1937 APR 21 CC MINEl Segundo, , California. April 21, 1937. A regular meeting of the City Council of the City of El Segundo, California, was called to order at 7 :00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Hesser, Love, Selby and Mayor Binder. Councilmen Absent: None. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 14th day of April, 1937, were read. No errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Selby, the minutes be approved as read. Carried. WRITTEN COMMUNICATIONS. The following communications, which were read to the Council, were disposed of in the manner indicated following the reference to each hereinafter: J. L. POMEROY, M. D., Los Angeles County Health Officer, dated April 15th, 1937, advising that the Los Angeles County Health Department has been awarded first place for the Western Division of the United States in the National Rural Health Conservation Contest; which contest is held annually by the United States Chamber of Commerce. Ordered filed. - HONORABLE JACK B. TENNEY, Assemblyman, 46th Assembly District, acknowledging receipt of a letter addressed to him by the City Clerk, which set forth the policy of the Council of the City of E1 Segundo with reference to A. B. 1416 introduced in the State Legislature. Ordered filed. COUh`TY SANITATION DISTRICTS OF LOS ANGELES COUNTY, dated April 19th, 1937, with which was transmitted copy of a letter of the Security -First National Bank of Los Angeles, dated April 19th, 1937, captioned "Reference: Trust D-c 6994 ", approving Plan No. 5-d -97 of County Sanitation District No. 5 of Los Angeles County for the construction of a trunk sewer in a portion of the City of El Segundo and suggesting that said Sanitation District alter said plan with respect to the installation of certain wyes; also copy of 'a letter of said County Sanitation Districts of Los Angeles County, dated April 19th, 1937, captioned "Re: Truest D- 69940, acknowledging receipt of the letter of said Security -First National Bank of Los Angeles hereinbefore referred to and agreeing to the installation of wyes as requested by said Bank. Ordered filed. COUNTY SANITATION DISTRICTS OF LOS ANGELES COUNTY, dated April 20ths 19372 acknowledging receipt of a certified copy of resolution adopted by this Council, approving Plan 5 -d -97, for the construction of a trunk sewer in a portion of the City of El Segundo and requesting that the City transmit to said County Sanitation Districts warrant for the estimated cost of the pro- posed construction. Ordered filed. LEAGUE OF CALIFORNIA MUNICIPALITIES, dated April 14thi'1937, its Legis- lative Bulletin No. ]A, explaining•the•effect of a recent decision of the California District Court of Appeals., Third Districts With respect to the five percent limitation on increasing expenditures of governmental units; also commenting upon certain legislation now being considered by the State Legislature of the State of California. Ordered filed. TAYLOR & TAYLOR, dated April 19th, 1937, transmitting two copies of plans and specifications for a chlorinator to be installed in the water system of the City of El Segundo and forms of notice calling for bids and bidders ,I blanks. By general consent the file was referred to the City Attorney for approval or amendment as is indicated, with instructions to report to this Council at its next meeting. CALIFORNIA MUNICIPAL UTILITIES ASSOCIATION, dated April 15th, 1937, its Legislative Bulletin No. 6, advising of the present status of certain pending Federal and State legislation affecting municipally owned utilities. Ordered filed. CALIFORNIA MUNICIPAL UTILITIES ASSOCIATION, dated April 16th, 1951z, its Legislative Bulletin No. 7, explaining the procedure in connection with claims to be filed for refund of Federal income taxes heretofore paid by employees of municipally owned water departments. Ordered filed. CALIFORNIA MUNICIPAL UTILITIES ASSOCIATION, dated April l6th, 1957, explaining the work of the Association, its method of financing the cost of the service it performs and urging the City to subscribe for membership. Ordered filed. FISH AND GAME DEVELOPMENT ASSOCIATION, dated April 14th, 1957, requesting the Council to communicate to the Assemblyman from this District its opposition to the passage by the Assembly of SB 519. Ordered filed. HONORABLE JOHN F. DOCKVTEILER, Representative in Congress, dated April 12, 1957, acknowledging receipt of the Council's letter addressed to him, setting forth his attitude with respect to pending amendments to the National Banking Act which, if adopted, will enable banks, members of the Federal Reserve System, to pay interest on public funds deposited in such banks by City Treasurers after August 24th, 1957. Ordered filed. SPECIAL ORDER OF BUSINESS. The hour of 7:15 o'clock P. M. at this meeting having heretofore been fixed as the time and date for receiving bids for the sale by said City of one used Austin Horse -Drawn Road Grader, now owned by said City, the Mayor announced that the hour of 7:14 o'clock P. M. had arrived and requested that any person or persons present desiring to file bids for the purchase of said equipment do so immediately. The hour of 7:15 o'clock P. M. having arrived, it was moved by Councilman Selbysumonded by Councilman Love, that the reception of bids for the sale of one Horse -Drawn Road Grader, now owned by the City of El