1937 AUG 25 CC MINEl Segundo, California August 25, 1937 A regular meeting of the City Council of the City of El Segundo, California, was called.to order at 7:00 o'clock P. M. on the above date, in the Council Chamber of said City, by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Hesser, love and Mayor. Binder. Councilmen Absent: Selby. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 18th day of August, 1937, were read. No errors or omissions appearing, it was moved by Councilman love, seconded by Councilman Gerow, the minutes be approved as read. Carried. WRITTEN COM1v!UNICATIONS. The following communications, which were read to the Council, were disposed of in the manner indicated following the reference to each hereinafter: STANDARD OIL COMPANY OF CALIFORNIA, dated August 20th, 1937, transmitting therewith, in accordance with the provisions of a permit theretofore issued to it for the drilling of its "Refinery No. 2" well, the log of said well to a depth of one thousand (1000) feet. By general consent, the cummunication was ordered received and filed in the office of the City Clerk, and a copy of the log delivered to the Superintendent of the Water Department. INGLEIOOD CHAMBER.OF COIJITERCE, dated August 19th, 1937, thanking the City of El Segundo for its participation in the "Centinela Days" celebration which concluded August 14th, 1937. Ordered filed. CAL -NEVA OIL CORPORATION, dated August 20th, 1937, offering to drill an oil well or wells in the Grand Avenue Park of the City of E1 Segundo, and stating the royalty which would be paid for a lease covering the City land. By general consent the matter was taken under advisement. COUNTY SURVEYOR OF LOS ANGELES COUNTY, dated August 20th, 1937, suggesting that he be form-ally designated to act for the City Engineer of the City of E1 Segundo, in checking subdivision maps against the County records and for compliance with the general requirements of the State Law respecting the filing of such maps. Moved by Councilman Hesser, seconded by Councilman Love, that the following resolution be adopted: RESOLVED, that until the further order of this Council the County Surveyor of Los Angeles County, California, be and he is hereby designated to act for the City of El Segundo in checking subdivision maps against the Los Angeles County records and the general requirements of the State Law, such services to be rendered without compensation so far as the City of E1 Segundo is concerned. The foregoing resolution was adopted by the following vote: Ayes: Councilmen Gerow, Hesser, Love and Mayor Binder. Noes: Councilmen None. Absent: Councilman Selby. LONG BEACH EUNICIPAL AUDITORIUM, C014VENTION AND PUBLICITY BUREAU, dated August 24th, 1937, requesting that delegates of the City of E1 Segundo who may be in attendance at the League of California Municipalities Convention which will be held at San Jose, September 13th to 16th, 1937, be instructed to vote for Long Beach as the 1938 Convention City. Following consideration, it was moved by Mayor Binder, seconded by Councilman Gerow, that the matter of voting for a 1938 Convention City for the League of California Municipalities be left to the discretion of the deleggates from the City of E1 Segundo who may .attend the 1937 Convention. Carried by the following vote: C Ayes: Councilmen Gerow, Hesser, Love and Mayor Binder. Noes: Councilmen None. Absent: Councilman Selby. ANDREP! BLEICH, dated August 25th, 1937, being an application for employ- ment by the City of E1 Segundo. Ordered filed. EL SEGUNDO CHAMBER OF COITTERCE, dated August'25th, 1937, requesting the City's assistance to the extent of $20.00 to help defray the expenses of participation by the City of El Segundo in the "Centinela Days" parade held at Inglewood, California, August 14th, 1937. The City Attorney ruled against the appropriation notwithstanding the valuable direct advertising received by the City by the entry of a float in said parade, due to the fact that the ex- penditure had not been ordered or approved prior to the time the expense was incurred. The communication