October 21, 1936.
A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7:00 o'clock P. Pd. on the above date,
in the Council Chamber of the City Hall of said City, by Peter E. Binder,
Yayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Love, Selby and Mayor Binder.
Councilmen Absent: None.
READING OF MINUTES OF PREVIOUS MEETINGS.
The minutes of the regular meeting held on the 14th day of October,.
1936, and of the adjourned regular meeting held on the 16th day of October,
1936, were read. No errors or omissions appearing, it was moved by
Councilmen Selby, seconded by Councilman Gerow, that the minutes of said
meetings be approved as read. Carried.
WRITTEN COMIUNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated following the reference to each
hereinafter:
LEAGUE OF CALIFORNIA MUNICIPALITIES, dated October 13th, 1936,
relating to the publication and distribution of a "Compilation of Laws
relating to Cities,of the Sixth Class "; advising that two copies of same
are furnished cities without charge, and that additional copies will be
furnished for $2.50 each.
Moved by Councilman Gerow, seconded by Councilman Hesser, that the
City Clerk be and he is hereby authorized and directed to purchase from
the League of California Municipalities one extra copy of its "Compilation
of Laws relating to Cities of the Sixth Class ", at a cost of not to exceed
$2.50, plus California State Sales Tax. Carried by the following vote:
Ayes: Councilmen-Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
City of Glendale, dated October 17th, 1936, soliciting the Council's
support of Proposition No. 15, which will appear on the November, 1936
Election ballot and which has to do with the relief of certain special.
assessment districts in cities and counties.
Moved by Councilman Gerow, seconded by Councilman Selby, that the
communication be received and filed and the City Clerk directed to notify
the City of Glendale that this Council concurs in the attitude taken by
said City of Glendale respecting Proposition No. 15, Which will appear on
,the November, "1936 Election ballot. Carried.
KATH]i YN L. FONDA, undated, but received by the City Clerk October
21, 1936, requesting that the alley in the rear of Lot 8, Block 89, in the
City of E1 Segundo, be oiled to permit of ingress and egress to and from
said property. By general consent the communication was received and ordered
filed and the Engineer directed to make an estimate of the cost of performing
the work requested and to advise the Council at its next regular meeting.

The City Engineer reported having interviewed Mr. J. S. Foster respecting
work he proposes to do adjacent to.his property on Indiana Street at Mariposa
Avenue; that Mr. Foster informed him he intended to install sidewalks and
curbs along the entire easterly frontage of his property if able to obtain
sufficient gunnite so to do, otherri.se he mould install cement concrete side-
walks and curbs in front of his house only.
Proved by Councilman Gerow, seconded by Councilman Love, that the City
Engineer of the City of E1 Segundo be and he is hereby authorized and directed
to set sidewalk and curb stakes for J. S. Foster along the easterly frontage of
Lot 381, Block 123, E1 Segundo. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love., Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
Mr. K. E. Campbell, Horticulturist, reported respecting the condition of-
trees throughout the City and that he has been pruning the same; also made
mention of his findings while recently in search of new tree stock for the
City. By general consent he was directed to inspect the trees at the
Southard Nursery at Los Angeles and advise the Council whether or not these
trees are suitable for the needs of the Qty of El Segundo.
The City Engineer reported that Y. P. A. authorities had informed him
they will be able to start in the near future with the East Acreage street
improvement job; whereupon it was moved by Councilman Gerow, seconded by
"ayor Binder, that Councilman Hesser and the City Engineer be directed to
investigate as to the type of scraper best suited to the needs of the City
of E1'Segundo in the performance of street work within said City and as to the
cost thereof and to report their findings to this Council at an early date,
Carried.
The City Clerk reported that at the meeting held October 7th, 1936,
discussion was had relative to addressing a communication to the County
Sanitation Districts of Los Angeles County, requesting it to proceed with
the procuring of rights of tray in certain territory easterly of the east
city limits of the City of E1 Segundo, for the construction of a trunk line
sewer for the City of E1 Segundo, but that definite instructions respecting
the matter had not been given; whereupon by general consent the City Clerk
was directed to address said County Sanitation Districts of Los Angeles
County, confirming the oral request heretofore made by the City Engineer of the
City of El Segundo, that said Districts procure the necessary rights of way.
Moved by Councilman Hesser, seconded by Councilman Gerow, that Resolution
No. 348 entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA REPEALING RESOLUTION NO. 328 OF SASD COUNCIL,
ADOPTED Oil THE 8TH DAY OF JANUARY, 1936, AND RESCINDING THE
ACTION TAKEN•IN SAID RESOLUTION NO. 328,
