that it should unquestionably be preserved and dedicated for public use; and, WHEREAS, certain owners of various parcels of land com- prehended within the stretch of 5,000 feet more or less herein mentioned have already taken steps to subdivide such frontage and place it on the market, which would forever deprive the public of the exceptional recreational facilities which such a public beach would afford, thus making immediate action imperative; NOW., THEREFORE, BE IT RESOLVED, that the City Council of the City of E1 Segundo, California, respectfully urges the Honorable Frank F. Merriam, Governor of the State of California, to take such steps as may be necessary to acquire either by outright purchase or by a lease with option to purchase, the said 5,000 feet more or less herein referred to, so that this beach area may be forever dedicated as a public beach and playground not only for the residents of the State of California, but also for the many thousands of strangers -within our gates. The foregoing resolution was adopted by the following vote: Ayes: Councilmen Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Gerow. UNION OIL COMPANY OF CALIFORNIA, dated January 4th, 1937, making application for a permit to drill an oil well in a portion of Section 18 within the City of E1 Segundo, as more particularly described in said communication, said well to be known as "Union Oil Company-El Segundo No. 10. Moved by Councilman Love, seconded by Councilman Hesser, that Resolution No. 355, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, GRANTING TO UNION OIL COMPANY OF CALIFORNIA, A PERMIT FOR THAT CERTAIN OIL WELL IN SAID CITY DESIGNATED AND KNOWN AS "UNION OIL COMPANY OF CALIFORNIA EL SEGUNDO NO. 111, which was read, be adopted. Carried by the following vote: Ayes: Councilmen Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Gerow. THJE .CAMINOL COMPANY, LTD., dated December 29th, 1936, applying for a permit to erect a derrick with which to drill an oil well on a certain portion of Section 18, within the City of El Segundo, more particularly described in said application. Moved by Councilman Hesser, seconded by Councilmah Love, that Resolution No. 356, entitled: A RESOLUTION OF-THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, GRANTING TO THE CAMINOL COMPANY, LTD. A PERMIT FOR THAT CERTAIN OIL WELL IN SAID CITY DESIGNATED AND KNOWN AS "THE CA14INOL COMPANY LTD. EL SEGUNDO NO. 289 a 1 which was read, be adopted. Carried by the following votes Ayes: Councilmen Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Gerow. ROYALTY SERVICE CORPORATION, LTD., dated. December 31st, 1936, requesting a permit to erect a derrick and to operate and maintain the same for the purpose of drilling for oil in a portion of Section 7 within the City of El Segundo, as more particularly described in a plat-accompanying said communication. Moved by Councilman Selby, seconded by Councilman Hesser, that Resolution No. 357, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, GRANTING TO ROYALTY SERVICE CORPORATION, LTD. A PERMIT FOR THAT CERTAIN OIL WELL IN SAID CITY DESIGNATED AND KNOWN AS "ROYALTY SERVICE CORPORATION, LTD. EL SEGUNDO NO. 1", which was read, be adopted. Carried by the following vote: Ayes: Councilmen Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Gerow. HERBERT C. LEGG, Chairman, Flood Control Committee, Board of Super- visors of Los Angeles County, dated December 30th, 1936, inviting the Mayor, the City Engineer and such other members-of the Council as would be interested, to attend a conference in the rooms of the Board of Super- visors, Hall of Records, Los Angeles, California, at 11:00 A. M., Tuesday, January 12, 1937, for the purpose of discussing whether or nat Los Angeles County Flood Control jurisdiction should be extended to include tidal action and ground swells, which have resulted in serious damages at some of the beach cities in Los Angeles County. By general consent Mayor Binder and City Engineer Hutchins were instructed to attend said meeting. THE REPUBLIC SUPPLY COMPANY, dated December 31st, 1936, making application for a permit to move a one story frame - corrugated iron building from its present location near Montebello, to a location on private property within the City of E1 Segundo. All fees have been.paid and deposits made as required by ordinances and said building having been inspected by the Building Inspector of the City of E1 Segundo, who reported that the same conforms to building ordinances of the City of E1 Segundo and who recommended that the permit applied for be granted, it was moved by Councilman Love, seconded by Councilman Selby, that the following resolution be adopted: RESOLVED, that The Republic Supply Company be and it is hereby granted permission to move a one story frame - corrugated iron building into the City of El Segundo. Said building shall be moved on or about the 8th day of January, 1937, and during the process of such moving to be routed as follows: *West.on El Segundo Boulevard from Inglewood- Redondo Road to a point on private property, approximately ore -half westerly of Inglewood- Redondo Road; provided, however, that the permit is granted subject to the observance by said Company of all provisions of all ordinances of the City of E1 Segundo respecting the moving of buildings within said City and the use of the public streets thereof. The foregoing resolution was adopted by the following vote:. Ayes: Councilmen Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Gerow. ORAL COMMUNICATIONS. None. REPORTS OF STANDING COMMITTEES. Councilman Hesser of the Public Works Committee reported.that Mr. John. Black, who owns some real property adjacent to Sierra Street and Grand Avenue had directed his attention to the fact that the public street in the vicinity of his property needs conditioning. By general consent the matter was referred to Councilmen Hesser and Gerow and to the Street Superintendent for investigation and report. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. Mr. K. E. Campbell, City Horticulturist,.reported that he and his assistant, Mr. McLauchlin, had been trimming trees throughout the City and requested he be permitted to purchase a hand saw; whereuppn it was moved by Councilman Selby, seconded by Councilman Love, that the purchase of a hand saw for the use of the City Horticulturist,.be and the same is hereby authorised and directed, at a total cost,of. not to exceed $4.00, plus.California State Sales Tax. Carried by the following vote: Ayes: Councilmen Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Gerow.. The City Engineer reported that the City Hall renovation projoct was opened by W. P. A. on January 5th, and that carpenters would be on the Job to begin actual work on Monday, January 11th, 1937. The City Attorney reported that the Department of Water and Power of the City of Los Angeles had filed with the Superior Court its request for the fixing of a trial date in the matter of that,certain case entitled: "City of Los Angeles,'a Municipal Corporation, and,Department of Water and Power of .the City of Los Angeles, Plaintiff, vs. City of El Segundo, .Defendant ", Superior Court Case No. 406816. . Councilman Love introduced Ordinance No. 206, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, MAKING CERTAIN REGULATIONS WITH REFERENCE TO THE KEEPING OF SWINE WITHIN SAID CITYO the title of which was read, and he, thereupon immediately moved that the further reading of said ordinance at this time be waived. Said motion was seconded by Councilman Hesser, and carried by the following vote: Ayes: Councilmen Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Gerow. PAYING BILLS. Moved by Councilman Love, seconded by Councilman Hesser, that E1 Segundo $ ecreational Council be and ?t is hereby granted permissiori-to use the City Hall Auditorium on the evening of January 15th, 19370 for the purpose of holding ep. a dance, no charge to be made for such use, and that the action of this Council heretofore taken granting said organization permission to use said Auditorium January 8th, 1937, be and the same is hereby rescinded, this action being taken at the request of said Recreational Council. Carried. t, Moved by Councilman Selby, seconded by Councilman Hesser, that the purchase of one Standard City set of sewer cleaning equipment be and the same is hereby authorized and directed, the cost thereof not to exceed $330.00, plus California State Sales Tax.