was ordered filed. LEAGUE OF CALIFORNIA P.UNICIPALITIES, dated August 17th, 1937, advising of certain changes in the laws governing public Funds deposits effective August 23rd, 1937, and submitting sample forms which the City Treasurer must use in compliance with law with respect to the deposit of public Funds. The City Attorney advised the Council that he also had received a set of the forms and that the matter of the deposit of public monies is now receiving his consideration and that he will make a ruling in due course respecting the matter. Thereupon the communication was ordered filed. APE: PETFOLEUIs1 CORPORATION, LTD., dated August 24th, 1937, applying for a permit to drill its into. 1 well. Said application was not accompanied by a map of the lease upon which the proposed well is to be drilled, as is required by the Council, hence the matter was taken under advisement until the order of business "Nei: Business" at this meeting, to enable the Corporation's represent- ative, who was present in the Council Chamber, to prepare and file such a map. APEX PETROLELDI' CORPORATION, LTD., dated August 24th, 1937, applying for a permit to drill its No. 2 well. No map of the lease upon which the proposed well is to be drilled accompanied said application, as is the requirement of the City Council, hence the application was taken under advisement until the order of business "New Business" at this meeting, to enable the Corporation's representative, who was present in the Council Chamber, to prepare a map for filing trith said communication. The City Clerk reported to the Council that, pursuant to direction, he had made inquiries as to the prices at which second -hand pianos might be purchased, and had discovered that they are obtainable at from $50.00 up;, that he had learned of one used piano, reported to be in good condition, which could be purchased for x$,`80.00, f.o.b. City Hall, E1 Segundo, also that nev! bungalo-rr type pianos could be purchased for from $225.00 up. -Following discussion, it was moved-by Councilman Gerow, seconded by Council- man Hesser, that the purchase of a.piano by the City of E1 Segundo be author- ised at a total cost of not to exceed $100.00, and that Mayor Binder be appointed a committee of one to select the instrument and direct its purchase. The City Clerk presented and read to the Council the title of Ordinance No. 210 entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, FIXING THE AMOUNT OF MONEY NECESSARY TO BE RAISED BY TAXATION UPON THE TAXABLE PROPERTY THEREIN AS A REVENUE TO CARRY ON THE VARIOUS DEPARTMy'fEiJTS (INCLUDING THE EL SEGUNDO PUBLIC LIBRARY), AND PAY THE BONDED INDEBTEDNESS OF SAID CITY FOR THE CURRENT YEAR, 1937 -1938, Upon hearing the title of the said ordinance read, and the said ordin- ance having been read at the previous meeting of the Council when same was introduced, it was moved by Councilman Gerow and seconded by Councilman Love, that the further reading of said Ordinance No. 210 be and the same is hereby waived. Said motion was carried unanimously by the following vote: Ayes: Councilmen Gerow, Hesser, Love and Mayor Binder. Noes: Councilmen None. Absent: Councilman Selby. Then it was moved by Councilman Gerow, seconded by Councilman Love, that Ordinance No. 210 entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, FIXING THE AMOUNT OF MONEY NECESSARY TO BE RAISED BY TAXATION UPON THE TAXABLE PROPERTY THEREIN AS A REVENUE TO CARRY ON THE VARIOUS DEPARTIMENTS (INCLUDING THE EL SEGUNDO PUBLIC LIBRARY), AND PAY THE BONDED INDEBTEDNESS OF SAID CITY FOR THE CURRENT YEAR, 1937 -1938, which was introduced and read at the regular meeting of this Council held August 18th, 1937, be adopted. Moved by Councilman Hesser, seconded by Councilman Love, that Resolution No. 394 entitled: A RESOLUTION_ OF THE CITY COLENCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, FIXING THE RATES OF TAXES LEVIED IN AND FOR SAID CITY, SUFFICIENT TO RAISE THE AMOUNT OF i;;ONEY FIXED BY THE SAID CITY COUNCIL IN ORDINANCE NO. 210 THEREOF, PASSED AND ADOPTED ON THE 25th DAY OF AUGUST, A. D., 