October 28th, 1936.
A regular meeting of the City Council of the City of E1 Segundo, California,
was called to order at 7:00 otclock P. M. on the above date, in the Council
Chamber of the City Hall of said City, by Peter E. Binder, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Selby and mayor Binder.
Councilmen Absent: Love.

The minutes of the regular meeting held on the 21st day of October, 1936,
were read. No errors or omissions appearing, it was moved by Councilman Gerow,
seconded by Councilman Hesser, that the minutes be approved as read. Carried.
WRITTEN CO1.2- TNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated following the reference to each hereinafter:-
CALIFOP,'IIA SIFETY COUNCIL, dated October 21st, 1936, respecting its
efforts to reduce traffic hazards and accidents. Ordered filed.
L. B. :r'E::rtICK NURSERIES, dated October 26th, 19369 requesting an
opportunity to quote on street trees, which the City of El Segundo contemplates
purchasing. Ordered filed.
.CALIFORNIA 1 °IINICIPAL UTILITIES ASSOCIATION, dated October 23rd, 1936,
requesting the 6ouncil to sponsor Proposition No. 13, which will appear on the
-, November, 1936, ballot. Ordered filed.
SAY RITTENBERG, dated October 28th, 1936, applying for a license to
operate a pin -ball game at No. 102 Richmond Street, in the City of E1 Segundo.

Sam Rittenberg for a license to operate one pin -ball game at No. 102 Richmond
Street, E1 Segundo, be denied. Carried.
LEAGUE OF CALIFORNIA MUNICIPALITIES, its Bulletin No. 16, dated October
25rd, 1936, advising that the League's endorsement of Proposition No. 10,
appearing on the November, 1936, General Election ballot, has been withdrawn.

the Council to take steps to enforce Ordinance No. 155 of the City of E1 Segundo.
By general consent, the matter was referred to the Chief of Police for attention.
LOCPL OPTION LEAGUE OF CALIFORNIA, dated October 24th, 1936, requesting
the Council's endorsement of Proposition No. 9, which will appear on the
November, 1936, General Election ballot. Ordered filed.
..LEAGUE OF CALIFORNIA MUNICIPALITIES, dated October 12, 1936, requesting
the Council to take certain action opposing the adoption of Proposition No._7
of-the-November-'General 12ection ballot':
� Moved by Councilman Selby, seconded by Councilman Hesser, that the City
Council of the City of E1 Segundo, California, go on record as opposed to
Proposition No. 7 appearing on the November, 1936, General Election ballot;
that it encourage the citizens of the City of E1 Segundo to vote against the
measure and that the City Clerk be directed to notify the League of California
Municipalities of this Council's action. Carried by the following vote:
Ayes: Councilmen Hesser, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
Not Voting: Councilman Gerow.

ORAL C012'fUNICATIONS.
At this point, Mr. Sam Rittenberg, who had heretofore filed written
application for a license to operate a pin —ball game at No. 102 Richmond
Street, within the City of El Segundo, appeared at the meeting.
He was c_uestioned by the Mayor as to the type of machine he proposes to
install and it appearing from his explanation thereof that it is not the type
of rachine the Council had in mind r en it denied his request, but is one
which may qualify under the provisions of Ordinance No. 195 of the City of El
Segundo, it was moved by Councilman Gerow, seconded by Councilman Selby, that
the action heretofore taken by this Council at this meeting, denying the request
of Sam Rittenberg that a license be issued to him for the operation of a pin-
ball game at No. 102 Richmond Street, E1 Segundo, be and the same is hereby
rescinded; that this Council does hereby authorize the issuance of a permit
and license for the operation at said location of the machine indicated in said
ap ^licant's communication filed with this Council this date, subject, however,
to approval by the Chief of Police of the machine installed by said applicant.

REPORTS OF STANDING COI- IMITTEES.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
The City Clerk reported that the copies of "Compilation of Laws relating
to Cities of the Sixth Class ", being Report No. 8 of the League of California
Municipalities, heretofore ordered by this.Council, have been received and are
now on file in his office.
Z�1_ The City Engineer reported that the Engineering Department transit is in
-A-a-2.4- need of repair, whereupon it was moved by Councilman Selby, seconded by Councilman
Gerow, that the transit of the Engineering Department of the City of El Segundo
be repaired at a cost of not to exceed $50.00. Carried by the following vote
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
The City Engineer reported receipt of a request from Works Progress
Administration that Certificate of Financial Responsibility be executed in
triplicate and returned to said Torks Progress Administration, so that the
work contemplated in application bearing District Serial No. 1101 -1270 for
the improvement of Center and other streets within the City of E1 Segundo may
be underta'_cen at an early date.
Moved by Councilman Gerow, seconded by Councilman Hesser, that Minta
Curtzwiler, City Treasurer of the City of El Segundo, and R. T. Hutchins, City
Engineer of the City of E1 Segundo, be and they are hereby authorized and
directed to execute as Fiscal Officer and Sponsor's Agent respectively, of the
City of El aegundo, Certificate of Financial Responsibility with respect to
Works Progress Administration project bearing District Serial No. 1101 -1270
and to return the signed certificates to Works Progress Administration. Carried.
The City Engineer reported that to grade and oil a portion of the alley
in Block 89 of the City of El Segundo, for the purpose of affording means of
_- ingress and egress to.certain property owners in said Block, as requested in the
communication of Lars. Kathryn L. Fonda, filed with this Council at its last .
meeting; rill cost approximately 150.00.
It was thereupon moved by Councilman Gerow, seconded by Councilman Selby,
that the Street Superintendent of the City of El Segundo be and he is hereby
instructed to proceed with the cork of grading and oiling a portion of a certain
public alley in Block 89 of the City of E1 Segundo, at a cost of not to exceed
$50.00. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.

Moved by Councilman Selby, seconded by Councilman Gerow, that Ordinance
No. 204, entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO,
T CALIFORNIA, REGULATING TRAFFIC UPON THE
PUBLIC STREETS, AVENUES, ALLEYS, THOROUGH-
FARES AND PLACES t":ITHIN SAID CITY, AND
REPEALING ALL ORDININCES AND PARTS OF
ORDINANCES IN CONFLICT THEF.ETITH,
which was introduced and read at a regular meeting of the City Council held
on the 50th day of September, 1936, and reread at this meeting, be adopted.
Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
NET, BUSI_NESS.
Moved by Councilman Gerow, seconded by Councilman Hesser, that the
City Attorney of the City of El Segundo be and he is hereby instructed to
prepare an ordinance amending Ordinance No. 155 of the City of E1 Segundo; or
to prepare a new ordinance so as to better define certain animals designated
in said Ordinance No. 155 and to prohibit the establishment and maintenance
of hog ranches or the keeping of more than three swine on any one premises
within said City. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
Moved by Councilman Gerow, seconded by Councilman Selby, that the
City Clerk be authorized and directed to address a communication to each
licensee of marble games being operated within the City of El Segundo, advising
such persons that if minors under the age of 18 years are permitted to play
said machines, the Council will be disposed to revoke the permits granted
for their operation. Carried.
Moved by Councilman Selby, seconded by Councilman Hesser, that if in
the opinion of the Chief of Police it becomes necessary to procure additional
badges and cap pieces, that he be authorized to purchase not more than seven
Of such badges and cap pieces at a cost of not to exceed $65.00, plus California
State Sales Tax. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Lave.
No further business appearing to be transacted at this meeting, it was
moved by Councilman Selby, seconded by Councilman Gerow, that the meeting
adjourn. Carried.
