A regular meeting of the City Cbunci.l of the City of El Segundo, California,
was called to order at 7 :00 P. M. on the above date, in the Council Chamber
of the Gity Hall of said City, by Peter E. Binder, Mayor.
ROLL CALL.
Councilmen Present: Gerow;Hesser, and Mayor Binder.
Councilmen Absent: Love and Selby.
READING OF MINUTES OF PREVIOUS 2di;WING.
The minutes of the regular meeting held on the 2nd day of September,
1936, were read. No errors or omissions appearing, it was moved by Councilman
Gerow, seconded by 0uncilman Hesser, that the minutes be approved as read.
Carried.
WRITTEN CONMIUNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated following the reference to each herein-
after:
FEDERAL F.P;iERGFNCY ADMINISTRATION OF PUBLIC WORKS, dated September 9th,
1936, bearing the subject "E1 Segundo Library ", acknowledging receipt of
a resolution of the City Council of the City of EL Segundo, commending Mr.
Harry K. Boone, Examining Engineer of the Administration, for his helpful
and conscientious assistance during the time the City Council was con-
sidering the erection of a public library building for the City of El
Segundo. Ordered filed.
FEDERAL EMERGENCY ADM114ISTRATION OF PUBLIC VJIORKS, dated September 9th,
1936, bearing the subject: "Docket; Cal. 1287 —R, E1 Segundo Library ",
advising that a grant of $1 ?,600.00 heretofore allocated the E1 Segundo
Public Library had been rescinded by the Administrator, August 15th, 1936.
Ordered filed.
At this point, the hour being 7:05 o'clock P. M., Councilman Selby
appeared at the meeting and he immediately took his seat at the Council
table.
WALLACE— PHIPPS GENERAL AGENCY, INC., dated ,September 10th, 1936,
making reference to public liability and property damage insurance on the
city fleet of motor vehicles. Action respecting the matter was deferred
until a future meeting of the Council.
LOCAL OP'PION LEAGUE OF CALIFORNIA, dated September 5th, 1936, requesting
the Council to pass a resolution or motion of endorsement of the proposed
local option amendment which will appear on the November general election
ballot. Ordered filed.
J. DAVID LARSON, Director, Boulder Power Inaugural, dated September 7th,
1936, requesting the City to take part in a parade to be held October 9th,
1936, by furnishing a float which will tell the store of El Segundo. By
general consent the matter was referred to Councilman Sellr for investig.f_tion,
recommendation and report at the next meeting of the Council.

PAYING BILLS.
The following demands, having had the approval of the Committee on
Finance and Records, were read:
Moved by Councilman Selby, seconded by councilman Hesser, that the demands
be allowed and warrants drawn on and paid out of the General Fund covering the
same. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
NEW BUSINESS.
Moved by Zuncilman Selby, seconded by Councilman Gerow, that the purchase
of two 30 x 32 tires and one tube for use on street department motor vehicle
equipment be and the same is hereby authorized and directed, the cost thereof
not to exceed $13.152 plus California State Sales tax. Carried by the
following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
Moved by Councilman Gerow, seconded by C euncilman Selby, that in view of
the fact that Police Officer T. B. DeBerry has accumulated overtime equivalent
to one week, that said officer be permitted to absent himself from his regular
duties for one week beginning September 27th, 1936. Carried by the following
vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
Moved by Councilman Gerow, seconded by Councilman Hesser, that the City Clerk
be and he is hereby authorized and directed to transmit a letter to Mr. 0. H.
Barber, General Chairman of the Committee which made arrangements for the
celebration of the 25th Anniversary of the founding of the City of E1 Segundo,
held in El Segundo September 9th, 1936, expressing this Council's appreciation
for the splendid manner in which the festivities- were handled and commending
Mr. Barber and his associate committeemen for their excellent execution of the
arduous task performed. Carried.
Moved by Councilman Binder, seconded by Councilman Selby, that.the following
resolution be .adopted:
WHEREAS, due to the celebration held in the City of E1
Segundo, September 9th, 1936, and to the necessity for conditioning
the baseball grounds on said date, it became necessary to employ
Mr. Ed Coddington owing to the fact that regular municipal emplyees
had previously been given a holiday;

NOW THEREFORE, BE IT REVOLVED, that the employment of
Mr. Ed Coddington to perform such services as were required
on the baseball grounds at E1 Segundo High School Athletic
Field, September 9th, 19362 be and the same is hereby ratified
and approved, and the Street Superintendent be and he is
hereby authorized and directed to add Mr. Coddington's name to
his regular payroll, allowing him eight hours at 65J per hour
for services rendered on said date.
The foregoing resolution Was adopted by the following vote:
Ayes: Councilmen Gerow, Hesser,.Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Lave.
Moved 'by Councilman Gerow, seconded by Councilman Hesser, that the
installation of electrical wiring for lighting purposes in the dressing room
at the baseball-grounds on E1 Segundo High School Athletic Field, be and
the same is hereby authorized and directed, at a cost of not to exceed
$10.00, plus California State Sales Tax. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
No further business appearing to be transacted at this meeting, it was
moved by Councilman Gerow, seconded by Councilman Selby, that the meeting
adjourn. Carried.
