December 1, 1937.
A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7:00 o'clock P. M. on the above date,
in the Council Chamber of the City Hall of said City, by Peter E. Binder,
Mayor.
ROLL CALL.
Councilmen Present: Gerow, Love, Selby and Mayor Binder.
Councilmen Absent: Hesser.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of. the regular meeting held on the 24th day of November,
1937, were read. No errors or omissions appearing, it was moved by
Councilman Selby, seconded by Councilman Love, the minutes be approved
as read. Carried.
'WRITTEN COMMUNICATIONS.
The following communications, which were read to the Council,
were disposed of in the manner indicated following the reference to
each hereinafter:
STANDARD OIL COMPANY OF CALIFORNIA, dated November 26th, 1937,
an application for a permit to drill its Standard Oil Company of California -
Refinery No. 8 well. Moved by Councilman Gerow, seconded by Councilman
Love, that Resolution No. 431, entitled:
A REKLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, GRANTING TO STANDARD
OIL COMPANY OF CALIFORNIA A PERMIT FOR THAT
CERTAIN OIL 'JELL IN SAID CITY DESIGNATED AND

RICHFIELD OIL CORPORATION, dated December lst, 1937, an application
for a permit to drill its Richfield- Republic No. 2 oil well. Moved by
Councilman Gerow, seconded by Councilman Selby, the following resolution, being

SOUTHERN CALIFORNIA TELEPHONE COMPANY, undated, stamped received by
City Clerk December lst, 1937, an application for a permit to set one pole
and two anchors. The application having had the approval of the Street
Superintendent, it was moved by Councilman Selby, seconded by Councilman Love,
that Southern California Telephone Company be and it is hereby granted
permission to set one pole and two anchors on the East side of Northrop
Street, at points 225, 380 and 520 feet South of Imperial Highway; provided,
however, the work is prosecuted and completed to the satisfaction of the
Street Superintendent of the City of E1 Segundo. Carried.
STANDARD OIL COMPANY OF CALIFORNIA, dated November 29th, 1937,
submitting logs of its Refinery Wells Nos. 5 and 6. Ordered filed.
LOGAN R. COTTON, dated November 30th, 1937, being his report of his
quarterly audit of the accounts and records of the various offices and
departments of the City of E1 Segundo for the quarter ended September 30th,
1937. Ordered filed.
ROLLO L. COLLINS, dated November 29th, 1937, being an application for
employment by the City of E1 Segundo. Ordered filed.
ROY PHELPS GARAGE, undated, stamped received by the City Clerk December
1st, 1937, calling attention to a puncture proof inner tube, recommending its
use on police motor vehicle equipment and agreeing to give a demonstration
at any time convenient to the Council. By general consent the Council
agreed to witness a demonstration.
G. L. SKU'IT, Chairman, California Association of Park Administrators,
inviting attendance at a banquet of said Association to be held fiednesday,
December 8th, 1937. Moved by Councilman Selby, seconded by Councilman Love,
that F. L. Gregory and K. E. Campbell be and they are hereby authorized to
attend the banquet meeting of the California Association of Park Administrators,
at Elysian Park Police Pistol Range, "ednesday, December 8th, 1937, as
representatives of the Park Department of the City of E1 Segundo, and that
their actual and necessary expenses in connection therewith be paid by the
City of El Segundo upon the filing of proper demands therefor. Carried by the
following vote:
Ayes: Councilmen Gerow, Love, Selby and Mayor Binder.

SPECIAL ORDER OF BUSINESS.
The hoer of 7:15 o!clock.P. ::. at this •meeting having heretofore been
fixed as the hour and date for the reception of bids for furnishing the City
of El Segundo with one new 1938 model, t,;jo -door sedan type automobile, and
certain equipment thereon, the 1.1ayor announced the fact and that the hour of
7:14 o'clock P. M. had arrived and requested all persons desiring to file
bids to do so immediately.
The hour of 7 :15 o'clock P. M. having arrived, and all bids being in,
the I.ayor declared the time-for received bids for certain motor vehicle
equipment as advertised for, closed.