Segundo, be declared closed. Carried. The Clerk announced two bids had been received. It was thereupon moved by Councilman Selby, seconded by Councilman Love, and unanimously carried, that the Council proceed immediately to open, examine and publicly declare all of the bids received for the sale of one used Austin Horse -Drawn Road Grader, owned by the City of E1 Segundo. Said bids were found by said Council to be as follows, to -wit: Bid of Mrs. L. A. Farnham, as follows, to -wit: "For the used horse -drawn grader advertised for sale by the City of E1 Segundo, as per notice in E1 Segundo Herald, I bid the sum of $11.00. w Enclosed please find cash in an amount equal to said bid, which shall be retained by you as and for the purchase price, if said grader is sold to me, otherwise to be refunded." Said bid was accompanied by currency in the amount of $11.00. Bid of M. H. McIntire," as follows to -wit: 0-1, "Pursuant to the advertisement you recently caused to be placed in the E1 Segundo Herald, for the sale of a used horse - drawn Austin road grader, I submit the bid of.Twenty -Six (026.00) Dollars, and should I be the successful bidder, I hereby agree to remove said grader from City property within ten days. Find enclosed cash in the amount of Twenty -six ($26.00) Dollars." Said bid was accompanied by currency in the suit of $26.00. Moved by Councilman Selby, seconded by Councilman Love, that Resolution No. 371, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, AUTHORIZING THE SALE TO IA. H. MBINTIRE OF ONE USED AUSTIN HORSE -DRAWN ROAD GRADER ORTNED BY THE SAID CITY OF EL SEGUNDO, which was read, be adopted. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. None. None. ORAL COIJU%gUNICATIONS. REPORTS OF STANDING COW- 11ITTEES. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. Councilman Hesser reported that he, Councilman Selby and two lighting engineers of Southern California Edison Company had conferred with respect to lighting installations which would afford better visibility at night in Pain Street adjacent to the Nigh School when large numbers of persons are in attendance at public events at said institutions. The Engineers' recommendation is that four 1500 -watt lamps, with flood light projectors, be mounted on the wings of the High School building, or that four high ornamental lighting posts be erected in the parkings at the sides of the roadway. The estimated cost of the first mentioned installation would be $180.00 to $200.00 if the present wiring in the High School building is suitable, but if not, independent wiring would be necessary, in which event the total cost might increase, but in any event not to exceed $250.00. The estimated cost of the second mentioned installation would be in excess of $500.00. It appearing that the mounting of flood lights on top of the High School building would be more satisfactory and more economical, and it appearing also that certain members of the Board of Trustees of El Segundo Unified School District have indicated their willingness to consent to such an installation, it was moved by Councilman Love, seconded by Councilman Selby, that the City Engineer be instructed to make a check of the electric wiring systems in E1 Segundo High School, to ascertain whether or not existing wiring is suitable for the pvoposed installation and report to this Council respecting said matter, and that he be authorized to expend not in excess of $10.00 for such assistance as he may need in checking said wiring system in said High School building. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love.,-Selby-and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. UNFINISHED BUSINESS. At 7 :55 o'clock P. M., the Mayor declared a recess of fifteen minutes. During recess, the Council conferred with Mrs. Alice Hope, Publicity Director, respecting the printing for general distribution of maps of the City of El Segundo. Mrs. Hope made recommendations as to the material to be used in said map and its arrangement. ! m The Council reconvened at 8:10 o'clock �. M., all Councilmen being present and answering roll call. Moved by Councilman Hesser, seconded by Councilman Gerow, that this Council does hereby approve of the printing of maps of the City of E1 Segundo for public distribution and the inclusion therein of certain pictures of homes, churches and industrial institutions within the City, as well as certain advertising matter and the arrangement of all thereof as heretofore recommended to this Council by the Publicity Director of the City of E1 Segundo, and does hereby authorize the making of the necessary cuts and the printing of 3000 of said maps at a total cost of not to exceed $141.00, plus California State Sales Tax. Moved by Councilman Gerow, seconded by Councilman Love, that the Street Superintendent be authorized and instructed to purchase twenty -five feet of hose and ten sax of lime for use at the baseball grounds on the High School campus, the total cost of such purchase not to exceed the sum of $13.00, plus California State Sales Tax. Moved by Councilman Gerow, seconded by Councilman Love, that the City Clerk be authorized and directed to have Southern California Edison Company make a service connection at the baseball grounds on El Segundo High School campus so as to permit of the lighting of the field for night baseball play beginning Y,ay 3rd, 1937.
