October 16th, 1936.
An adjourned regular meeting of the City Council of the City of El
Segundo, California, was called to order at 4:15 o'clock P. M. on the above
date, in the Council Chamber of the City Hall of said City by the City Clerk,
the Mayor being absent.
Councilman Hesser was unanimously chosen Mayor pro tem and he
immediately assumed the duties of the Mayor.

Moved by Councilman Selby, seconded by Councilman Gerow, that the regular
order of business be dispensed with. Carried.
WRITTEN COI1r1NUNICATIONS.
The following communications, which were read to the Council, were .
disposed of in the manner indicated following the reference to each herein-
after:
LOS ANG LES COUNTY LEAGUE OF MUNICIPALITIES, dated October 16th, 19360
announcing the Sixty - Seventh Regular Monthly Meeting to be held Friday,
October 23rd, 1936, in the American Legion Club House, Ontario, California.
Ordered filed.
FISH AND Gl'!T, DEVELOPMENT ASSOCIATION, dated October 12th, 1936,
requesting endorsement and support of an initiative measure prohibiting
the operation in the State of California without permit of fishing vessels,
delivering fish, mollusks or crustaceans beyond State waters.
Councilman Binder appeared at the meeting at this point, the hour
being 4 :25 o'clock P. Ifl. and he immediately took his seat at the Council
table and assumed the duties of the Mayor, Councilman Hesser thereafter
ceasing to act as Mayor pro tem.
Discussion was had of the proposition referred to in the communication:
from the Fish and Game Development Association, at the conclusion of which
it was moved by Councilman Selby, seconded by Councilman Hesser, that the
following resolution be adopted:
RESOLVED, that the City Council of the City of E1 Segundo,
California, believing in the necessity for state control and
regulation of our wildlife resources, hereby endorses the
initiative measure, sponsored by the Fish and Gare Development
Association and other conservation and civic bodies, which when
enacted into law will give the State authority to regulate the
"take" of sardines used for straight reduction purposes by both
shore and floating reduction plants; and
BE IT FURTHER RESOLVED, this Council will urge State
Legislators to sup-*rt this measure when it comes before the
January, 1937 session of the Legislature for consideration.
The foregoing resolution was adopted by the following vote:
Dyes: Councilmen Gerow, Hesser, Selby and Uzyor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
KENNETH E. CA1TBELL, Horticulturist, dated October 15th, 1936, being a
report of his investigations with respect to the ssailibility of carob trees
and the prices of same. The communication was ordered filed.

and Records, were read:

NEW BUSINESS.
Moved by-Councilman Selby, seconded by (buncilman Gerow, that J. F. Kemp be
and he is hereby employed to prepare plans for a Halloween celebration in the
City of E1 Segundo, and to supervise the execution of said plans, his compensation
for said services to be the sum of $50.00. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