The Clerk reported seven envelopes containing bids had been
received.
It was thereupon moved by Councilman Selby, seconded by Councilman
Love, the Council proceed to open, examine and publicly declare all bids
received for furnishing the City of E1 Segundo with one new 1938 model, two -door
sedan type automobile with certain specified equipment. Carried.
The Council thereupon proceeded to open, examine and publicly
declare said bids, which said bids were found by said Council to be as follows,
to -wit:
Bid of C. Fred Kerr, dated November 29th, 1937, on one new 1938
black or blue Dodge two -door sedan ,+pith trunk - - - - - - - - - - - $1195.00
On one new 1928 DeLuxe Plymouth two -door sedan - - - - 1100.00
Said bid was accompanied by Cashier's Check No. 26594, drawn on
Farmers and Merchants National Bank of Gardena, payable to the order of the
City of E1 Segundo in the sum of $120.00.
Bid of G. F. Sparling, dated November 30th, 1937, on one new
1938 Hudson two -door trunk sedan - - - - - - - - - - - - - - - $1524.95
Said Bid was accompanied by Cashier's Check No. 1,003,051,
drawn upon the Bank of America, Inglewood Branch, payable to the order of
the City of E1 Segundo, in the sum of $152.00.
Bid of G. F. Sparling, dated'November 30th, 1937, on one new
1938 Buick Special 40 Series, two -door trunk sedan - - - - - - - - $1479.55.
Said bid was accompanied by a Cashier's Check, No. 1003052,
drawn upon the Bank of America, Inglewood Branch, payable to the order of
the City of El Segundo 'n the sum of $147.96.
Bid of G. F. Sparling, dated November 30th, 1937, on one
1938 Buick Century.60 Series, two -door trunk sedan - - - - - - - - $1586.25.
Said bid was accompanied by Cashier's Check No. 1003050, drawn
on Bank of America, Inglewood Branch, payable to the order of the City of
E1 Segundo in the sum of $168.63.
Bid of Ira E. Escobar, dated December lst, 1937, on one new
1938 Yodel Ford V -8, 85 H. P., two -door sedan - - - - - - - - - - - $844.14.
Said bid was accompanied by Cashier's Check No. 912061, drawn
on El Segundo Branch, Security -First National Bank of Los Angeles, payable
to the order of the City of E1 Segundo in the sum of $90.00.
Bid of J. L. Boyer, dated December 1st, 1937, on one Master
Chevrolet, two -door sedan - - - - - - - - - - - - - - - - - - - - -$920.92.
Bid on one Idaster Two -door Town Chevrolet Sedan - - - - 939.92.
Bid on one Master Chevrolet DeLuxe two -door sedan - - - 990.76.
Said bid was accompanied by Certified Check No. 108, drawn on
El Segundo Branch, Security -First National Bank of Los Angeles, payable to
the order of the City of E1 Segundo in the sum of $100.00.
Bid of Southwest Nash I7otors, dated November 30th, 1937, on
one mash Ambassador Eight, two -door trunk sedan - - - - - - - - - - $1446.90.
Bid on one Nash Ambassador Six, two -door trunk sedan 1281.65
Bid on one Nash Lafayette two -door trunk sedan - - - 1090.10.
Said bid was accompanied by Cashier's Check No. 250907, drawn
on Head Cffice, Security -First National Bank of Los Angeles, payable to the
order of -the City of E1 ..Segundo in the sum. of $144.70.
All of the bids hereinabove referred to are on file in the office
of the City Clerk and open to public inspection for further particulars.
Moved by Councilman Selby, seconded.by Councilman Love, that all
of the bids received this date for furnishing the City of E1 Segundo with motor
vehicle equipment as advertised for be taken under advisement until the hour
of 7:30 o'clock P. M. at the next regular meeting of this Council, to -wit:
December 8th, 1937. Carried.

The City Attorney reported that he had communicated with U. S. 'Hebb,
Attorney General of the State of California, with reference to the expenditure
of monies received by the City from alcoholic beverage control sources; that
said Attorney General rules that in the absence of provisions of law specifying
the particular State purpose for which the money -must be used, it is his
opinion that it may be used for any State purpose. A carbon copy of the Attorney
General's letter was handed the City Clerk for filing and reference.

INEfi BUSINESS.
The Chief of Police announced that officer Pd. H. McIntire, who has been
on leave of absence would return to regular duty this date and requested his
reinstatement as a Traffic Officer of the First Class.
Moved by Councilman Love, seconded by Councilman Gerow, that effective
December 1st, 1937, and until the further order of this Council, M. H. McIntire,
a police officer of the City of E1 Segundo, absent from duty on leave of absence
.since July 1st, 1937, be reinstated to duty as Traffic Officer of the First Class
in the Police Department of the City of E1 Segundo, his compensation, working hours
and other employment conditions to be subject to the provisions of such resolution
or resolutions of the City Council of the City of E1 Segundo now in effect
respecting the hours of employment and rates of compensation affecting officers
and employees of said City. Carried by the following vote:
Ayes: Councilmen Gerow, Love, Selby and 2.ayor Binder.
Noes: Councilmen None.

Moved by Councilman Selby, seconded by Councilman Gerow, that effective
December 1st, 1937, and until the further order of his Council, the employment
classification of R. H. Dietrich be changed from Police Officer of the Sixth Class
to-Laborer of Second Class, and that the employment classification of L. I.axwell
be changed from Police'Officer of the Fifth Class to Police Officer of the Sixth
Class; said employees in said new classifications being subject to the provisions
of the resolution or resolutions of this Council respecting the hours of employment
and rates of compensation affecting officers and /or employees of the City of El

Engineer of the City of El Segundo be and he is hereby authorized and
directed to cause a one story brick building to be erected in Library Park,
in accordance with plans and specifications therefor prepared by him, said
building to be used for the storage of Park Department tools and equipment
and for comfort station purposes, the total cost thereof not to exceed
$250.00. Carried by the following vote:
Ayes: Councilmen Gerow, Love, Selby and :dayor Binder.
Noes: Councilmen None.
Absent: Councilman Hesser.
No further business appearing to be transacted at this meeting, it was
moved by Councilman Gerow, seconded by Councilman Love, the meeting adjourn.