1937, AND THE EXPENSE OF COLLECTION OF SAID AMOUNT, THE SAID RATES HEREIN FIXED BEING THE RATES OF TAXES IN AND FOR SAID CITY FOR THE CURRENT FISCAL YEAR 1937 -1938, which was read in full, be adopted. Moved by Councilman Hesser, seconded by Councilman Gerow, that the Street Superintendent be and he is hereby authorized to cause the "iron men" used at street crossings adjacent to the City Schools, to be painted at a cost of not to exceed $12.00. The Council at this point reconsidered the applications of Apex Petroleum Corporation, Ltd., for permits to drill oil wells within the City of E1-Segundo. After such consideration it was moved by Councilman Gerow, seconded by Council- man Love, that Resolution No. 595 entitled: A RESOLUr'ION OF THE CITY COUNCIL OF THE CITY OF.EL SEGUNDO, CALIFORNIA, GRANTING TO THE APEX PETROLEUM CORPORATION, LTD., A PEIWIT FOR THAT CERTAIN OIL TELL IN SAID CITY DESIGNATED AND KNOV,11 AS "APEX -ELSIE COM!JIUNITY NO. 1" which was read, be adopted. The motion carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love and Mayor Binder. Noes: Councilmen None. Absent: Councilman Selby. Moved by Councilman Gerow, seconded by Councilman Love, that the Building Inspector of the City of E1 Segundo be and he is hereby instructed and directed not to sign the permit for the drilling of the "Apex -Elsie Community No. 1" well, the issuance of which permit is authorized in Resolution No. 385 of the City of El Segundo, until after there has been filed, with the City Clerk, a letter or letters, approved as to form by the City Attorney of the City of E1 Segundo, signed by all parties whose signatures thereto are necessary to permit the ormer of Lot 258, Block 123, in the City of E1 Segundo, to join and become a party to that certain community lease upon which said well is to be drilled, agreeing to permit any owner or contract purchaser of any lot in the block bounded by Grand Avenue, Washington Street, Franklin Avenue, and Kansas Street, to join in said lease as Lessors at any time before oil or gas is produced from the land embraced in said lease, under the same terms and conditions as the original signatories thereto. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love and Mayor Binder. Noes: Councilmen None. Absent: Councilman Selby. Moved by Councilman Hesser, seconded by Councilman Gerow, that Resolution No. 596 entitled: A RE-SOLUTIO14 OF THE CITY COUNCIL OF THE CITY OF EL- SEGUNDO.. CALIFORNIA, GRANTING TO THE APEX PETROLEW CORPORATION, LTD., A PERMIT FOR THAT CERTAIN OIL WELL IN SAID CITY DESIGNATED A'.JD LNOVJN AS "APEX -ELSIE COM1J UNITY NO. 2" which was read, be adopted. The motion carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love and Mayor Binder. Noes: Councilmen None. Absent: Councilman Selby. 92 Moved by Councilman Hesser, seconded by Councilman Love, that the following resolution be adopted: RESOLVED, that in the opinion of the City Council of the City of E1 Segundo, California, for'the purpose of convenience in-identification, it is required that various oil well derricks and wells within said City should be properly marked; NOVA, THEREFORE, BE IT RESOLVED that each oil well derrick for which a permit has heretofore been issued and for which a permit may hereafter be issued by this Council, shall have conspicuously displayed thereon, in letters not less than six inches (611) in height, visible from two different sides of such derrick, appropriate signs stating the name of the well and the name of the permittee of such well; AND BE IT FURTHER RESOLVED, that the City Clerk be and he is hereby authorized and instructed to notify all holders of existing permits of this order, and in such notice shall state that such sign must be in place v.ithin thirty (30) days after this date. The foregoing resolution was adopted by the following vote: Ayes: Councilmen Gerow, Hesser, Love and Mayor Binder. Noes: Councilmen None. Absent: Councilman Selby. No further business appearing to be transacted at this meeting, it was moved by Councilman Gerow, seconded by Councilman Love, the meeting adjourn.
